October 8, 1987
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met Thursday, October 8, 1987. Chairman Hovland called
the meeting to order at 12:47 with all members present.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to approve the minutes of the September 24th meeting
as mailed.
Charles Vansickle and Harold Baldwin of Northwestern National Life
Insurance Company appeared relative tothe proposed "Cafeteria Plan 11 ,
benefit enhancer. By general consent Larry Krohn and Mike Kirk
were instructed to prepare specifications and advertise for bids.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The County of Otter Tail enter into an agreement with Soo Line Rail-
road Company and the Commissioner of Transportation for the installa-
tion and maintenance of railroad crossing signals at the intersection
of Inman St., (CSAH 67) with the tracks of the Soo Line Railroad Company
in Henning, Minnesota, and appointing the Commissioner of Transporta-
tion agent for the County to supervise said project and administer
available Federal Funds in accordance with Minnesota Statute, Section
161 .36. The County~s share of the cost shall be O percent of the
total cost.
BE IT FURTHER RESOLVED, that the Chairman and Clerk of the Board be
and are hereby authorized to execute said agreement for and on behalf
of the County.

The Board, having previously advertised for bids to be received for
grading, aggregate base, plant-mixed bituminous base and surface, and
16911 R.C. pipe arch culvert, under S.A.P. 56-616-03, proceeded to open
bids which were found to be as follows:

After consideration, motion was made by Andy Lindquist, seconded by
Hub Nordgren and unanimously carried, to award the contract to Premier
Aggregates, Inc., Virginia, MN, in the.amount of $299,832.45, being
the 1 owest bid.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to approve two approaches to C.S.A.H. #46 in Section
22 of Eastern Township.

County Board -2 -October 8, 1987
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the proposal on S.A.P. 56-614-06, etc., permits the County
to add work to the contract, and the need to obtain erosion control
on backslopes in front of farm houses for the winter months makes it
necessary to do additional sodding,
NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AND UNDERSTOOD THAT:
1. The Contractor will do the work at the agreed unit prices.
2. The contractor will do the work at the same standards as the
contract.
3. No extra working days will be added to the contract.
4. The contractor shall not make claim of any kind or character
whatsoever, for any other cost or expense which he may incur,
or which he may hereafter incur, in performing the work and
furnishing the mater~als covered by the agreement.
5. The additional work to be perfor:lmed as listed below:
Sodding, 6,451 square yards@ 1.30 per unit $8,386.30

Upon motion made by Mel O. Olson, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The County Board does hereby go on record supporting the recommendations
of "Minnesota Good Roads" supporting legislation as follows:
l. A transfer of 20% of the Motor Vehicle Excise Ta~ in 1988.
2. An additional 10% per year until the total amount is trans-
ferred to the Highway/Transit Fund
3. Repeal of the sales tax MN/DOT and the Counties in the State
of Minnesota just pay on all of its purchases.
4. Continuation of the bridge bonding program.

Rich Serra, representing Senator Rudy Boschwitz, U.S. Senate, appeared
before the Board and presented a flag of the United States of America
that had been flown for Otter Tail County on July 30, 1987 over the
United States Capitol at the request of the Honorable Rudy Buschwitz.
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on the 8th day of October, 1987, Rich Serra, representing
the Honorable Rudy Boschwitz, United States Senator, presented a
fla~ of the United States of America to the County Board, said flag
having flown over the United States Capitol on July 30, 1987, at the
request of the Honorable Rudy Boschwitz, for Otter Tail County,
NOW, THEREFORE BE IT RESOLVED, thanks and appreciation ar,e hereby
extended to the Hanrable Rudy Boschwitz on behalf of the residents
of Otter Tail County by the Otter Tail County Board, for said flag,
BE IT_FURTHER RESOLV~D._this flag will be installed in an apprppriate
spot in the new Comm1ss1oners Room of the Otter Tail County Courthouse.

The County Board was served notice from the Personnel Committee in
compliance with the provisions of the Personnel Policy, that there
are major revisions to the county's personnel pol icy to be recommended
by the Personnel Committee.
Motion was made by Sydney Nelson to approve late payment of a solid
waste user charge by Elroy Arndt, without penalty. The motion was
seconded by Hub Nordgren but failed with Mel 0. Olson, Andy Lindquist
and Bert Hovland voting "no".
Motion was made ,by Hub Nordgren, seconded by ·Andy Lindquist and unani-
mously carried, to authorize the County Auditor to proceed with adver-
tising a vacancy·resulting in the retirmement of Betty Rovang :in the
Voter Registration-Driver Licence o~fice.
Motion was made hy Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to approve payment in the amount of $600.00 to Nidaros
Township for beaver control.
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to approve the following applications for homestead
classification and/or reduction of assessed valuation:

Upon motion made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, the following resolution was adopted: ·
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The terms of office of the Commissioners of the Otter Tail Lakes Area
Sewer District shall be four year terms, ending June 30th, alternating
each year, with the current members terms expiring as follows:

Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani-
mously carried, authorizing the Chairman of the Board to sign the
continuation agreement with the U.S. Department of Agriculture, Soil
Conservation Service, in connection with the ADS -Soil Sunvey in Otter
Tail County.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to approve payment in the amount of $450.00 to the
WesMin Resource Conservation and Development Ass'n, representing dues
for the year 1988.

