September l O, 1987
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County MHrnesota met Thursday, September 10, 1987. Chairman
Hovland called the meeting to order at 9:33 a.m. with all members
present.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
mously carried, to approve the minutes of the September 3rd meeting
as mailed.
Mark Bowers and Ken Becker, Otter Tail County Agricultural Inspectors
appeared before the Board relative to increased time and responsibili-
ties by the agricultural inspectors, requesting increase in salary
and budget for the year 1988. Motion was made by Mel 0. Olson,
seconded by Hub Nordgren and unanimously carried, to refer the request
to the budget committee.
Jane Baumgartner, Secretary Veterans Service Office, returned at the
request of the County Board, with documentation for time spent in
performing the duties of assistant veterans affairs officer and a
request for 216 hours comp time. After consideration, motion was
made by Sydney Nelson, seconded by Andy Lindquist and unanimously
carried, to grant 200 hours comp time to Baumgartner, to be used
within one year.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to grant $500.00 special aid to Newton Township for
a road project on Ftnn Creek.
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani~
mously carried, to contact Dick Wetzel, of the United State Department
of Agriculture, relative to animal damage control, and the possibility
of obtaining assistance in beaver control.
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to accept the recommendation of Hart & Associates,
and remain with the AT & T long-distance service.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to grant special aid to Gorman Township in the amount
of $500.00 for blacktopping a township road in Gorman.
Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani-
mously carried, to approve the following applications for homestead
classification and/or reduction of assessed valuation:
David Sleeper Dora Township Assessed for wrong footage
Glen Thomas Vining No longer owns station
Thomas Lake Dane Prairie Mobile home overvalued
Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
mously carried, to table action on payment of a bill presented by
DuBois for professional services in connection with the telecommunica-
tions report in the amount of $11,540.62.
Motion was made by Mel O. 01 son, seconded by Hub Nordgren and unani-
mously carried, to table a bill from Minn-Kota Communications, Inc.,
Wahpeton, ND in the amount of $7,844.59 radios for the jailers and
dispatch, for more information.
Rodney Flatau of the East Otter Tail County Soil & Water Conservation
District appeared before the Board and presented the budget for year
1988, requesting $31,500.00 appropriation from Otter Tail County,
which will be presented to the budget committee for recommendation.

A letter from Richard J. McCarthy of Kletn McCarthy & Co., relative
to quaTity· control problems associated with the Detention Equipment
materials and installation was discussed by the Boand, with a motion
made by Mel 0. Olson, seconded by Hub Nordgren and unanimously carried,
to refer said letter and recommendation to Construction-Analysis-
Ma nagement.
The matter of a problem wtth abandoned motor vehtcles was brought be-
fore the Board, with Andy Lindquist moving, seconded by Mel 0. Olson
and unanimously carried, to instruct the county attorney draft a
policy for implementation to solve the problem of abandoned motor
vehicles.
Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani-
~ously carried, to establish~ handicapped parking spot at the ·
government services building in the City of Perham.
Quotations received for the purchase of 45 additional canisters were
opened and found to be as follows:

The quotations were turned over to Mike Hanan with no official
acceptance.
The matter of charge for disposal of mattresses at the transfer
stations and landfills was brought before the board, with a request
for reduction. After consideration, motion was made by Mel 0. Olson,
seconded by Andy Lindquist and carnied; Nelson,.voting!llno!'J to reduce the
charge for mattress disposal from $4.00 to $2.00.
Don Gladsen, President of Otter Tail Country Tourism, appeared before
the Board and reported on the activity of the association, requesting
. a $2,000 appropriation by the county.
Gary Nelson, County Sheriff, appeared before the Board relative to
parking for the law enforcement vehicles. No official action taken.
MoUon was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to adopt the Aids Education for-County Employees
Pol icy and Procedure, as presented by Diane Thorson and Phyllis
Knutson of the Department of Public Health, callinf for mandatory
training regarding AIDS, to be conducted by the Public Health Depart-
ment during employee work hours.
A request from Orwell Township for special aid was presented by
Dennis Berend for majbr ~rainage structure, which was tabled upon
motion made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried~ for additional information.

Moore, Girard Township, to operate a commercial wiring and rewiring
business out of his home on Sanda's Beach. The motion was seconded
by Andy Lindquist but failed with Hub Nordgren voting "}le~•:, 1J\ridy
Lindquist, Melo-. Olson and Sydney Nelson voting 11 no 11 • Motion
failed. Motion was then made by Sydney Nelson, seconded by Mer·,o.
Olson and unanimously carried, to table action on said application
until acted upon by the Girard Town Board.
Upon motion made by Bert Hovland, seconded by Hub Norqgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
-WHEREAS application has been made by Ben Ackerson for a confinement
swine operation in Section 33~138-42 {_Lake Eunice Township in Becker
County) , and
WHEREAS, sUch operation would adversely affect the residents and
lake property owners in Dunn Township in Otter Tail, both air pollu-
tion and reduction of valuation,
NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail County
does hereby go on recond opposing such operation on behalf of all
the residents on Pelican Lake, to grant such would hot be in the best
public interest.
Adopted at Fergus Falls, MN this 10th day of September, 1987.
At 1:55 p.m., Chairman Hovland closed the meeting to the public for
discussion with the County Attorney regarding AFSCME labor negotia-
tions.
