Chairman Hovland opened the rreeting at 9:45 a.rn., with all rnenbers present. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- rrously carried, to approve the minutes of the June 4th meeting, as mailed. Tillable acres overvalued Dennis Jordon, Dent, MN, requested forgiveness of penalty on a late. payment of tax, stating said payment had been mafled in a postal . pick-up station on the 15th of May, but not postmarked until May 16th. Motion was made by Mel o. Olson, seconded by Andy Lindquist and unanirrously carried, to deny forgiveness of penalty. Leona Porter, Deer Creek, requested forgiveness of penalty on a d.1ate payment of tax, where the payment for sane was made through a bank rroney order dated May 15th, with mailing taken .place in Deer Creek, sho.ving the .postmark of May 16th. Motion was made by Andy Lindquist, seconded by Mel O. Olson and carried, with Hub Nordgren voting "no", to deny forgiveness of penalty. Brad Bice, Veterans Affairs Officer, appeared before the Board with additional information on his request to. purchase a new copy machine for the Veterans Affairs Office. He was advised to include same in his budget for the year 1988, with purchase at that time. RESOLUTION U.S.FISH & WIIDLIFE GAMBLING LICENSE M.S. SOCIEI'Y -PERRY'S SQJARE FORGIVENESS OF PENALTY DENIED -GANGL BEER, WINE, LIQUOR LICENSES County Board -2 -June 11, 1987 Upon notion made by Andy Lindquist, seconded by Melo. Olson and unanirrously carried, the following resolution was adopted: RESOLVED by the Board of County Canmissioners of otter Tail County Minnesota, that WHEREAS in accordance with a Procedural Agreerrent between the Minnesota Department of Natural Resources and the u. s. Fish and Wildlife Ser- vice, dated May 23, 1962., certification by the County Board of Com- missioners for acquisition of lands by the U. s. Fish and Wildlife Ser- vice is requested, and WHEREAS representatives of the u. s. Fish and Wildlife Service have met with the County Board on June 11, 1987 and infonned said Board that waterfowl easements had been secured fran: Mr. and Mrs. David S. I.eabo on the NW¼SE¼ of Section 1-132-43, and Mr. and Mrs. Walter W. Schulz, on the E½SW¼, E½NW¼ffi¾ of Section 11-133-43 NCW, THEREFORE BE IT RESOLVED, the County Board does:hereby approve the aforementioned waterfowl easements by the U.S. Fish and Wildlife Service. Adopted at Fergus Falls, MN this 11th day of June, 1987. A gambling license application from the National M. S. Society, North Star Chapter, for a gambling operation at Perry's Square, in Dora Township, was presented to the Board, with no opposition voiced. A request from Gloria .. & F.dmund Gangl was presented to the Board, asking for forgiveness of penalty on late payment of tax, where the cottage on the property was burned in January of 1986, after the January 2nd assessrrent date, and a misunderstanding of the tax owing. Motion was made by Mel O. No action taken. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to add aggregate base surfacing of the road servicing the Henning transfer station to the county's contract with Mark Sand & Gravel, S.A.P. 56-602-02, as a supplemental contract. Motion was made by Sydney Nelson, seconded by Mel O. Olson and unani- mously carried, authorizing the County Engineer to purchase a micro film printer, at a cost of $11,950.00 for use in the Highway Department. Motion was made by Andy Lindquist, seconded by Melo. Olson and unani- mously carried, authorizing Engineer Berend to advertise for a replace- ment for a retired employee in the highway department. Motion was made, ,by Andy Ll.ndquist, seconded by Sydney Nelson and unani- rrously carried, to authorize the purchase and payment of a "Bush Hog" mower, upon satisfactory deli very, fran Interstate, Inc. , Fergus Falls, at a cost of $4,180.00 Engineer Berend reported a culvert has been put in place in Western Township, at a total cost of $1,957.21, whereupon motion was made by Andy Ll.ndquist, seconded by Hub Nordgren and unanimously carried, to reimburse Western Township one-half the cost, or $978.61. Engineer Berend also reported on a request for "NO PARKING'J signs on the county road by Marion Lake. Motion was made by Sydney Nelson, seconded by Melo. Olson and unanimously carried, to place said "no parking11 ·signs. Olson, seconded by Andy Lindquist and car- ried, with Bert Hovland voting "no", to approve the application of William Eggerrront, dba Bill's Lake Service, Pelican Rapids, MN, for solid waste collection and transportation license. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to accept quotations as received Jtme 5th, fior the dumping of.the canisters, for a three year period: Prairie Drey Rick Cxienbrett Deer Creek canisters Bluffton canisters $2.50 per cu.yd. 1.98 per cu. yd. The Board discussed with Mike Hanan, Solid Waste Director, the possi- bility of limiting the number of solid waste haulers to be licensed. in the County. No official action taken. Alan Krueger of the Perham Athletic Association, Perham, MN, appeared before the Board, relative to an application being sul:mitted to the Charitable Gambling Control Board for a pe:rmit at the Lanters, in Rush Lake 'Ibwnship. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unanirrously carried, to reg:uest the ('.,ambling Control Board waive the thiry day waiting period. Upon motion made by Mel o. Sheriff Nelson also reg:uested that two jailer/dispatchers be trans- ferred to law enforcerrent officials on the road, which was approved upon motion made by Mel O. Olson, seconded by Hub Nordgren and unani- mously carried, on the condition Sheriff Nelson return to the Board for replacements when the next two deputies retire. Sheriff Nelson reg:uested pennission to train two extra individuals for the jailer/dispatcher position, should those hired not accept the posi- tion, with no obligation on the part of the county as to probability of hiring. No objection voiced by the Board. At 3:30 p.m., with no further business, Chainnan Hovland declared the meeting adjourned until the afternoon of June 18, 1987.
