Pursuant to adjournment, the Board of County Commissioners of Otter ALL PRESENT Tail County met Thursday, October 22, 1987. Chairman Hovland called the meeting to order at 12:53 p.m., with all members present. MINUTES APPROVED Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani- mously carried, to approve the minutes of the October 15th meeting. BOARD OF ADJUSTNIE:NT Motion was made by Mel O. Olson, seconded by Hub Nordgren and u na ni- DAN OEHLER mously carried, to appoint Dan Oehler, Fergus Falls, to the Otter Tail County Board of Adjustment to replace Marcus Wiechmann who has resigned. COMMUNITY HEALTH Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani- SERVICES PLAN mously carried, to submit the Community Health Services Plan to the Minnesota Department of Health, as recommended by the Human Services Board. SOLID WASTE USER CHARGE Mike Hanan, Solid Waste Officer, appeared before the Board and discussed with the Board a possible increase in solid waste user charges for the year 1988. No action taken. REDECORATING FORMER Sandra Nelson, Assistant County Attorney, discussed with the Board COUNTY COURT AREA redecorating the area recently remodelled for the new commissioners' room, department of collections, Krohn's office and the former County Court Room "B". Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unanimously carried, to authorize recarpeting the commis- sioners' room, the hallway, Krohn's office, the secretary's office, the collections reception area, with better quality carpeting, elimina- ting carpeting the new commissioners' office, and removing the low retaining wall in the commissioners' meeming room. COMMUNITY COLLEGE BILLS APPROVED County Board -2 -October 22, 1987 The Board discussed the bids with consultant Jelinek with no official action taken. Upon motion made by Hub Nordgren, seconded by t1el 0. Olson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County ·Minnesota, that WHEREAS the proposal on S.A.P. 56-602-02, etc., permits the County to add work to the contract, and WHEREAS, the County will add the following additional work: Under S.A.P. 56-651-07, 56-651-08 & 56-641-06, centerline and edge striping for a contract increase of $1,389.84, NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AND UNDERSTOOD THAT: l. The contractor will do the work at the contract unit price. 2. The contractor will do the work at the same standards as the contract. 3. ½ extra working day will be added to the contract. 4. The contractor shall not make claim of any kind or character whatsoever, for any other cost or expense which he may incur, or which he may hereafter incur, in performing the work and fur- nishing the. materials covered by the agreement. Engineer Berend discussed with the Board the MinnesotaDepartment of Transportation computer network and motion was made by Hub Nordgren, seconded by Mel 0. Olson and unanimously carried, to authorize the Chatrman of the Board and the County Auditor to execute the agreement on behalf of Otter Tail County. Engineer Berend reported the City of Dalton wishes to purchase a piece of property prese:ntly owned 1:byi;the Co1:11nty of Otter·Tail, wci1thin thei1City of Daltdn, for economic development. Motion was made by Andy Lindquist, seconded by Sydney Nelson and unanimously carried, to allow the purchase of said property,consisting of l .6 acres, by the City of Dalton for a purchase price of $3,000. Tim Brand, Data Processing Manager, appeared before the Board and discussed the need for a ceritrial ,,pnocces1sing unit· upgr~de for the Prime computer,, stating if the unit is ordered and shipped prior to the end of November, the cost would be reduced. Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, to approve the lease agreement with Prime for the CPU upgrade. Olson and unani- mously carried, to schedule a hearing to be held at l :30 p.m., Thursday, November 5th, for the purpose of receiving input in the revisions of the county's Food & Beverage, Lodging, Mobile Home Park~ & Recreational Camping Areas Ordinances. Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani- mously carried, to approve a work study agreement with the Fergqs; Falls Community College and the thairman of the Board and the County Auditor authorized to execute said agreement on behalf of Otter Tail County.
