PARKERS PRAIRIE IAND- FILL MINUTES OF.THE ADJOURNED MEEI'ING OF THE BOARD OF CaJNTY CCMITSSIONERS OITER TAIL COUNTY MINNESorA July'9, 1987 I Pursuant to adjournment, the Board of County Canmissioners of otter Tail County Minnesota met Thursday, July 9, 1987, with Canmissioners Hovland, Nordgren, Nelson and Lindquist present, Mel O. Olson absent. Chainnan Hovland opened the meeting at 9 :40 a.m .• Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve the minutes of the July 2, 1987meeting as mailed. Gale Miller and Jim Perrin fran Pelican Rapids appeared before the Board and discussed recyclying project, stating an application will be made to the State of Minnesota, and requested a· letter of introduction fran the County stating the County and these two individuals are working towards the recycling of materials •. , After considerable discussion, motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, the County Attorney was instructed to draft such a letter of iritroduction,.with no obligation on the part of the County t<Dretain said individuals. to perform any specific task in the recy- cling project. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, authorizing County Engineer D:mnis Berend to proceed with the corrputerized state aid program with the State of Minnesota, at a cost of $2,658.00 on the party of the county for the purchase of the necessary equi:pnent and software. Engineer Berend .\ also discussed with the Board the purchase of six additional radios at a total cost of $3,789.60. It was requested a delay of a couple weeks to check with Larry Krohn and Joe Pelcquin on the progress of the ccmnunicationssurvey being done. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve a contract with Reike Carroll Muller Asso- ciates, Inc., for conducting a Field Data Evaluation and Water Quality Monitoring plan in connection with '!win City Testing Corporation of Fargo, for hydrogeologic investigation at the NE otter Tail County Landfill, cost of the '!win City Testing to be approximately $19,000 with RCM cost of $13,300, including labor costs and expenses. Motion was made by Hub Nordgren to ·approve payment in the amount of $1,240.00 for work peroormed at the Parkers Prairie Landfill by Kanphake & Sons Construction. The motion was seconded by Sydney G. Nelson but withdrawn prior to vote. JAIL FACILITY Virgil Florhaug of C""-A-M appeared before the Board and reported inmate OPEN HOUSE & OCCUPANCY movin<!J into the new jail facility will take place the week of August 10th, with open houses scheduled during the week of August 3rd. LAWRENCE CHURCH OPEN MEETING LAW OOI'ICES ADJOURNMENT ' County Board -3 -July 9, 1987 Dean Bomud, Minneapolis, MN, appeared before the Board relative to his denial by the Planning Conmission of his conditional use pennit to fill a duck hunting pass that has eroded on property in Western Township due to high water -and ice. After consideration, motion was made by Andy Lindquist, seconded by Hub Nordgren and unanimously car- ried, to uphold" the decision of the Planning Camnission and deny said request. The matter of legislative changes in the open meeting law were cal1ed to the attention of the County Board by County Attorney Mike Kirk.
