ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OITER TAIL COUNTY MINNEsarA July lfr, 1987 / Pursuant to adjourrrnent, the Board of County Ccmnissioners of Otter Tail County net Thursday, July 16, 1987. Vice Chairman Andy Lind- quist opened the meeting at 12 :50 p.rn., with Nelson, Lindquist, Nordgren present, Bert Hovland absent. Olson arrived shortly after opening. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve the minutes of the July 9th neeting as mailed. The matter of local water planning as proposed by the International Coalition, was brought before the Board for final action. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unanirrously carried, to not participate in any local water planning through the International Coalition at this tilre. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve an abatement on the Olga Nordberg' s proper-·· ty, now owned by the City of Henning, in Henning City, for a reduc- tion and correction of the 1984 tax as shown in the tax book. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve a preliminary plat of Vic's Beach, to be located in Section 13, Star Lake Ta.mship. Olson, seconded by Sydney Nelson and unani- mously carried, to approve a one day beer license for the Fergus Falls Fish and Game Club, at the West otter Tail County Fair Grounds on August 8, 1987, at no fee. Motion was made by Sydney Nelson, seconded by Mel O. Olson and unani- mously carried, to approve payment in the amount of$ 7,425.77 to Reike Carroll Muller Associates, Inc. , to cover engineering costs on the hydrogeolical study at the Northeast otter Tail and the Battle Lake landfill sites. Upon motion made by Sydney ~lson, seconded by Mel O. Olson and unani- mously carried, the foll~g resolution was adopted: WHEREAS, a presentation was made by Mike CUrrmings on a proposed "Old West Town" involving entertairnnent, classes, in the pranotion of tourism to otter Tail County and Minnesota, and WHEREAS, application has been made by said Mike CUrrmings for grant funds through the Department of Energy and Econanic Development, and WHEREAS said application has been reviewed by the otter Tail County Econanic Developnent Camni ttee, with approval having been given, NCW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve said grant application to rreet ,)the goals of the OEDP in tenns of job creation and enhancing tourism. Adopted at Fergus Falls, MN this 16th day of July, 1987. Tim Brand, Data Processing Manager, appeared before the Board requesting additional staff to assist in the preparation of the necessary programs for tax calculation and changes resulting fran recent legislative action, for tax year 1989 • Motion was made by Mel O. Olson, seconded by Hub Nordgren and unanimously carried, to authorize-the hiring of an additional programmer to assist in the writing of the new tax program, for a perioo. of approximately an eighteen month duration. Mr. Brand also discussed the seventeen terminals damaged in a recent electrical stonn, stating the cost of purchase vs repairs. No fonnal action taken. County Engineer Dennis Berend appeared before the Board and presented the following quotations for seven radios, six to be installed in the highway department vehicllies with one for use by the sheriff's depart- rrent: Minn-Kota Comnunications, Inc. , Wahpeton, ND $4 , 366. 00 Brandon Carmunications, Brandon, MN 4,516.00 Motion was made by Sydney Nelson, seconded by Melo. Olson voting "no", to vote•'"no" "to the pro_posed state- to-county jurisdli;ction changes in the county. Motion was made by Hub Nordgren, seconded by Mel o. Olson and unani- mously carried, to approve the proposed cotmty-to-ta.mship jurisdiction changes in the county. Motion was made by Mel Olson to not approve the proposed township-to- county jurisdiction changes · in the county. The motion failed for want of a second. Motion was then made by Hub Nordgren, seconded by Sydney Nelson and carried with Melo. Olson voting "no", to approve the proposed township-to-cotmty jurisdiction changes. Upon motion made by Hub Nordgren, seoonded by Sydney Nelson and unani- mously carried, to approve the application of Donovan & Susan Ellwanger for license to sell beer at the American Heritage Hlll'lting Club, Inc., in Eastern 'Ibwnship, previous approval having been given by the Eastern TCMn Board and the County Sheriff. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve increasing expenditures for furnishings for the judges chambers in the new justice facilicy, not to exceed $13,000. Mike Hanan, Solid Waste Director, appeared ~ore the Board along with Jack Fredericks of the Minnesota Pollutior/eontrol Agency, relative I to the landfill in the City of Parkers Prairie. Fredericks stressed the instructions of the MPCA to remove t,he pesticide containers, clean up slope, close off and secure sj.'te. Motion was made by Mel o. Olson, seconded by Sydney Nelson, and carried upon roll call vote with Olson, · Nelson and Lindquist voting "yes" , Hub Nordgren voting "no", to return the bill in the amount of $1,240 fran Karnphake & Sons for covering said landfill, to the City of Parkers Prairie. The matter of the public access on the west side of C.S.A.H. #3, on the north side of the Otter Tail River at Schmidt's bridge was dis- cussed, with motion made by Mel O. Olson, seconded by Sydney Nelson and unanirrously carried, to place the proper signs at said access.
