Chairman Hovland called the meeting to order at 12:57 p.m., with all members present. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve the minutes of the May 28th ireeting. Upon motion made by Pert Hovland, seconded by :Andy Lindquist and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Corrnnissioners of otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Min- nesota Deparbnent of Natural Resources and the U. s. Fish and Wild- life Service, dated May 23, 1962, certification by the County Board of Crnmissioners for acquisition of lands by the u. s. Fish and Wild- life Service is requested, and WHEREAS, representatives of the u. s. Fish and Wildlife Service met with the Board of Crnmissioners of Otter Tail County, on June 4, 1987, and informed said Board that waterfowl easerrents had been secured from the following persons: Mr. and Mrs. Ralph H. Hoadley, N½SE¼, SE¼NE¼, Section 27-137-43 Mr. and Mrs. Jess L. Perala, S½NE¼, Section 5-137-43 Mr. and Mrs. Garnets. Evenson,. et al, NE¼, E½SE¼NW'¼, NE¼SW¼, Section 7-137-43 Mr. and Mrs. Eugene Harthun, SE¼NW'¼, Lot 2, Section 28-135-41., NCW, THEREFORE, BE IT RESOLVED, the County Board hereby approves the aforementioned waterfowl easement aa:ruisitions by the U.S. Fish and Wildlife Service. Motion was made by·Hub Nordgren, seconded by Andy.Lindquist and unani- mously carried, to approve payment without penalty from John B. Frederick on property in Edna Township, due to mutilation~i,.1 by the postal deparbnent and not being delivered to the treasurer on time. Olson, seconded by Andy Lindquist and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide l_oans to property owners for the purpose of housing rehabilitation; and WHEREAS, the Fergus Falls Housing and Redeveloprrent Authority has de- veloped an application as an Administering Entity forthe Minnesota Housing Finance Agency Rehabilitation IDan Program; and WHEREAS, the Fergus Falls Housing and Redeveloprrent Authority has demon- strated the ability to .perfonn the required activities of the :Minnesota Housing Finance Agency Rehabilitation I.Dan Program; NOW, THEREFORE, BE IT RESOLVED, that the. Fergus Falls Housing and Re- de'\:elopment Authority is hereby authorized to make application to· the Minnesota Housing Finance Agency for_a grant of funds pursuant to the Rehabilitation I.Dan Program; BE IT FURTHER RESOLVED, that the Fergus Fq.lls Housing and Redevelopment Authority is hereby authorized as an entity to be charged with the administration of funds made available through the Minnesota Finance Agency Rehabilitation lDan Program, in the County of Otter Tail. Olson and unani- mously carried, to issue a warrant in the amount of $7,490.00 to Fergus Motors, Inc. , Fergus Falls, MN, for the purchase of one Plymouth Horizon for use by the Assessor's office. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to appoint Berton Hovland as Otter Tail County delegate to the National Association of Counties Convention to be held in Indian- apolis, IN fran July 11th through the 14th, and authorize any other camnissioner to attend if possible, with all expenses incurred to be paid by the county. Fergus Falls, has a conference table, plus chairs and other miscellaneous items for sale, original cost $5,600 offered to the County for $1,000. Motion was made by Mel O. Olson, seconded by Hub Nordgren and unanimously carried, to instruct Iarry Krohn to see if otter Tail County has use for such items for possible purchase. Olson and unani- mously carried, to place the name of Berton Hovland in nanination to the Agricultural and Rural Affairs Steering Canmittee of the National Association of Counties, with all expenses incurred if nominated to be born by otter Tail County • Chairrran Hovland reported·to the Board on his visit to a recycling center in <l:Jiay County with the irrpact on the refuse problems, also stating moneys are available through grant funds for recycling programs. No formal action taken. · Mike Hanan, Solid Waste Officer, and Wayne Stein, Acoountant-Deputy Auditor, appeared before the Board and reported on the findings of the records of the Northeast otter Tail County Landfill as of October 7, 1986 when the County fonnally took over said landfill. Motion was made by Hub Nordgren, seconded by Mel O. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unanirrously carried, to approve payment in the anount of $4,800 to Central Millwrights, Inc. , Rothsay, MN, for a platfonn scale for use at the NE Otter Tail Landfill.
