Chairman Lindquist called the meeting to order at 12:52 p.m., with all members present. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, to approve the minutes of the February 3rd meeting as mailed. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to cancel the meeting scheduled for March 9, 1988. Upon motion made by Mel 0. Adopted at Fergus Falls, MN this 10th day of February, 1988. Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to approve the split of property owned by Donald West, Woodside Township, for the years 1986, 1987 and 1988. Motion was made by Bert Hovland, seconded.by Hub Nordgren and unani- mously carried, to approve payment of a $40.00 registration fee for Malcolm Lee's &ttendance at the Governor's Natural Disaster Conference in Minneapolis March 10-'ll, 1988. George Peterson, Chairman of the Leaf Lake Town Board, appeared before the Board stating the former County Assessor had agreed to do the assessing in Leaf Lake Township for the sum of $1,600, having been billed $2,600.'.'After considerable discussion, upon general consent, the County Board offered· to "split the difference"; and charge an amount of $2,100;· The Leaf Lake Town Board is to respond to said offer. Upon motion made by Mel 0. Olson, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on January 13, 1988, the County Board accepted the bid of Fergus Motors, in·the amount of $7,230.00 for the purchase of a. vehicle to be used by Land & Resource Management, and WHEREAS said vehicle has now been delivered to the satisfaction of the County Board, NOW, THEREFORE.1\BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $7,230.00 to Fergus Motors, Fergus Fa 11 s , MN, in fu 11 payment thereof. The matter of the dispute between Otter Tailr:county and Mark Sand & Graveldon S.A.P. 56-604-04 was again brought before the Board, with motion by Hub Nordgren, seconded by Mel 0. Olson and carried unanimously carried, to submit to b.inding arbitration in the matter. RESOLUTION REG~0NAL ADVISORY COMMITTEE VETERANS SERVICE VAN O.T.LAKE PROPERTY OWNERS ASS~N DIRECTORY PERSONNEL -SALARY INCREASES TELEPHONE SYSTEM UPGRADE CONDITIONAL USE PERMIT KEN ANDERSON CONDITIONAL USE PERMIT ROLAND OLSON County Board -3 -February 10, 1988 Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: WHEREAS, the counties in the West Central Minnesota Region 4 have been asked by the Mi,nnesota Department of Trade and Economic Develop- ment to select a member to the Regional Advisory Committee of the State Rural Development Board, and WHEREAS, Pursuant to Minnesota Statutes 116N.05 the Chairs of the County Boards in regions, where Regional Development Commissions. ·0; (RDC's) do not exist, shall by·majority vote, select a member to the Regional Advisory Committee of the State Rural Development Board, and WHEREAS, in accordance with M.S. 116N.05 counties are encouraged to give preference to persons that hold an elected office, and ~JHEREAS, the minimum public notification requirements for this appoint- ment have been met by placing p8bUt·.notke11ih'the,1Riegional and Ot_ter Tail:Qot.rntf/s·:Ofificial newspaper for two consecutive weeks and WHEREAS, in the absence. of the Regional Development Commission in the Nine County West Central Minnesota Region 4 it is not practical to call a meeting of all county boards to act on this matter, and WHEREAS, the Otter Tail County Board of Commissioners cpnsiders it essential that the appropriate person is appointed to the Regional Advisory Committee to the State Rural Development Board to effectively represent the interest and concerns of the 9 County West Central Min- nesota Region 4; NOW, THEREFORE BE IT RESOLVED, that the Otter Tail County Board of Commissioners recommends the appointment of Clay County Commissioner Arv id Thompson. to the Regional Advisory Committee of the State Rural Development Board, Adopted at Fergus Falls, MN this 10th day of February, 1988. Larry Krohn, Coordinator, informed the Board the Veterans Service van is ~~ving difficulties start~~g in the cold weather. Under general consent of the Board, it was determined to have a heater plug installed and have one of the service officers take the vehicle home when it is cold for the purpose of plugging it in. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to place a $50.00 ad in the Otter Tail Lake Property Owners Association d.irectory, to be paid from the Economic Development budget. Motion was made by ·Berton Hovland, seconded by Andy Lindquist and unani- mously carried, to grant a step increase for Kim Mark, Assessor's office from a Range 13, Step 4 of $1 ,230, to Range 13, Step 5, of $1,315.00, and for Melani~ Swanson fro~ Range 11, Step 4, of $1095.00 to Range 11, Step 5 of $1,172.00. Krohn reported on the telephone system upgrade, tentative schedule for bidding, needs:; choices of switching systems, stating the specifi- cations will be available for inspection by the Board by March 7th, installion of equipment 5y about June of 1988. · ··M~tii8n was made.by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve a conditional use permit for Ken Anderson, Girard Township, to excavate for walkout basement, with limited filling for landscaping purposes, subject to conditional requirements. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve a conditional use permit for Roland Olson, Hobart Township, to re-open an existing resort adding 10-12 campsites with central bath house, subject to conditional requirements. Kenley, Otter Tail Township, to re-open Pier 38 Restaurant. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried with Sydney Nelson voting "no~, to uphold the decision of the Planning Commission and approve a conditional use permit for Richard Pettit, Dunn Township, to create a 300 campsite operation at Dunvilla on Lake Lizzie, with 50 campsites being on the lakesi~e of Highway #59, the balance across the road. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to approve a plat of Borg Addition, located in Section 28, Girard Towrship. SOIL SURVEY PROGRESS REPORT · COMPREHENSIVE WATER PLAN REPORT John Schmidt if the West Otter Tail County Soil & Water Conservation District, along with members of the staff, appeared and presentedil a progress report on ·the county's soil survey. No action taken. Gene Giese from the West Otter Tail Soil & Water Conservation District presented an informational report on the Local Comprehensive Water Plan, including a list of members of the County Task Force. No actton taken. After,1some discussion, Chairman Lindquist appointed Commissioner Olson to meet with Judge Nelson in an attempt to come to some agreement and report back to the Board. ADJOURNMENT At:3:45 p.m., with no further business, motion was made by Bert Hovland, seconded by Mel 0.
