CALL TO ORDER ALL PRESENT MINUTES APPROVED SOLID WASTE FACILITIES TOUR INHABITABLE HOUSES SOLID WASTE CHARGE HENNING REVIVAL CENTER BEER, DANCE & SET-UP BLUE HORIZON BALLROOM FORGIVENESS OF PENALTY DENIED -ANDERSON CAFETERIA PLAN PROPOSED NEWTON TOWNSHIP ENGINEERtNG SERVICES SPEED ZONE REQUEST CSAH #9, PELICAN LAKE MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA September 17~ 1987 Pursuant to adjournment, the Board of County Commissioners met Thursday, September 17, 1987. Chairman Hovland opened the meeting at 12:32 p.m., with Commissioners Nelson, Lindquist, Hovland and Nordgren present. Commissioner Olson arrived at 12:50 p.m., fnom another meeting. Motion was made by ·Andy Lindquist, seconded by Sydney Nelson and unanimously carried, to approve the minutes of the September 10th meeting. Mike Hanan appeared before the Board and discussed the tentative tour of solid waste facilities. The Board also discusseq with Hanan the user charge imposed upon habitable houses that are unoccupied with the determination the County Assessor is to decide if the houses are inhabitable as in the past, approved by general consent. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve a· reduction in charge from $30 .00 to $15 .00 for the 1986 solid waste user charge for the Henning Revival Center in Henning, which was closed as of December, 1986, plus the penalty for late payment. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve applications of Diane Englund for license to sell non-intoxicating malt liquor, hold public dances and allow consumption and display of intoxicating liquor at the Blue Horizon Ballroom, Rush Lake Township, subject to approval by the Sheriff Department. Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani- mously carried, to deny the application of Douglas Anderson for for- giveness of penalty on late payment of tax on property in Buse Town- ship. Chuck Vansickle, along with Chrts Pederson and Ha?bld Baldwin of Northwestern National Life Insurance Company presented a new concept for medmcal, dental and child care coverage, called a benefit enhancer under a "cafeteria plan" allowing employees to set aside a certain amount monthly, non-refundable, before taxes, for the purpose of covering dental, child care costs, deductible costs in health care, etc., to be adrM ni ster'ledtby. the 1tou nty, with unused portions retained by the county. Motion was made by Mel 0. Olson, seconded by Andy Ltndquist and unanimously·carried, to refer the proposed plan to the personnel committee and the employees committee for recommendation. The matter of an unpaid bill for engineering services in Newton Town- ship was again discussed with no formal action taken. Motion was made by Bert Hovland, seconded by Sydney Nelson and unani- mously carried,. to accept a petition from persons along CSAH #9 near Pelican Lake, requesting a reduced speed zone in said area, with the petition referred to the County Engineer for a study by the state traffic engineer SUPPLEMENTAL AGREEMENT S.A.P. 56-614-06, etc. UNDERWOOD, WALKWAY ALONG CSAH #35 MARK SAND & GRAVEL CLAIM EASTERN TOWNSHIP DEMOLITION SITE ECONOMIC DEVELOPMENT BILLS PAID MINN-KOTA COMMUNICATIONS BILL PAID -DUBOIS TELECOMMUNICATIONS PARKING County Board -2 -September 17, 1987 Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, the following resolution was adopted~ RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the proposal :on S.A.P. 56-614-06, etc., permits the County to add work to the co~tract, and WHEREAS it is mutually agreed and understood that 1. The contractor will do the work at the agreed unit price. 2. The contractor wi 11 do the work at the same standards as the contract. 3. No extra working days will be added to the contract. 4. The contractor shall not make c.1 aim of any kind or character whatsoever, for any other cost or expense which he may incur, or which he may hereafter incur, in performing the work and furni shi rm the materials covered by the agreement, NOW, THEREFORE, BE IT HEREBY APPROVED, the following work is added .to said cqntractt: Scraper and dozer work $7,605.00 BE:H FURTHER RESOLVED, the Chairman of the Board is hereby authorized and directed to execute said suppl ementa 1 agreement on beha 1f of Otter Tail County. Adopted at Fergus Falls, MN this 17th day of September, 1987. A request from the ~nderwood Civic Group for a walk-way on a stretch aloh~jc[CSAH #35 between the UnderMart at highway #210 to the Manor Rest Home was presented to the Board with no action taken. The matter of the claim on.Mark Sand & Gravel for liquidated damages was again discussed with no action taken. Motion was made by Hub Nordgren, seconded by Mel 0,. 01 son and u nani - mously carried, to accept a letter from the Clerk of Eastern Townshi,p, calling for a demolition site in Parkers Prairie, and the County Auditor was instructed to file same. No further action taken. Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to send a letter of appreciation to the tity of Fergus Falls in response to. a letter from s:atd ~tty relative to action taken by the Economic Development Committee and success received in the form of grants for projects in Peliican Rapids and Fergus Falls. Joe Peloquin ~ppeared at the request of the Board relative to bills received on radio equipment in connection with the new jail facility, after which motion was made by Mel 0. Olson, seconded by Hub Nor~gren and unanimously carried, to approve payment in the amount of $7,844.59 to Minn-Kota Communications. Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani- mously carried, to approve payment in the amount of $11,540.62 to DuBois & Associates for the telecommunications study recently·com- pl eted. Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unani- mously carried, to dedicate the 15 spaces in the parking lot just east of the courthouse for law enforcement vehicles, with a review of the plan 60 days after the utilization of the parking lot west across Court Street, with a new vehicle sticker system to be implemented for county employees. REPURCHASE WM. MUEL:LER BILLS APPROVED County Board -3 -September 17, 1987 Upon motion made by Sydney Nelson, seconded by Mel 0. Olson and unani- mously carrted, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Wm. H. Mueller, successor in interest on the following described properties: Lots 1, 2, 3 & S½NW¼, Section 1-137~37 . NE¼SE¼, Section 2-137-37 S½NE¼, Section 1-137-37 has made application to repurchase said properties having forfetted to the State of Minnesota for non~payment of taxes in the total amount $6,958.55, including interest, costs and penalties, NOW, THEREFORE, BE IT RESOLVED, repurchase is hereby approved to be in t~e best public interest and relieve undue hardship, BE IT FURTHER RESOLVED, repurchase ts approved contingent upon culmination of execution of applications and payment of delinquent taxes, plus interest to date of execution, be within 90 days.
