BOARD OF COONTY COMMISSIONERS
June 25, 1987
Pursuant to adjournment, the Board of Carmissioners of otter Tail
County Minnesota met Thursday, June 25, 1987. Chairrra.n Hovland
opened the meeting at 9:32 a.m. with all members present.
Minutes of the June 18th meeting were approved upon notion made by
Sydriey Nelson, seconded by Mel O. Olson and unani.rrously carried.
Motion was made by Hub Nordgren, seconded by Mel O. Olson . and unani-
mously carried, to award the contracts for the bids accepted on June
11th fran the garbage haulers for a three year period.
Pat Conroy, of the West Central I Minnesota Initiative Fund, appeared
before the Board and reported on the fund,':s activities, stating of
the 24 grants authorized, seven were in otter Tail County, and of the
11 loans authorized, one was in otter Tail County. Conroy also in-
fonned the Board $500,000 has been appropriated by the Rural Developnent
Act for ag related projects, with a National Non-Profit Loan and Grant
program also, to be administered by the Fann & Hane Administration.
Paul Buendiger appeared before the Board requesting forgiveness of
penalty for late payment of tax in otto Township and the City of
Perham, stating he had received one of three tax stubs returned for
penalty which he paid, and was told the other tv.o would not have the
penalty imposed, only to be infonned later the penalty was. 1.also due
on the other two parcels. , : After consideration, notion was made by
Sydney Nelson, seconded by Hub Nordgren and unani.rrously carried, to
grant forgiveness of penalty.
Larry Krohn, County Coordinator, discussed the C£ne G3.ustad grievance
with the counb.J board with no action taken.
The Jeff Kerr grievance was,1.also considered, with motion rrade by Hub
Nordgren, seconded by Mel O. Olson and unanirrously carried, to approve
a retroactive salary as of March 1, 1987, under the salary range 3,
step 4, of $1,055.00 per month.
Upon motion made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to approve the following applications for license:

County Board -2 -June 25, 1987
Motion was made by.Melo. Olson, seconded by Andy Lindquist and unani-
mously carried, to make a:request to the Minnesota Charitable Gambling
Control Board, for waiver of the thirty day waiting period of a lawful
gambling exemption, for the Sacred Heart Church of Dent, Edna Township,
for their surrmer bai2lZa.i1r.
Upon rrotion made by Sydney Nelson, seconded by Andy Lindquist and
unanimously carried, the follc::Ming resolution was adopted:
RESOLVED by the Board of County Ccrnrni.ssioners of otter Tail County
Minnesota, that
WHEREAS on October 10, 1985, the County Board accepted the bids <!ii6,,
Spancrete Midwest Co., foo. precast concrete and from Mid-central
Steel Erectors, Inc. , for structural steel erection, and
WHEREAS, certificates of substantial canpletion have been prepared by
Klein McCarthy & Co., Ltd. on said projects,
Na-J, THEREFORE, BE IT RESOLVED, the County Board does hereby approve
the afeurementioned Certificates of Substantial Canpletion, and
BE IT FURTHER RESOLVED, the Chainnan of the Boatfd is authorized to
execute said certificates on behalf of otter Tail County.

Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve payment in the amount of $724.65 to All
Building Corporation for installation of bollards in the south alley.
Mike Hanan, Solid Waste Director, appeared before the Board relative
to canister sites fand other solid waste matters. The County Board
is to view the various canister sites and disposal locations on Wed-
nesday, July 1st, corrmencing at 8:30 a.m ••
With no further business, at 12:52 p.m., Chairman Hovland declared the
meeting adjourned until the affternoon of ,Thurlsday,· July 2, 1987.
