HAULERS LICENSES AUDITOR -PART-TIME CLERK HIRE GROUP INSURANCE MARION LAKE TESTING JUSTICE FACILITY PARKING LOTS DISPATCHERS MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS January 20, 1988 Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Wednesday, January 20, 1988. Chairman Lind- quist caHed the meeting to order at l :15 p.m. with all members present. Upon motion made by Bert Hovland, seconded by Mel O. 01 son and u nani- mously carried, the minutes of the January 13th meeting were approved as mailed. Motion was made by Hub Nordgren, sec0nded by Sydney Nelson and unani- mously carried, to approve payment for installation of the appro- priate signs at the vyrious transfer stations and canister sites throughout the coun~, $1,872.00 to Signs Unlimited, Pelican Rapids, MN. Motion wasrJmade by Sydney G. Nelson, seconded by Mel O. 01 son and unani- mously carried, to approve the following applications for collection and transportation of solid waste licenses, subject to posting of bond: Kenneth Saurer Ken's Garbage Service Clitherall, MN Steve Melgard Brasel 's Hauling Perham, MN LeRoy Kresien City Dray Line Wadena, MN Motion was made by Bert Hovland, seconded by Mel 0. Olson and unani- mously carried, authorizing the county auditor additional part-time clerk hire on an on-call basis, previously filled by work-study students at the Community College. The matter of the county's group health insurance coverage and the costs to the retirees was brought up for discussion. Chairman Lind- quist appointed Bert Hovland, Chairman of the Insurance Trust, Larry Krohn and Mike Kirk to check into the matter. In response to a request from the Marion Lake Association, motion was made by Sydney Nelson, seconded by Hub Nordgren and unanimously car- ried, to place Marion Lake on the priority list for water quality testing. Larry Krohn reported on problems with the new justice facility as it relates to the laundry equipment and the changes made in the expansion, stating it may be necessary to move the laundry equipment to the basement. He also informed the Board the jury chairs supplied do not meet the specifications requiring the chairs be anchored to the floor. Krohn also discussed with the Board the parking lots and stated warning tickets will be issued w~en1violations are found. County Attorney Mike Kirk discussed with the Board the total assumption of the dispatch operation in the new jail, stating the City of Fergus Falls will assume 451 of the cost of dispatch services. Kirk informed the Board it would be necessary to hire additional dispatchers to provide the necessary cover. Motion was made by Bert Hovland, seconded by Mel 0. Olson and unanimously carried, to approve hiring up to two additional employees for sajdl purpose. DELINQUENT MOBILE HOMES Upon motion made by Bert Hovland, sec0nded by Mel 0. Olson and unani- mously carried, the following resolution was adopted: County Board -2 -January 20, 1988 BE IT KNOWN, that the Otter Tail County Board did meet in session on the 20th day of January, 1988, that at said session the County Trea- surer of said County delivered to said Board the list of uncollected mobile home taxes forthe year 1987, together with his certification thereon as required by law; and that at said session said Board did d0ly consider'said list of uncollected taxes, and did cancel such taxes as they are satisfied cannot be collected.
