Chainnan Hovland called the meeting to order at 9: 32 a .m. , with all rrembers present. Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani- rrously carried, to approve the minutes of the May 21st meeting.as · mailed. Milton Baglien, representing the American legion and the Pebble Lake Golf Ass'n, appeared before the Board relative to on-sale liquor licenses at the American Legion Adarnson-Nonnan Post #30, and the Pebble Lake Golf Club, in Buse Township. Motion was made by Mel O. Olson, secxmded by Hub Nordgren and mianirrously carried, to approve the applications for liquor licenses at the American Legion Post and the G:>lf Club, with a refund of that portion of the unused portion at such ti.rte the properties are annexed to the City of Fergus Falls. VEI'ERANS AFFAIRS OFFICER Motion was made by Sydney Nelson, seconded by Melo. Olson and unani- mously carried, to allow John Halvorson to replace Camri.ssioner Bert Hovland on the screening carmittee for the Assistant Veterans Affairs Officer. COUNTY ATTORNEY -COURT ADMINISTRATOR OFFICE FURNISHINGS RESOllJTION -PARKERS PRAIRIE HOSPITAL DIST. ABATEMENTS GAMBLING PERMITS Kenyon Rudd, Court Administrator, appeared before the Board, requesting the furnishings in the County Attorney's Office, remain in said office for use by the Court Administrator in the rroving of the offices into the new justice facility, with new furnishings being purchased for the County Attorney's office. Ai::tequest was,.rnade to obtain;_1.qu0tra.tions on the, I.cost of new furnishings for the county attorney's office. Upon rrotion made by Hub Nordgren, seconded.by Sydney Nelson and unani- rrously carried, the following resolution was adopted: RESOLVED by the Board of County Corrmissioners of otter Tail County Minnesota, that WHEREAS, Minn. Stat. Section 447.31 to 447.37 authorizes the creation of a hospital district canprising the territory of four or rrore desig- nated Cities or Townships for the purpose of the acquisition, bettennent, operation, maintenance and administration of a hospital; and WHEREAS, the Tarmships of Effington and Woodside have voted in favor of joining and forming a hospital district and are presently continguous at one or rrore points to the property of one or rrore of the Cities or Townships included in said proposed district, NOW, THEREFORE, BE IT RESOLVED, the otter Tail County Board does hereby approve such inclusion in the Parkers Prairie Hospital District. Olson and unani- m:msly carried, to approve payrrent ofi the following bills involving derrolition of hazardous 'buildings located on tax-forfeited lands; payable out of the County Revenue Fund. City of Fergus Falls Jim Ahlfs Const, ottertail $2,589.34 12,000.00 A claim from Mark Sand & Gravel, Fergus Falls, MN for damages in connection with S.A.P. 56-635-10 was discussed with County Engineer Dennis Berend. No action taken. Ivbtion was made by Andy Lindquist, seconded by ~l O. Olson and unani- mously carried, to add the sand sea:Hing of, ithe courthouse: parking lots to the bituminous surfacing 1987 contract. Mike Hanan, Solid Waste Officer, appeared before the Board relative to the proposed sale of the county owned cannisters,· and the servicing and hauling of garbage for the county. No official action taken. Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani- mously carried, to appoint Sydney Nelson and A. Huber_t Nordgren, to represent otter Tail County on the annexation proceedings with the Minnesota State Municipal Board involving the City of Fergus Falls. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mousiy carried, to appoint Dennis Stock for nanination to the Mustinka- Rabbit-Bobc de Sioux River Watershed District to represent that portion of otter Tail County involved in said watershed district. VERNDAIE FIRE DEPAR'IMENT A request frc:nF.the Verndale Volunteer Fire Deparbnent for <t:ontributions for the local share of grant applications for the purdlase of a hy- draulic vehicle extrication tool was received. No action taken. INSURANCE 'IRUST REFUND TAX-FORFEITED LAND SALE A letter from Bert Hovland, Chainnan of the Minnesota Counties Insurance Trust, was read to the Board, indicating the County is to receive a refund in the amount