Pursuant to adjournment, the Board of County Commissioners of Otter Tail
County Minnesota met Wednesday, April 6, 1988, with all menbers present.
Chairman Lindquist called the meeting to order at 9:35 a.m ..
Gordon Nielsen of the Department of Natural Resources appeared before
the Board requesting permission from the County Board for the Depart-
ment of Natural Resources to purchase the E½ of Section 17, Western
Township from the Natures Conservancy. Under this proposal, the DNR
would be paying approximately $960.00 per year in lieu of taxes, whereas
the Natures Conservancy is a non-profit tax exempt organization wHh no
tax obligation. After consideration, the following resolution was in-
troduced by Andy Lindquist who moved for its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on April 6th, representatives of the Department of Natural
Resources met with the County Board with a request the DNR be per-
mitted to purchase the E½, Section 17-131-44 from the Natures Con-
servancy,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby grant
approval to the DNR in the purchase of said land.
The motion was seconded by Sydney Nelson and carried unanimously.
Upon motion made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, to approve the minutes of the March 23rd meeting.
Upon motion made by Bert Hovland, seconded by Mel 0. Olson and unani-
mously carried, the following bills were approved in connection with
the jail construction:
Bartley Sales Company, shower seat
Fransen Decorating, Inc., epoxy columns & beams
Arrow Equipment, trade-in of commercial washer
Melby Graphics, floor signs
Dakota Equipment, storage cabinet
All Building Corp., OSHA requirements, basement

Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to approve payment in the amount of $43,928.50 covering
costs incurred in the soil survey for the period of October 1, 1987
to Ma re h 31 , l 988 .
A request from the First State Bank of Ashby was presented to the
Board requesting a refund of $31 .35 representing a refund of overpay-
ment of a deed tax. Motion was made by Hub Nordgren, seconded by
Mel 0. Olson to approve refund. The motion was withdrawn prior to vote.
Motion was then made by Sydney Nelson, seconded by Mel 0. Olson and
unanimously carried, to approve the refund of $31 .35 to the First
State Bank of Ashby.
All Building Corporation presented a request for the release of the
escrow account being held on the jail construction project. Motion
was made by Bert Hovland, seconded by Hub Nordgren and unanimously
carried, to table action until the meeting of the 13th of April.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to approve payment in the amount of $605.40, represen-
ting one-half the cost of instat~ation of a culvert in Section 5 of
Orwell Township.

BATTLE LAKE LANDFILL Mike Hanan, Solid Waste Director, appeared before the Board and pre-
sented the report of Braun Environmental Laboratories on the monitoring
well development, sampling and gnoundwater analysis for two wells at
the Battle Lake Sanitary Landfill. stating monitoring will be continued
for a time. Motion was made by Bert Hovland, seconded by Hub Nordgren
and unanimously carried, to accept the report and forward on to the
Minnesota Pollution Control Agency.

costs of cle~ning out the grove and the area of the Northeast Otter
Tail Landfill. By general consent Hanan was instructed to proceed

