May 11 , 1988
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met Wednesday, May 11, 1988. Chairman Lindquist called
the meeting to order at 12:33 with all members present.
Upon motion made by ''Mel1_:o.··01son, seconded by Bert Hovland and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accof-dance with a Procedural Agreement between the Minnesota
Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U.S. Fish and Wildlife Service is re-
quested,J and
WHEREAS, representatives of the U.S. Fish and Wildlife Service met
with the County Board on May 11, 1988 and informed said Board that a
purchase agreement had been secured from the Security State Bank of
Sebeka on the W½NW¼ of Section 26, and G.L. l, Section 27, all in
Township 37, Range 37,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Boa rd does hereby
approve said acquisition by the U.S. Fish & Wildlife Service.
Adopted at Fergus Falls, MN this 11th day of May, 1988.
Motion was made by Sydney Nelson, seconded by Bert Hovland'and unani-
mously carried, to approve the minutes of the April 27th meeting as
mailed.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to approve the cooperative purchasing agreement through
the State of Minnesota for year Jaly 1, 1988 through June 30, 1989,
payment to be made in the amount of $250.00.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to offer no objections to gambling permits requested
by The Lions Club of Henning, at Oakwood Supper Club, and The Fire
Department Relief Association of Pelican Rapids at the Pelican Supper
Club.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve an application of Helen Eldevick for permit
to sell non-intoxicating malt liquor at Bayv:iew Shores in Scambler
Township.
Motion was made by Andy Lindquist, seconded by Hub Nordgnen and unani-
mously carried, to table a bill in the amount of $3,168.39 received
from Klein McCarthy & Co., for Construction Administration Phase.
A request for a step increase for Wendy Metcalf of the Recorder's
Office was presented to the Board, with a motion made by Hub Nordgren,
seconded by Bert Hovland and unanimously carried, to table.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the purchase of a used 496MB disk drive
from Prime Computer, Inc., for $7,750.00.
Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unani-
mously carried, to approve payment in the amount of $1,995.86 to the
Seventh Judicial Court System, representing Otter Tail County's portion
of addittonal funds required to cover a deficit of $14,557.69.

Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to approve the plat of Welbert's Add'n, located in
Section 15-136-42.
CONDITIONAL USE PERMITS Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, to approve the following applications for conditional
use permit, subject to conditional requirements:

CONDITIONAL USE PERMIT Motion was made by Bert Hovland to reverse the recommendation of the
KALDAL Otter Tail County Planning Commission and deny the application of
David Kaldahl to increase his resort operation, adding one adjacent
cottage. THe motion was seconded by Hub Nordgren but withdrawn prior
to vote. Motion was then made by Mel 0. Olson, seconded by Sydney
Nelson and unanimously carried, to table action on the conditional
use application until the meeting of May 25th, to allow the County
Board members time to view the property.

Representatives from the City of Fergus Falls, Pelican Rapids and
various townships in the County appeared before the Board relative
to a proposed optical scan ballot counting machine. Mtition wa~

