CALL TO ORDER HOVLAND ABSENT MINUTES AP PROV ED FORGIV~HESS OF PENALTY DENI ED -MADDEN HALF SECTION MAPS FORGIVENESS OF PENALTY DENIED -THALMANN BEt,1/ER CONTROL NE\✓ rQN TOWNSHIP LIAB f LITY CLAIM KATHY EV ENS ON MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA December 17, 1987 Pursuant to cdjournment, the Board of County Commissioners of Otter Tail County met Thursday, December 17, 1987, with Commissioners Lindquist, Nelson, Nordgren and Olson present, Commissioner Hovland absent to attend a meeting of the Minnesota Counties Insurance Trust Board. Vice Chairman Lindquist called the meeting to order at l: 01 p .m .. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to approve the minutes of the meeting of December 10th. Joyce Madden appeared before the Board requesting forgiveness of penalty on late payment of tax involving the second half payment. Motion was made by Mel 0~ Olson, seconded by Hub Nordgren and unani- mously carried, to deny the request. Motion was made by Sydney Nelson, seconded by Mel 0. Olson and unani- mously carried, to approve preparation of half section maps,as re- quested by the various departments, by Anderson Land Surveying, Inc., for a total cost of $7,052.00 1 for twenty-three half sections in Clitherall Township, Dane Prairie, Rush Lake, Otter Tail Township, Sverdrup, Leaf Lake, Girard, Perham, Henning, Newton and Perham Townships, including those portions in the Cities of Battle Lake, New York Mills and Perham. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to deny a request for forgiveness of penalty by Roland Thalman on a late payment of tax in Henning Township": Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried with Mel 0. Olson voting "no", to approve payment in the amount of $90.00 to Newton Township representing six beaver trapped in Newton Township between September 2nd and 16th. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to pay liability claims, totaling $520.31, for claim on Kathy Evenson who fell on the courthouse sidewalk on October 5, 1987. UNION NOTIFICATION Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- SELF-INSURANCE PROGRAM mously carried, instructing Larry Krohn, County Coordinatbr, to inform the union representing the largest number of employees, that the county has decided to proceed with the self-insurance program. POLICE DOG PROJECT Gary Nelson, County Sheriff, appeared before the Board reporting on the dog and training project, stating donations have covered the entire cost of the dog and training. SOLID WASTE Representatives of the City of Fergus Falls, with Mayor Kelly Ferber CITY OF FERGUS FALLS and Don Eisenhuth speaking, appeared relative to user charges and tipping fees to cover the county's 1988 budgeted costs for solid waste, stating they felt the county's solid waste budget was excessive and requested the tipping fee be eliminated. Motion was made by Mel O. Olson, seconded by Sydney Nelson and unanimously carried, to appoint a committee consisting of Mike Kirk, Larry Krohn and Mike Hanan meet with the City representatives to come to an equitable solution on a bill presented to the County from the City of Fergus Falls, representing the City's cost of tipping. PLAT -PLEASANT PLACES'; Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve the plat of Pleasant Places, located in Section 7 of Sverdrup Township. COMPARABLE WORTH STUDY ART ESPELAND -HENNING SOLID W,0.STE BILLS r'\PPROVED County Board December 17, 1987 The Appeals Committee on the Comparable ~/orth Study, Diane'Thorson, spokesperson, discussed with the Board the Comparabe Worth Study and pr~sented the results of the wage scale and range, stating there are ten appeals to be considered on Friday, December 18th, after, which the final study will be presented to the Board. Art Espeland of the First National Bank of Henning appeared before the Board with a complaint on the market value and assessment on property owned by the Bank in.Maine Township. He also discussed the county's investment program voicing complaints and objections to the County '·s i n•lestrlfent policy: No atti-on--taken-~------·· ·· -----------e------ Mike Hanan, Sol id Waste Officer, discussed ,;the removal of .canisters from various locations in the county and the placing of "no dumping" signs, the use of the transfer station at Detroit Lakes, etc .. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unanimously carried, to direct Mike Hanan, Solid Waste Officer, to negotiate with Becker County for the possible sale of Otter Tail County's portion of the transfer station located in Detroit Lakes in Becker County ,to Beeker County.
