DELINQUENT MOBILE HOMES MINUTES OF THE ADOOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS February 3, 1988 Pursuantrto1adjournment,.1the Board of County Commissioners of Otter Tail County met Wednesday, February 3, 1988, with Commissioners, Nelson, Hovland, Lindquist and Olson present, Commissioner Nordgren absent to attend a committee meeting on behalf of Otter Tail County. Chairman Lindquist called the meeting to order at 9:42 a.m .. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and carried, to approve the minutes of the January 27th meeting as mailed. Michael Avelsgaard appeared before the Board requesting forgiveness of penalty on late payment of tax in the City of Ottertail. Mdtion was made by Mel 0. Olson, seconded by Sydney Nelson and carried, to forgive penalty, because of confusion and missinformation received by Avel sgaard ·from the county offices. Upon motion made by Mel 0. Olson, seconded by Sydney Nelson and car- ried, the followtng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on October 10, 1986, the County Board entered into contract with Flament-Ulman, in the amount of $110,679.00 for accoustic ceiling and floor covering in connection with the new justice facility, and WHEREAS THE above contract has now been completed to the satisfaction of the County Board at a total cost of $119,814.15, an increase of $9,135.15 due to various change orders, NOW, ~EREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $5,990.00 to Flament- Ulman, Inc., as final . payment thereof. Dated at Fergus Falls, MN this 3rd day of February, 1988. Upon motion made by Sydney Nelson, seconded by Mel 0. Olson and carried, the following application for solid waste and transportation license was approved, subject to bond: Patricia Fuchs Fuchs Sanitation Service Glyndon, MN Upon motion made by Sydney Nelson, seconded by Mel 0. Olson and carried, the following resolution was adopted: BE IT KNOWN, that the Otter Tail County Board did meet in session on the 3rd day of February, 1988, that at said session the County Treasurer of said County delivered to said Board the list of uncollected mobile home taxes for the year 1987, together with his certification thereon as required by law; and that at said session said Board did duly consi- der said list of uncollected taxes, and did cancel such taxes as they are satisfied cannot be collected. SIGN -BATTLE LAKE LANDFILL FERGUS FALLS LANDFILL DUMP TRUCK SALE County Board -2 -February 3, 1988 Upon motion made by Mel 0. Olson, seconded by Sydney Nelson and car- ried, the following resolution was adopted: BE IT KNOWN, that the Otter Tail County Board did meet in session on the 3rd of February, 1988, that at said session the County Treasurer of said County deliver-d to said Board the list of uncollected per- sonal property taxes for the year 1987, together with his certification thereon as required by law; and that at said session said Board did duly consider said list of uncollected taxes, and did cancel such taxes as they are satisfied cannot be collected. Olson and unani- mously carried, the County Engineer was authorized to advertise for bid~ to be received until 10:00 a.m., Wednesday, March 2, 1988, for the county's 1988 supply of signs and posts, four tandem axel dump trucks, two pick-up trucks, boxes and hoists. County Engineer Berend notified the Board the fee for the Sanitary Landfill sign at the Battle Lake U.andfill site on Highway #210 is $594.00 per year. Since the site is no longer a landfill it was determined b_y ger:,eral consent,; no sign is necessary. Mike Hanan, Solid Waste Officer, discussed the Fergus Falls Landfill with the County Board, and upon motion made by Mel O. Olson, seconded by Sydney Nelson ••and carried, a committee consisting of the County Board Chairman, Larry Krohn, Mike Hanan and Mike Kirk meet with Don Eisenhuth and Jim Nitchals of the City of Fergus Falls to discuss the status of the Fergus Falls landfill. Hanan also informed the Board the two dump trucks used to haul ash to the Northeast Landfill have both 11 blown 11 their engines and are no longer usable, stating there is 11 no fix 11 recommending they be junked. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, to accept quotations for the sale of said trucks, 11 where is, as is .11 ASSISTANT COUNTY ATTOR~ Attgrrney Mike Kirk informed the Board one of the Assistant County NEY REPLACEMENT Attorneys has terminated employment, requesting permission to hire a replacement, which was approved upon motion made by Bert Hovland seconded by Sydney Nelson and carried. JUSTICE FACILITY & COURTHOUSE CHANGE ORDERS ADDITIONAL NIGHT PATROL OFFICER ECONOMIC DEVELOPMENT DALE MENZE, OTTO TWP. BU.LS ALLOWED PUBLIC DEFENDER WITHDRAWN CATHERINE PIPER CLAIM 1987 AG INSPECTOR REPORT ADJOURNMENT County Board -3 -February 3, 1988 Virgil Florhaug of Construction-Analysis-Management .reported on the items still to be completed in the justice facility construction. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried to approve the following change orders: Mel by Graphics, additiona·l signage MiHer Drywall, sheet rock closet & maintenance office Brandt Electric, install large disconnect and wiring for new elevator in courthouse Brandt Electric, wtte maintenance office & move lights and install elevator and corridot lights next to Health Service Office Lagerquist Elevator, revamp remote control station Rusco Windows, revamp securtty bar in detention windows Marland Hoff, update existing elevator shaft $ 185 .00 410.00 956 .14 431 . 58 723 .00 3,965.00 400.00 Gary Nelson, County Sheriff, appeared before the Board requesting the addition of one ni~ht patrol officer, which was approved upon motion made by ·Sydney Nelson, .seconded by Bert Hovland and carried. Wm. Giesen, Chairman of the Economic Development Committee, appeared before the Board recommending the hiring of a grant writer to assist the smaller municipalities to obtain the various available grant funds. Motion was made by Bert Hovland, seconded by Mel 0. Olson and carried, to authorize the EDC to proceed with advertising for a grant writer-, do the screening of the applicants and make a recommen- dation to the Board. Dale Menze, Otto Township, again appeared before the Board1regarding the Otto Township road complaint .. No action taken. Upon motion made by Bert Hovland, seconded by Mel 0. Olson and car- ried, the following bills were allowed: Steve Emery, labor on old kitchen carpet K & K Painting, painting old kitchen, office area and basement storage area K & K Painting, spray paint new commissioners room, backroom, hallway & conference room $ 75.00 610.00 320.00 Motion was made by Bert Hovland, seconded by Mel 0. Olson and aarried, to advertise for bids to be received for the services of the county public defender. The motion was withdrawn prior to vote. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and carried, to pay the sum of $85 .3 2 to the Fergus Fa 11 s Medical , PA, for the care of Catherine Piper, on injuries sustained in a fall on the ice on the sidewalk by the Social ·servtices Buiilding. Mark Bowers, West Otter Tail County Agricultural Agent, presented the Agricultural Inspector 1s Report for the year 1987, which was approved upon motion made by Bert Hovland, seconded by Mel 0.
