MINUTES OF THE ADJOURNED MEETING

BOARD OF COUNTY:.COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
February 28, 1988
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met Wednesday, February 24, 1988. Chairman Lindquist
called the meeting to order at 12:55 p.m., with Commissioners Nelson,
Lindquist and Olson present,. Commissioners Nordgren and Hovland absent
attending a legislative hearing on behalf of the County.
Motion was made by Mel 0. Olson, seconded by :Andf·L[ndquist and unani-
mously carried, to approve the minutes of the February 17th meeting
as mailed.
David Barton of the Viking Regional Library System appeared before
the Board and reported $4,009.00 of the 1987 library levy had not
been received, representing delinquent taxes, requesting the county
provide the necessary funds in order to qualify for state and federal
funding. Motion was made by Mel 0. Olson, seconded by Sydney Nelson
and carried, to instruct the County Auditor to pay the sum of $4,009
out of the General Revenue Fund, to be reimbursed as such time the
delinquent taxes are paid.
Bud Abbott, representing the Art of the Lakes Summer Festival, appeared
before the Board requesting permission to erect a gazebo at Phelps
Mill Park, with funds being generated from private donations, with
an escrow account for future maintenance .. After consideration, motion
was made by Sydney Nelson, seconded by Mel 0. Olson and carried, to
approve said construction, with the appropriate signs, be constructed
as requested, with maintenance to be assumed by a separate fund from
contributions.
An application by the Birak Shhine Club for a gambling permit at
the Pelican Supper Club was presented to the Board with no objections
voiced.
Upon motion made by Sydney Nelson, seconded by Mel 0. Olson and car-
ried, the .following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS~ on the 10th of October, 1985, the County Board entered into
contract with Fransen Decorating, Inc., for painting and vinyl wall-
covering in conjunction with the ja1:ll facility construction, and
WHEREAS the above contract has now been completed to the satisfaction
of the County Board at a total cost of $63,335.00, an increase of
$10,424.00 due to change orders,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the amount of $4,929.00 to Fransen
Decorating, Inc., as final payment thereof.

Motion was made by Mel 0. Olson, seconded by Sydney Nelson and car-
ried, to approve an application of Victor B. Yager for liquor license
at the Country Manor Motel, subject to liability insurance and sheriff
a ppr oval .

The matter of the chairs in the jury boxes was brought before the
Board for final action~ with motion being made by Mel 0. Olson,
seconded by Sydney Nelson and carried, to authorize Pink Company to
retrofit the existing 28 chairs to a glide type base with swivel and
tilt abilities, modifying the base so it can be permanently attached
to the floor, with costs of fastenirig•J to floor being borne by Otter
Tail County.
CLOTHES WASHING MACHINE The matter of the clothes washing machine in the jail was brought be-
fore the Board for final action, with motion being made by Sydney
Nelson, seconded by Mel O. Olson and carried, to purchase a new

The redetermination of benefits on County Ditch #21, as prepared
by George Walter, G.D. Harlow and Roland Sauck, viewers, was:Jpre-
sented to the Board, with motion being made by Sydney Nelson, seconded
by Mel 0. Olson and· carried, to submit the redetermination to the
District Court.
The Board, having previously advertised for bids to be received for
the installation of the signs and posts in connection with·,Hazard
Elimination Safety Program, opened bids which were found to be as
follows:

After review, motion was made by Mel 0. Olson, seconded by Sydney
Nelson and carried, to accept the bid of H. & R Construction, Dalton,
MN, in the amount of $159,803.08, being the lowest bid.
The matter of the dispute with Mark Sand & Gravel over liquidated
costs on S.A.P. 56-604-04 was again brought before the Board, with
motion by Mel 0. Olson, seconded by Sydney Nelson and carried, to
share the cost of arbitrage on a split basis w_ith Mark~Sa.1rld & Gravel.
Motion was made by Sydney Nelson, seconded by Mel 0. Olson and carried,
to approve an agreemenHprepared by the County Attorney between Otter
TaihCounty and the Sheriff's Department & Union, perta:rning to the
appointment of Chief De~uty, and the Chairman of the Board and the
County Auditor were authorized to execute said agreement on behalf
of Otter Tail County.
The Board discussed with Sheriff Nelson the appointment of a temporary
investigatcir, with no action taken.
At 2:28 p.m. with no further business, Chairman Lindquist declared
the meeting adjourned until 9:30 a.m., Wednesday, March 2, 1988.