of $69,949.92 in connection with the county's participation in the worker's carpensation program. The County Auditor was instructed to write to the AMC Insurance Trust Division to express gratitude for their efforts in efficiency in acccmplishing, : the return of premiums. Upon motion made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Camnissioners of Otter Tail County Minnesota, that pursuant to Minn. Stat. 282. it is hereby resolved the sale of otter Tail County tax forfeited land shall be set for 9:30 a.m., Wednesday, July 8, 1987, in the otter Tail County Auditor's Office, Courthouse, Fergus Falls, MN, said tract to be sold under the following conditions: Tract to be sold on a cash basis. In addition to the purdlase price of the land, the eounty Auditor shall charge and collect in full, an amount equal to three percent (3%) of the total sale price of the land, amount so collected by the Auditor to be deposited in the State Treasury and credited to the Tax Forfeited Land Account, 1969 Minn. Stat. 284.28, Subcliv. 6. Title to the land to be offered for salie is not guaranteed, either by otter Tail County or the State of Minnesota. When payment of the pur- chase price has been made, the purchaser will receive fran the State of Minresota a quit claim deed to the property for which the Auditor is required by law to collect and remit to the State a fee of $10.00 plus an additional fee of $10.00 for recording said deed. All mineral rights are reserved by the State of Minnesota, and sale is subject to existing easements. The County reserves the right to reject any or all bids and withdraw any parcel listed before or during the sale. Adopted at Fergus Falls, MN this 28th day of May, 1987 COUNTY RECORDER PARI'-TIME EMPLOYEE BEER LICENSES JAIL FACILITY EMPLOYEES TEAMSTERS UNION RE-cLASSIFICATION OOARDING OF PRISONERS PISTOL RANGE FENCE GRIEVANCE HANDICAPPED ENTRANCES ADJOORNMENI' County Board -3 -May 28, 1987 Evelace G. Hanson, County Reco:rrler, advised the Board one of her employees is retiring and because of carrputerization it will not be necessary to hire a full time replacerrent, but requested pennission to hire an individual on an on-call basis as needed. .M::>tion was made by Hub No:rrlgren, seconded by Sydney Nelson and unanimously car- ried to approve an on-call basis part-time employee. M:>tion was made by Sydney Nelson, seconded by Mel O. Olson and unani- mously carried, to approve an application by Darline K. Smith for off-sale license to sell non-intoxicating malt liquor at the Viking Resort, Amor Township, subject to Sheriff approval. Gary Nelson and John Halvorson of the Sheriff's Depa.rt:rrent appeared before the Board with a staffing sumnary in connection with the new jail facility. Upon motion made by Sydney Nelson, seconded by Andy Lindquist and unanimously carried, approval was given for a total of 21 employees, 18 jail custody, 2 jail program and 1 bailiff. Motion was made by Hub No:rrlgren, seconded by Melo. Olson and unani- mously carried, to authorize Larry Krohn, County Coordinator, to petition to the Sheriff's Department's Teamsters Union for a separate classification fran jailer/dispatcher to "jailer". The matter of roan and board charges for out of county prisoners was discussed with motion made by Andy Lindquist, seconded by Mel O. Olson and unanimously carried, to increase said charges to $50.00 per day for adults and $62 • 50 per day for juveniles, when the new facility is in use. The matter of the chain link fence was returned to the Board for consideration, and upon motion made by Hub Nordgren, seconded by Mel O. Olson and unanimously carried, the County Sheriff, Gary Nelson, was instructed to select the low quotation of $4,000 for the fence, gates and installation at the Fergus Falls Pistol Range, from Oberg Jilen.ce Corrpany. The matter of a grievance procedure in connection with Highway Depart- ment employees was discussed, after which Chainnan Hovland appointed Melo. Olson to serve as representative on the grievance procedure. Larry Krohn, County Coordinator, discussed with the Board the court- house and government services building entrances and handicapped accessibility requirerrents. No fo:rmal action taken.