ried, to table until the 25th of May, and,1.the County Auditor was in-
structed to arrange for a demonstration for the 25th of May.
Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani-
mously carried, to hold a public hearing at 2:00 p.m., Wednesday,
May 25th, for the purpose of accepting testimony on a proposed
ordinance which would allow all those establishments having a 3~2
beer license and wi nee 1 icense as of August l, 1987 to sell strong
beer.
Mike Hanan, Solid Waste Officer, together with Jim Perrin, recycling
service, appeared before the Board relative to proposed recycling in
Otter Tail County. Motion was made by Bert Hovland, seconded by Hub
Nordgren and unanimously tarried, to instruct Mike Hanan to work with.
Jim Perrin and the Sheltered. Workshop, and proceed with grant appli-
cations for recycling, including baling, crushing, aluminum cans, etc ..
Dennis Berend, County Engineer, reported on the further deteriora-
tion of the dam at Phelps Mill, stating additional stop logs had
been removed in an effort to al 1 ev iate the pressure on the dam.
Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, to approve payment in the amount of $9,885.11 to Wilkin
County, representing one-half of the cost of construction of portions
of Wilkin County Road No. 175 from T.H. 108, north one-half mile,
between Otter Tail and Wilkin Counties.
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissiioners of Otter Tail County,
Minnesota, that
WHEREAS, on June 16, 1986, the County Board ~ccepted the bid of
$2,029,378.06 from Mark Sand & Gravel for grading, aggregate base,·
bituminous base and surface under project #S.A.P. 56-604-04, etc., and_
~JHEREAS, the above contract has now been completed to the satisfaction
of the County Board at a total cost of $2,363,885.52, an increase of
$334,507.46 due to added ~mrk, supplemental agreements, liquidated
damages , etc. ,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is instructed to
issue a warrant in the a~ount of $126,059.33 payable to Mark Sand &
Gravel, Fergus Falls, MN; in final payment thereof.

Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to accept the low quotation of Interstate, Inc., Fergus
Falls, MN, in the amount of $3,626,00
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to approve the erection of signals in the City of
Henning, with 90% of the cost to be born by tne Federal government
and 10% by the State government.
Upon motion made by Hub Nordgren, seconded by Mel Q. Olson and unani-
mously carried, the worR study agreement wi'th the Fergus Falls Community
College was approved, the the Chairman of the Board and the County
Auditor were instructed to sign the agreement on behalf of Otter Tai 1
County.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried
with Mel O. 01 son voting "·no", to approve a two day temporary liquor
license, at no cost, for,;the Detroit Lakes Area Chamber of Commerce,
to serve strong beer at the governor~s fishing opener at Fair Hills
on Friday and Saturday, May 13th and 14th.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to approve an application for permit to sell non-intoxi-
cating malt liquor for Duane Kolness, at Big Pine Resort, in Pine Lake
Township, subject to sheriff approval.
The matter of step increase for Wendy Metcalf was returned for con-
sideration, with motion made by Hub Nordgren, seconded by Bert Hovland
and unanimously carried, to grant a step increase from Range 13, Step
5 to Step 6.

·RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, it is a central goal of our community to develop and maintain
a strong, dynamic economy that can provide the Jobs, income and op-
portunities essential to a high quality of life 'for the people of our
area, and
WHEREAS, the production, processing and marketing of food, fiber qnd
other materials derived from our abundant natural resources is funda-
mental to our present and future economic well-being, and
WHEREAS, the addition of economic value to these products before they
leave our area; the creation and expansion of businesses that relate
to and strengthen our economic base; enhanced competitiveness of our
industries; and the promotion of promising new.ideas for products and
services are important goals of our local and ,,area economic develop-
ment effots, and
WHEREAS, the areawide efforts of the Agri-Institute Coalition are
supportive of those goals and are beneficial to the economic prospects
for our entire region by making applied research and development ser-
vices more accessible to the entrepreneurs and businesses in our com-
munity and region,
NOW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail endorses
the efforts of the Agri-1nstitute Coalition and its copperative approach
to building a better future for agriculture. And be it further resolved
that the County of Otter Tail encourages the Greater Minnesota Corpor-
ation to locate its Agricultural Utilization Research Institute at
Crookston, where University of Minnesota educational and research
facilities provide the base for success for this key part of the GMC
program!\1

Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to approve an addendum to the. leas~ a~reement with
the First Lutheran Church, Fergus Falls, for the parking lot, to
add an additional five spaces, at a total cost of $875.00 per year.
At 4:05 p:m. motion was made by Sydney Nelson, seconded by Hub Nord-
gren and unanimously carried, to clos~ the meeting to the public for
the purpose of discussing with the County Attorney pending liti9ation
and position on union contracts •.
At 4:35 with no further business, Chairman Lindquist declared the
meeting adjourned until 9:30 a.m., Wednesday, May 18, 1988.
