May 14, 1987
Pursuant to adjournment, the Board of County Camnissioners of Otter
Tail County Minnesota met Thursday, May 14, 1987, with all members
present. Chainnan Hovland opened the meeting at 9:32.
Motion was made by Mel O. Olson, seconded by Sydney Nelson and unani-
rrously carried, to approve the minutes of the May 7th meeting, as
mailed.
Brad Bice, Veterans Service Officer, appeared before the Board with
a request to purchase a new copier. The matter was referred to Larry
Krohn, with a request to report back to the Board.
Upon rrotion made by Andy Lindquist, seconded by Hub Nordgren.and unani-
mously carried, to approve the following applications for hanestead
classification arid/or reduction of assessed valuation:.

Motion was made by Andy Lindquist, seconded by Sydney Nelson and unan-
mously carried, to accept the proposal of $270.00 fran Maine Repair
Shop, for trade·in of Lawn Chief push rrower for a Lawn Boy 7073 for
Phelps Mill.
The following proposals were presented to the County Board for moving
of 170 yards of dirt, level, seed, and remove rocks at Phelps Park:

Jacobson & Sons Excavating, Underwood 2,475.00
MJtion was made by Melo. Olson, seconded by Andy Lindquist and unani-
mously carried, to approve the proposal of $1,670.00 fran Pete & Sons
Landscape & Dozer Service, Underwood, for said work, subject to review
by Bert Hovland.
Motion was ma.de by:.Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to authorize the repair of the deck on the Phelps Mill,
at an approximate cost of $100 -$150 for materials and $60.00 for
labor.
Upon motion made by Melo. Olson, seconded by Hub Nordgren and unani-
mously carried, the following_resolution was adopted:
RESOLVED by the Board of County Canrnissioners of otter Tail County
Minnesota, that
The sum of $1,021,170.19 be transferred out of the Federal Revenue
Sharing Fund and placed in a General Revenue Fund Reserve for Capital
Expenditures.

Interviews were held with four of the five finalists for building main-
tenance supervisor with Floyd Paler, Cene Gaustad, Donald Lettow and
Donald Kast being interv.i-ewedd at 10:30, 11:00, 12:30 and 1:00 respec-
tively.
An application of the Minnesota Therapeutic Carrp for gambling license
at the Peak in Leaf Mountain Township was pr.-esented to the Board,
with no objections voiced.

Del Porter of the Fergus Falls Snowmobile Club appeared before the
Board requesting consideration of the County Board in the re-estab-
lishrrent of the otter Tail County Snowmobile Trail. After considera-
tion, motion was ma.de by Andy Lindquist, seconded by Hub Nordgren and
unanimously carried, to adopt the following resolution:
RESOLVED·by the Board of County Carrrrnissioners of Otter Tail County
Minnesota, that
WHEREAS considerable interest has been evidenced for the re-establish-
ment of snavrnobile trails in Otter Tail County, and
WHEREAS the: ldcal sndwmobile clubs have indicated an interest in
providing the in-kind and local matching funds required to obtain
grant funds,
NCW, THEREFORE, BE IT RESOLVED, The Otter Tail County Board does
hereby support the re-establishment of the snowmobile trails in
otter Tail County,
BE IT FURTHER RESOLVED, Del Porter is hereby authorized and directed
to proceed with grant applications to the Deparbnent of Natural Re-
sources with in-kind and local matching funds be contributed and paid
by the various snowmobile clubs within the County.

Melo. Olson and unanimously carried, to accept the bids of Hancock

SHODrING RANGE FACILITY Motion was made by Mel 0. Olson, seconded.by Hub Nordgren and unani-
CITY OF FERGUS FALLS mously carried, to approve an agreement with the City of Fergus Falls
for the shooting range facility.
COUNI'Y DI'ICH #56 Upon motion made by Andy Lindquist, seconded by Sydney Nelson and unan-
imously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, it has been determined repairs are necessary for the proper
drainage of County Ditch #56, and
WHEREAS, the estimated arrount of repairs was detennined to be fran
$3,000 to $5,000 as estimated by the County Engineer, and
WHEREAS, the original benefits of said ditch were $29,027.50 and
the estimated repairs fall within the legal requirements,
NOW, THEREFORE BE IT RESOLVED, the County Board does hereb~,;-authorize
the necessary repairs, not to exceed $5,000.00, and
BE IT FURTHER RESOLVED, special assessments be placed on the property
owners benefiting by County Ditch #56 in the proportionate share of
costs to benefits.

Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to granb approval to the County Auditor to purchase a
used Panasonic copier, at a cost or $3,395.00 from Cooper Office Supply.
At 3:30 p.m., the Board interviewed the fifth and final contestant fer
courthouse custcdial supervisor, Richard Sytsma. Upon a ballot vote,
the two fin.all: contestants were detennined to be C'£ne ca.ustad and Richard
Sytsma.
At 4:40 p.m., motion was made by Sydney Nelson, seconded by Mel O. Olson
and unanimously carried, to close the :rreeting to the public and the
meeting was turned over to Assistant County Attorney Wally Senyk to
discuss :pending litigation with Richard Pemberton and Michael Rengel
involving a human rights charge.
With no further business, at 5:08 p.m., Chairrran Hovland adjourned the
meeting until the afternoon of :May 21st.
