March 16, 1988
Pursuant to adjournment, the Board of County Commissioner.s of Otter
Tail County met Wednesday, March 16, 1988, with all members present.
Chairman Lindq~ist called the meeting to order at 9:30 a.m ..
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to accept the bid of $2,500 for the Naomi Rasmussen
estate, to be referred to:the Human Services Board.
Motion was made by Mel 0. Olson, seconded by Sydney Melson and unani-
mously carried, to approve a telephone contract in connection with
the 911 service, between Otter Tail County and Northwestern Bell, and
the Chairman of the Board and the County Auditor were authorized to
sign the agreement on behalf of Otter Tail County.
Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the March ·2nd .meeting, as
mailed.
Joe Peloquin ,of the Sheriff'~ Department discussed with the Board
various potential problems associated with the Art of the Lakes
Festival scheduled for July, citing parking problems and traffic
control. Motion was made by Bert Hovland, seconded by Sydney Nelson
and unanimously carried, to close the·ball diamond to parking during
said festival. ·
Peloquin and Krohn discussed with the Board the telephone system,op-
. tions, including running a cable between the courthouse and the
government services building. No formal action taken.
PELICAN VALLEY LANDFILL Representatives of the Pelican Valley Landfill Association, Hilbert
Isaacson spokesman, appeared before the Board, stating their land-
fill permit will expire in February of 1989, and requested financial
assistance to cover closing costs. Motion was made by Mel 0. Olson
seconded by Bert Hovland _and unanimously carried, to appoint Bert
MO);l!rand alfid'·M;i'ke Hanan to meet with the Pelican Valley Landfill Ass'n
Board, to research alternate sites for a demolition landfill, and
111ake:,;a:-:necommendation to the County Board, as to site closing and
alternate sites.

Mike Hanan, Solid Waste Officer, presented the following quotations
received for the two trucks located at the Northeast Landfill location,
for sale as is, where"is:

Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to accept the proposal of Jim Ahlfs Construction, at
a total bid of $720.00 for both trucks, being the high~st bid.
Hanan also informed the board the vehicle he has been using is going
to require major repairs at an estimated cost of $720.00. Motion was
made by Bert Hovland, seconded by Mel 0. Olson and unanimously car-
ried, to instruct Hanan to work with Larry Krohn on specifications
and get some quotations for a small 4-wheel drive vehicle.
Hanan also discussed with the Board a recommendation of the Joint Powers
Board to contribute 43% towards the cost of Otter Tail County's
Solid Waste Officer to handle the solid waste matters of the Joint
Powers Board, with no action taken. Also discussed and recommended
was the recommendation of the subcommittee of four or five to meet
with Dayle Johnson of Quadrant to submit a proposal to the Board
relative to the additional costs to Quadrant.

County Board -2 -March 16, 1988
Motion was made by Bert Hovland, .seconded by Mel 0. Olson and unani-
mously carried, to instruct the County Auditor to re-compute the ~1987
gas tax refund to the townships, to include Elizabeth Township who had
levied the appropriate amount for road & bridge but did not get certi-
fied to the County Auditor, adjusting the 1989 gas tax refund accordingly.
Motion was.,made by Mel 0. Olson, seconded by Hub Nordgren and unanimously
carri'ed, to approve payment in the amount of $172.50 to Klein-McCarthy,
representing professional services in connection with the new elevator
construction in the courthouse.
An application for a gambling permit at Pier 38 Supper Club was presented
to the Board from the Fergus Falls Hockey Association, with no objections
voiced.
Motion was made by Bert Hovland, seconded by Hub Nordgren,and unani-
mously carried, to forgive penalty on late payment of tax by Gerald
Lu5enow in the City of Elizabeth were an abatement was processed in
October of 1987 with the statement not being mailed.
An application for a gambling permit at the Pelican Supper Club was
presented tot he Board from Peli can Rapids Ducks Unlimited, with no
objections voiced.

mously carried, to pay the following solid waste user charges:

GILBERT SWENSON Motion was made by Mel 0. Olson, seconded by Bert Hovland and unani-

the payment was made erroneously by the taxpayer.

Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried~ to approve an application by Leslie G. Konley for on-
sale liquor license, and Sunday license, for The Pier, Otter Tail
Township.
The matter of health insurance coverage costs for retirees over age
65 was 5rought 5efore the Board 5y Larry Krohn,0-with proposals being
presented for various amounts of contribution. After consideration,
motion was made by Sydney Nelson, seconded by Mel 01 Olson and unani-
mously carried, to allow the retirees to pay the sum of $65.00 per
month for single coverage, with the county assuming the additional
cost of $36.27 per retiree~ as an unfunded liability, payments being
made through December 31, 1988.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, that the retirees be expected to pay the entire par~
tion of the hospitalization insurance coverage as of January l, 1989.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to select the,·opt.ion in the hospitalization insurance
coverage to include deperidents-iwho·ane! full time students, until age
23.

mously carried, to approve five summer employees for the Land & Resource
Management Office, two clerical and three field employees.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to defer the preparation of the Superfund ftmehdments and
Reauthorization Act (SARA) plan for Otter Tail County.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to approve an application of Herb Christensen, Jr.,
for conditional use permit, to build a nine hole par 3 golf course, on
Otter Tail Lake, Otter Tail Township, with conditional requirements.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to approve an application of Herb & Shirley Johnson
for conditional use permit to remove three two bedroom cabins replacing
with six seasonal trailer homes, at Johnson Resort on Lake Lizzie in
Dunn Township, subject to conditional requirements.
Upon motion made by Mel O·. Olson, seconded by Sydney Nelson and unani-
mously carried, the application of Western Minnesota Savings & Loan
for conditional use permit to build a road to serve the preliminary
plat of Whispering Springs Replat in Elizabeth Township was approved.

mously carried, to approve an application of Scott Ehlke & Jerry
Courneya, for hauling,llip to 1,000 yards of dirt on property on Rose
Lake in Hobart Township~
Dennis Berend, County Engineer, appeared before the Board and reported
on the collapse of the roof on the highway garage in Aurdal Township,
stating an emergency repair was necessary, with the following proposals
having been received for said repair:

mously carried, to approve acceptance of the low bid of Herzog Roofing,

alternate to provide a 15 year manufacturer's warranty.

ROAD & BRIDGE -Motion was made by Sydney Nelson, seconded by Hub Nordgren, to author-fze
BUILDING FUND TRANSFER a transfer of $53,578.01 from the bui1ld:f,.ng(ft.Jnd to the road & bridge
fund to cover costs of repairs to buildings being made by the highway
department. The motion was withdrawn prior to vote.

ROAD CONSTRUCTION
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to instruct the County,Engineer to assist the City of
Erhard in providing information on the amount of material necessary
to be moved to build a new road in the City of Erhard.
SUPPLEMENTAL CONTRACT Upon motion made by Sydney Nelson, seconded by Bert Hovland and u nani-
56-614-06 etc. mciusly carried, the follciwing resolution was adopted:

WHEREAS; the proposal onS.A.P. 56-614-06, etc., permits the County
to add work to said contract, and
WHEREAS, the County will add the additional work as listed below,
NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AND UNDERSTOOD, that
1. The contractor will do the work at the contract unit price.
2. The contractor will do the work at the same standards as the contract.
3. Three (3) extra working days wi 11 be added to the contract.
4. The contractro shall not make claim of any kind or character what-
soever, for any other cost or expenses which he may incur, or
which he may hereafter incur, in performing the work and fur-