County Board -4 -October 8, 1987
Upon motion made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The following are hereby appointed as members of the Wesf'/lin Resource
Conservation and DeveloP'Tlent Committee to repr~sent West Otter Tail
County and the West Otter Tail County Soil & Water Conservation Dis-
trict for the calendar year 1988.

Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani-
mously carried, to approve the county augmentation salaries for the
County Extension Directors in the amount of $809~00 for Cooper in
East Otter Tail County and $750.00 for Rose in West Otter Tail County.
Representatives from the East and West Otter Tail County Soil & Water
Conservation Districts appeared at the request of the County Board to
discuss the proposed Local Water Planning, under Chapter 110B of
Minnesota Statutes. After considerable discussion, motion was made by
Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, to
table action on said joint powers agreement in connection with the
local water planning until Thursday, October 15, 1987.
Mike Hanan, Solid Waste Officer, appeared before the Board and presented
a proposed budget for expenses for the year 1988 of approximately ·
$1,085,587.00. Hanan also discussed the recyclying requests for
proposals received, recommending a committee be appointed to review
the proposals. No official action tak~n.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mously carried, to appoint Jim Osterfeld as a member of the Solid
Waste Committee.
Dale Menze from Otto Township appeared before the Board and presented
a complaint signed byOtto Township freeholders, stating Otto Township
has neglected to keep certain town roads in passable condition.
Motion was made by Sydney Nelson, seconded by Mel O. Olson and unani-
mously carried, to accept said complaint as presented. Upon motion
made by Mel 0. Olson, seconded by Sydney Nelson and unanimously car-.
ried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the Otter Tail County Board did ont the 8th of October, 1987,
receive a complaint signed by seven freeholders in the Township of
Otto, in Otter Tail County, and
WHEREAS said complaint states the Township of Otto has neglected to
keep certain roads, described as a one-half mile road running along
the half section line of Section 31, from the middle of section 31
south to the south section line;. the one-half mile road running from
the center of section 32, one-half mile to the south section line;
a road commencing on the section line between sections 7 & 18, just
west of the Saint Lawrence Church, running south to the north line
of [.L~J2 in Section 18, and the road running east and west between
Leaf Lake and Otto Townships a d~stance of approximately two miles
commencing at the southwest corner of Section 32, Otto Township.
NOW, THEREFORE, hearing on the above complaint is scheduled for 9:30
a.m., Thursday, October 29, 1987, in the Commissioners Room of the
Otter Tail County Courthouse, Fergus Falls, MN.

Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and
carried, with Hub Nordgren and Bert Hovland abstaining, the following
resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Commissioners Bert Hovland and Hub Nordgren have been
appointed to the Labor and Employee Benefits Policy Steering Committee
and the Environmental Energy and Land Use Steering Committeesof the
National Association of Counties, respectively,
NOW, THEREFORE, BE IT RESOLVED th~ County Board of Otter Tail County
wishes to go on record commending Commissioners Nordgren and Hovland
in said appointments and support whatever activities are necessary
in carrying out their respective duties on such committees.

Larry Krohn, County Coordinator, advised the Board that Marland Hoff,
project supervisor on the justice facility construction will remain
on the job for approximately one month, and upon motion made by Mel
0. Olson, seconded by Hub Nordgren and unanimously carried, Krohn and
Hoff were authorized to expend up to $500.00 for minor items yet to
be completed or_ i nsta 11 ed n_pJ; covered through existing contracts.
Commissioner Olson, member of the budget committee, presented a detailed
report on the activities of the budget committee, and introduced the
following resolution moving for its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
There be levied upon the taxable property of Otter Tail County payable
during the year 1988, the following amounts for the several county

Upon motion made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
WHEREAS the County Board., by resolution dated the 2nd of August, 1985,
established a beaver control policy, setting forth the various re-
quirements to be met and the cost per beaver paid, and
WHEREAS, it is the desire of this board to place a moratorium for the
year 1988 on the payment for beaver control, with reinstatement when
deemed necessary,
NOW, THEREFORE, BE IT HEREBY RESOLVED, no:.payments will be made in
reimbursement toi;the townships for the taking of beavers during the
year 1988, or until reinstated.
