EXTENSION ALMAR ACRES DEDICATED ROAD COUNTY BOARD ROOM FORMER COURT ROOM A TELECOMMUNICATION SYSTEM REPORT CARR APPROACH TO CSAH #55 MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA August 20, 1987 Pursuant to adjournment, the Board of County Commissioners of Otter T~il County met Thursday, August 20, 1987. Chairman Hovland opened the meeting at 12:55 p.m. with all members present. Motion was made by Mel 0. Olson, seconded by Hub Nordgren and unani- mously carried, to approve the minutes of the August 13th meeting as mailed. Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani•- mously carried, to approve the following applications for homestead classification and/or reduction of assessed value: Schult Homes Corp. Buse Township Mobile home overvalued Kevin Berger Everts Township Building overvalued Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and unani- mously carried, the following bill was approved: Warren Smith Art & Stained Glass, Golden Valley, MN $4,786.00 Motion was made by Hub Nordgren, seconded by Mel 0. Olson and unani- mously carried, to approve payment to Deer Creek Township, in the amount of $2,471.87, representing one-half the cost of installation of a major drainage structure located between Sections 24 & 13, Deer Creek Township. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to request a one month extension from Blue Cross-Blue Shield on the hospitalization coverage, to allow time to repair bid specifications and receive same for the county's group health insurance contract. Clen Hendrickson, surveyor, appeared before the Board relative to the dedicated road. on the proposed plat of Almar Acres. Hendrickson was instructed to contact the township on said road. Larry Krohn discussed with the Board the proposed use of the space being vacated by the court system when the court administrator and staff move into the new justice facility. Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, to before any other requests are considered, to dedicate the former Court Room A as the Board Room for the County Commissioners. Dr. John DuBois and Jack Hart, Telecommunications Consultants, appeared before the Board and presented the report regardifig, the:',radio and tele- phone communications systems evaluation with remedial recommendations and action plan. The report indicated a $320,210 cost over a three year period for upgrading of the public safety radio communication system, with a cost of $154,000 for upgrading the telephone system. Chairman Hovland expressed appreciation to DuBois and Hart for their presentation, with no action taken. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to authorize a second approach for Ted Carr for access to CSAH #55 across from the town hall in Otter Tail Township, for safety reasons. BEARDSMORE PROPOSAL SOLID WASTE COMMITTEE APPOINTEES HENNING LANDFILL SITE PURCHASE PARKERS PRAIRIE LAND~ FILL SITE ASSISTANT VETERANS AFFAIRS OFFICER County Board -2 -August 20, 1987 John Beardsmore, solid waste hauler, appeared before the board and requested the county board consider an amendment to the proposed cen- tralized container system, with an offer to the board for servicing the canisters in his area at $4.00, rather than the $4.50, for a one year period, requesting permission to purchase the containers in his district and charge a $2.00 per space container fee. His proposal was for a three year contract from the county with an annual review right and an escape clause g~~nting the county the right to purchase the containers owned by Beardsmore in his respective area, and negotiate at a given time a reduction of the cost if it is proven the bids or costs of tipping should be reduced. The proposal was discussed with no formali action taken. The matter of appointments to the solid waste committee was brought up for final action, with Chairman Hovland appointing the following persons to the solid waste committee: District #1 Dean Simpson and Ray Ziegler District #2 Marianne Devine and Cecil Femling District #3 Bert Olson District #4 Dr. Geo. Palmer and District #5 Vince Robertson and East Otter Tail Township Officers West Otter Tail Township Officers Lyle Rosenow Donald Ryan Joe Fehrenback Calvin Johansen Upon motion made by Mel 0. Olson, seconded by Sydney Nelson and unani- mously carried, the following resolution.was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County WHEREAS, a transfer station has been constructed by the County of Otter Tail <!.in,·prbper,ty ownedi'by the :Cit,¥ of Henning located in the Township of Henning, for the purpose of collection of solid waste, and WHEREAS the City of Henning desires to transfer ownership of the site said transfer station is located on, NOW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail pur- chase the Henning Landfill Site, and BE IT FURTHER RESOLVED, the County Attorney is hereby authorized and directed to prepare a purchase agreement for said transfer.••i' Dated at Fergus Falls, MN this 20th day of August, 1987. Representatives o~ the C~tt of Pankets Prairie appear~d before the Board requesting that the County purchase the Parkers Prairie Land- fill site consisting of 18 acres ind f~ur test wells, at a total cost of $1 .00. After considerable discussion, motion was made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, to make application to the Minnesota Pollution Control Agency to permit the Parkers Prairie Landfill site for demolition debris and canister location at the 22 acre site in the City of Parkers Prairie, ownership to remain with the Ci{y of Parker~ Prairie, with Otter Tail County being the operator. Brad Bice, Veterans Affairs Officer, appeared before the Board and stated the·~creening process narrowed the candidates for Assistant Veterans Affairs Officer to two gentlemen, Chester Toso and Ralph Mayer, recommending the appointment of Chester Toso, after which motion was made by Andy Lindquist, seconded by Mel O. Olson and unani- mously carried, to appoint Chester Toso, as Assistant Veterans Affairs Officer, with a probationary period as prescribed in Minnesota Statutes.
