Pursuant to adjournment, the Board of County Camri.ssioners of Otter
Tail County Minnesota met Thursday, May 21, 1987. Chai:rman Hovland
called the meeting to order at 12:35 p.m., with all members present.
Upon motion made by Sydney Nelson, seconded by Andy Lindquist and
unanimously carried, the minutes of the May 14th meeting were approved
as mailed.
Dale Ake:rman, representing the Empwoyees Camri.ttee, appeared before
the Board requesting infonnation on proqress relating to the Clean
Air Act as it pertains to smoking in the courthouse. No fonnal
action taken.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve payment in the amount of $8,000 to the
East Otter Tail County Fair Association for the county's appropriation
to the construction of the Children's barnyard.
Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani-
mously carried, to approve the sale of a used tar kettle to the City
of Battle Lake for $200.00.
The matter of awarding the hot-mix bituminous contract on bids taken
May 7, 1987, was brought up for final action. Motion was made by
Hub Nordgren, seconded by Sydney Nelson and unan.irrously carried, to
award· the bid to Wadena Asphalt Co. , Wadena, MN, in the amount of
$34.800.00, being the .lCJ\.vest ava!ilable bid.
Upon motion ma.de by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to offer for sale at public auction, Reserve IDts B
and C, Pischke and Taylor Add'n, Leaf Mountain Township, properties
being tax-forfeited properties, with appraised price being determined
by the County Assessor and County Auditor, to include cost of adver-
tising.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to hire the fi:rrn of Erickson Engineering Consultants
to design the bridge structure replacanent on CSAH #1, Amor Tarmship,
and the Chainnan of the Board was authcmized to execute the agree-.
ment on behalf of Otter Tail County.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to approve a joint powers agreement with the Minnesota
Counties Insurance Trust -Group Health Division, for:the purpose of
exploring the possibilities of self insurance on the county's group
hea.Jith insurance.
Clif Keller, Director of the West Otter Tail Soil & Water Conserva-
tion District, appeared before the Board stating the cost of a new
4-Wheel drive pickup would be $10,500, and requested additional fun-
ding on the part of the County. No action taken.

relative to new legislation under Minn.Stat. ll0B, Canprehensive
IDcal Water Mangement Act, making counties responsibile for a water
stewardship program. No action taken.
Gary Nelson, County Sheriff, appeared before the Board relative to
staffing variables for the new jail facility. The Board requested
a review by the Jail Study Camri.ttee and a report to the Board by
May 28th.
HRA GRANT FUNDS
County Board -2 -May 21, 1987
Dennis Christianson of the Fergus Falls HRA appeared before the Board
relative to the housing grant for the southeastern part of otter Tail
County. Upon motion made by Hub Nordgren, seconded by Mel O. Olson
and unanimously carried, the following resolution was adopted:
BE IT RESOLVED that otter Tail Collllty enter into a grant agreement
with the State of Minnesota for the project entitled 1987 Southeast
otter Tail County Housing Program, to be conducted during the period
fran May 1, 1987 through December 31, 1989.
Bert Hovland, Chainnan, Board of County Ccrnmissioners, is hereby
authorized to executes such agreerrent as are necessary to implement
the project on behalf of otter Tail Collllty.

RESOLVED by the Board of County Canmissioners of otter Tail Collllty
Minnesota, that
otter Tail Collllty enters into a contract with the Fergus Falls
Housing and Redeveloprrent Authority (HRA) for the administration
of 1987 Southeast otter Tail County Housing Program. Bert Hovland,
Chainnan of the otter Tail County Board of Corrmissioners is hereby
authorized to execute certifications as required and execute such
contract as is necessary to implement the program on behalf of
otter Tail County.
Motion was made by Hub Nordgren, seconded by Mel O. Olson and unani-
rnously carried, to place in nanination the name of Andy Lindquist as
otter Tail County's representative on the Mustinka-Rabbit-Boix de
Sioux River Watershed. ·

The Board, having previously advertised for bids to be received for
grraili.ng, aggregate base, surfacing, curb and gutter, under S.A.P.
56-602-02, proceeded to open bids which were found to be as follows:

After consideration, motion was made by Andy Lindquist, seconded by
Melo. Olson and unanimously carried, to accept the bid of Mark Sand
& Gravel, Fergus Falls, MN, in the amount of $1,994,443.03, being
the lowest bid.

mously carried, the following resolution was adopted:
RESOLVED by the Board of County Corrmissioners of Otter Tail County
Minnesota, that
The Otter Tail County Board would not object to the storage of re-
cyclable materials as described in the pe:rmit application at the
site owned by Paddock Township, in Section 33 of Paddock Township,
subject to approval of the site by the Minnesota Pollution Control
Agency, subject to the storage of recyclable materials approved by
the Minnesota Pollution Control Agency in accordance with plans
and specifications designed to minimize enviromrental i.rrpacts on
the air, water, or land resources of the State of Minnesota.
The matter of hiring of the Building Maintenance Supervisor was
brought up for final action. Motion was made by Mel O. Olson to
offer the position to Richard Sytsma, Pelican Rapids, at an annual
salary of $23,000, with a six month probationary period. The
motion was seconded by Andy Lindquist and carried upon roll call
vote:as follows:

No -Hub Nordgren and Sydney Nelson
Melo. Olson reported to the Board on the proposed rental agreement
with the First Lutheran Church, Fergus Falls, for parking spaces in
a new lot, covering 40 stalls that would be rented fran 7:30 a.m.,
to 5:30 p.m., Monday through Friday, at a tentatively proposed cost
of $7,000 per year for the first five years, increasing to $7,800
per year for the next five years • The County Attorney was instructed
to meet with the church's attorney, to draw up an agreement equitable
to both parties, upon motion made by Andy Lindquist, seconded by Hub
Nordgren and unanimously carried.
Upon motion made by Mel O. Olson, seconded by Hub Nordgren and unani-
mously carried, the following resolution was ad.opted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
The proper parties are hereby instructed to insure the mailing of
the real estate taxes for the year 1988 to be accomplished no later
than February 15, 1988.
Adopted at Fergus Falls, MN this 21st day of May, 1987.
