Chairman Lind- quist called the meeting to order at 1:00 p.m., with all members present. Motion was made by Bert 4ovland, seconded by Mel 0. Olson and unani- mously carried, to approve the minutes of the April 6th meeting as ma i1 ed. Joe Fehrenback, Rush Lake Township, and Lyle Cordes, Otter Tail Town- ship, appeared before the Board requesting financial assistance on roads that were traveled heavily as detours when county roads were being constructed during 1987, and required additional maintenance. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to grant special aid in the amount of $500.00 to each of the two townships, to assist in the cost of maintenance on the detours in question. Joe Peloquin, Sheriff's Department, and Jack Hart, telephone consultant, appeared before the Board and reported on the pre-bid conference held the morning of April 13, 1988, on the telephone system specifi- cations. Upon motion made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, the following applications for homestead classification and/or reduction of assessed valuation were approved: State of Minnesota Christine Spece Kristi L . Statutes, for the acquisition of the N 55 feet of Lots l afid;,2,~ Bl.ock 3 of the Original Pl at of the City of Elizabeth, MN, for public use, and WHEREAS the County Board has examined into the allegations of said application dated the 5th day of April, 1988, for the conveyance of certain lands therein described~ iL' NOW, THEREFORE BE IT RESOLVED, by the County Board of Otter Tail County that it hereby approves said application and recommends that the same be granted. Adopted at Fergus Falls, MN this 13th day of April, 1988. Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, the following resolution was adopted: RESOLVED by the Boatd of County Commissioners of Otter Tail County Minnesota, that The sum of not less than $350.00 be and the same hereby is appropriated out of the County Revenue Fund of said County for the preparation of the Otter Tail County exhibit at the Minnesota State Fair for the year 1988, and BE IT FURTHER RESOLVED, Cal Mielke, Richville, MN, is hereby authorized and directed to prepare said exhibit for Otter Tail County for the year 1988. Adopted at Fergus Falls, MN this 13th day of April, 1988. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve the plat of Almar Acres, located in Section 30-135-38, as approved and recommended by the Town Board of Otto Township, with a 22 foot driving surface road rather than the 24.foot driving surface as required in the County's specifications. Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani- mously carried, to approve a report on the Otter Tail River Hydro- electric Projects Emergency Action Plan, involving Otter Tail Power Company's Friberg Dam, Hoot Lake Diversion Dam, Central (Wright) Dam, Pisgah Dam and Dayton Hollow Dam, as prepared by Harza Engineering Company, dated March, 1988. Olson and unani- mously carried, to uphold the decision of the Otter Tail County Plan- ning. Commission and deny the application of Ralph Roforth, Rush Lake Township, to cut a ramp area to lake. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to schedule a heartng to be held Wednesday, June l. 1988, at 2:00 p~m. ,.in the County Commissioners Room, Courthouse Fergus Falls, MN for the. purpose of hearing from various interested parttes, on the proposed surface water ordinance for Round Lake in Rush Lake Township. Fr:ed Moen of Corporate Risk Management, the County's insurnace con- sultant, appeared before the Board and discussed the contract with the County, stating an additional provision has been inserted in the contract to include a 30 day cancelation clause. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unanimously carried, to approve the contract, subje<tt to review and approval by the County Attorney. A request from Sverdrup Township for reimbursement in the amount of $315.00 for the taking of 21 beavers was presented to the Board. Motion was made by Andy Lindquist to approve payment, but the motion died for lack of a second. Erwin Siems, County Assessor, discussed with the Board assessing for Leaf Lake Township, stating a check in the amount of $1,600 had been received from Leaf Lake Township, which is $500.00 less tha~ the amount the county had agreed upon. Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unanimously carried, to accept the cb~ck as partial payment, instructing the County Attorney to write to the township requesting the additional $500.00 as previously offered by the County Board. Siems also informed the Board additional townships are requesting assessing to be done by the County Assessor's staff, which he indicated would require additional part-time hilp. No form~l action taken. County Board -4 -April 13, 1988 AIDS POLICY Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani- mously carried, to approve the AIDS policy as prepared by the AIDS taskforce, said policy on file in the office of the County Auditor. WINE & BEER LICENSE Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani- ZORBAZ mously carried, to approve an application of Brian Gens for wine license and 3.2 non-intoxicating malt liquor icense, for Zorbaz on OtterTail Lake in Everts Township, subject to Sheriff approval. SOLID WASTE ASSISTANT ·Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to direct Mike Hanan and Larry Krohn to advertise for a part-time or full-time individual as a recycling educational direc- tor under the Solid Waste Officer, commencing June 1, 1988.