An application from the Dalton Firemen's Relief Association was pre ..
sented to the Board for a gambling license at Ten Mile Lake Steak ..
house, Tumuli Township, with no objection by the Board expressed.
An additional petition was presented to the Board on the by-pass of
CSAH #1 at Amor, which was accepted upon motion made by Mel 0. Olson
seconded by Hub Nordgren and unanimously carried, and the County
Auditor was instructed to file same.
Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani-
mously carried, to approve the purchase of an IBM PS2 50, at a cost
of $3,378.00 thrQugh a state contract with the Secretary of State's
office for use in the State'·s voter registration system.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, authorizing the County Engineer to advertise for bids
to be received until 10:00 a.m., Wednesday, May 18, 1988, for Sand
Sealing on the various county roads.
Motton was made by Sydney Nelson, seconded by Mel 0. Olson and unani-
mously carried, authorizing the County Engineer to advertise for bids
to be received until 10:00 a.m., Wednesday, May 18, 1988, for overlay
on CSAH #34 and CSAH #110.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to reimburse the County Road & Bridge Department the
sum of $15,000 out of the ·Soli'd Waste Fund, to <tbver the cost of sur-
facing the road serving the Henning transfer station, billing the
City of Henning and the Township of Henning for their portions of
the cost as determined in an agreement between Otter Tail County and
the Township of Henning and the City of Henning, as prepared by Mike
Kirk, County Attorney, and Mike Hanan, Solid Waste Officer.
A request received from Norman Holt, Minnetonka, MN, calling for the
redesignation of a lake in Sections 14 and 23 of Leaf Mountain Town-
snip from "Deuscli Lake" back to "Holt Lake" as HoH claimed it was
originally, was presented to the Board and turned over to Malcolm
Lee, Land & Resource Manager.
The Board received a request from Deputy David Jennen, through Sheriff
Gary Nelson, asking fan the anniversary date of employment be changed
from April 1, 1976, to June 1, 1974, indicating Jennen had actually
been continuously employed from the June 1, 1974 date, although:: through
a voucher system payment and not payroll for a period of time. After
consideration, motion was made by Mel 0. Olson, seconded by Sydney Nel-
son and unanimously carried, to refer said request to the Union for
placement and incorporated into the union's seniority roster.
In response to a request from members of the County Board, Coordinator
Larry Krohn presented an insurance rate comparison between the Blue
Cross-Blue Shield coverage and the Minnesota Counties Insurance Trust
rates. Motion was made by Sydney Nelson, seconded by Mel O. Olson
and unanimously carried, to amend the motion of March 16th relative
to tlie county's contribution to the retired employees' health insurance
premium, making the contribution retroactive to January 1, 1988.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mous·ly carried, to approve the loan of the four pictures hangfiingtJin
the first floor reception area of the court house pertaining to t~~ious
locations in Otter Tail County, including,the aftermath of the 1919
cyclone that hit the City of Fergus Falls, to the Otter Tail County
Historical Society for a display during the summer of 1988.

Larry Krohn, County Coordinator, presented quotations on a renovation
of the recordi'ng system for the commissioners room, results being:

After consideration, motion was made by Bert Hovland, seconded by Mel
0. Olson and unanimously carried, to accept the proposal of Team Elec-
tronics, in the amount of ~825.00, being the lowest quotation.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried to approve payment in the amount of $47 .00 to Jamie M.
LaRue for cost of towirig an impounded vehicle, impounded due to an
error in the fa:i'lure .of the District Court to inform the Department
of Public Safety that a traffic fine had been paid.
Motion was m:ade by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to authorize Larry Krohn to attend a seminar on person-
nel policies and procedures on April 21, 1988.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota that
Pursuant to Minn. Stat. 282. it is hereby resolved the sale of Otter
Tail Cou.nty tax forfeited land shall be set for 10:00 a.m., Thursday,
June 16, 1988, in the County Commissioners Room of the Otter Tail County
Courthouse, Fergus Falls, MN, tracts to be sold under the following con-
di'tions:
Each and every tract shall be sold on a cash basis.
In addition to the purchase price of the land, the County Auditor shall
charge and collect in full, an amount equal to three percent (3%) of the
total sale price of the land, amount so collected by the Auditor to be
deposited in the State Treasury and credited to the Tax Forfeited Land
Account, 1969 Minn. Stat. 284.28, Subdiv. 6.
Also in addition to the purchase price of the land, the County Auditor
shall charge and collect in full, an amount e~ual to $1 .65 per $500
of the purchase price constituting the amount of the deed tax.
Title to the land to be offered for sale is not guaranteed, either by
Otter Tail County or the State of Minnesota. When payment of the purchase
price has been made, the purchaser will receive from the State of Minne-
sota a quit claim deed to the property for which the Auditor is required
by law to collect and remit to the State a fee of $20.00, plus an addi-
tional fee of $10.00 for recording said deed.
All mineral rights are reserved by the State of Minnesota, and sale is
subject to existing easements.
The County Board reserves the right to reject any or all bids and with-
draw any parcel listed before or during the sale.
Adopted at Fergus Falls, MN this 6th day of April , 1988.
The matter of ditch inspector for Otter Tail County was again discussed,
with instructions to the County Coordinator to proceed with advertising
for a part time inspector. Action by general consent.

imously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, legislation has been.introduced amending Minn. Stat. 1986,
Section 345.38, Su5d. 4, allowing counties to reclaim iunds untlaimed
by the creditors after the statute of li~itations,
NOW, THEREFORE, BE IT RESOLVED, the County does hereby approve said
legislation and does urge its passage.

At 1:50 p.m., with no further,business, Chairman Lindquist declared
the meeting adjourned until the afternoon of April 13th.
