April 23, 1987
Pursuant to adjournment, the Board of County Ccmnissioners of otter Tail
County met Thursday, April 23, 1987, with all members present. Chair-
man Hovland opened the meeting at 9:45 a.m.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to approve the minutes of the April 16th meeting, with
corrections.
An application to the State Gambling Control Board was presented to the
Board fran the Dalton Fire Iepartment, for the Ten Mile Lake Steakhouse,
with motion by Andy Lindquist, seconded by Hub Nordgren and unanimously
carried, · to request the Gambling Control Board waive the thirty day
waiting pericd.
Rick Fuder, Aurdal Township, appeared before the Board, with canplaints
of a township road that is not being maintained in passable condition
by the township. The Board recc::mmended the people along the road
petition the township to maintain said road.
Motion was ma.de by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve the following applications for hanestead
classification and/or reduction of assessed valuation:
Velma M. Karvonen
Clarence Zerran
Harold Sowers
Verlyn E. Johnson
Perham City Residential non-hanestead
Rush Lake Twp. Property overvalued
Fergus Falls City Residential homestead
Perham City Residential hanestead
Motion was made by Melo. Olson, seconded by Andy Lindquist and unani-
mously carried, approving removing the solid waste user charge fran
the Evangelical Free Church, Tordenskjold Township, as there is no
church building there to generate garbage.
REPURCHASE TAX FORFEITED The request for repurchase of a parcel of property forfeited in 1986
PROPERTY -BUTLER by M.P. Incorporated in Butler Township was returned to the Board for
DENIED final action. Motion was made by Sydney Nelson, seconded by M=l O.

Olson and unaninously carried, to deny as the time for redemption has
expired.
Motion was made by Hub·Nordgren, seconded by M=l O. Olson and unani-
mously carried, to approve the applications of Thanas Volberding,
for , ~dance pennit for the 1986-87 year and a set-up license for the
year cornrrencing July 1, 1986, at Hi-Way Park Ballrcx::,rn in Elmo Town-
ship, subject to approval by the Sheriff's Iepartrrent.
Pursuant to published notice thereof, a hearing was held for the pur-
pose of examining the viewer's report in ditch proceedings regarm:ing
County Ditch #18, located in Aurdal and Dane Prairie Township. Roland
Sauck, representing the viewers, reported said findings, determining
the benefits of said ditch to be $28,500 after re-detennination.

Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to accept the viewers' report on tire re<lletiennination
of benefits as presented.

County Board -2 -April 23, 1987
Brad Bice, Veterans Affairs Officer, appeared before the Board re-
questing the purchase of 100 bronze grave markers, at $6.00 per unit,
which was approved upon motion made by Hub Nordgren, seconded by
Sydney Nelson and carried unanimously.
Motion was made by Melo. Olson, seconded by Andy Lindquist and unani-
mously carried, to offer no objectio~ to a gambling establishment
at the Pelican Supper Club, by the Pelican Rapids Fire Department.
COMMISSIONERS CONTINGENT Motion was made by Mel O. Olson, sec0nded by Sydney Nelson and unaai-
FUND mously carried, to approve payment out of the Ccrmnissioners Contingent
Fund to Bert Hovland for expenses incurred with the meeting at the

NE Otter Tail Landfill, in the arrount of $11.87.
County Attorney Kirk and Human Services Director Tan Fawcett presented
a canprehensive report on county col+ections citing the need for a
collection unit in the county to attempt collection of the various
accounts receivable. Chairman Hovland appointment Mel Olson, Andy
Lindquist, Iarry Krohn, Tom Fawcett and Mike Kirk to explore the
feasibility of a collection unit and report the results of their
findings to the County Board by May 7th. I
Mike Hanan, Solid Waste Director, reported on an inspection of the
NE Otter Tail landfill by the M.P.C.A. and a meeting with the current
operator, discussed problems and problem areas. Hanan also met with
the low bidder on his proposal for sEkrvicing said landfill •. 1. Hanan
stated the current operator has offeted his equiµnent and errergency
assistance for a rronth or two and the low bidder will contract with
the county at $7.50 per hour, plus the use of equiprrent, on a yeat's
trial basis. Motion was made by Mel o. Olson, seconded by Sydney
Nelson and unanirrously carried, to PfOCeed with the proposal and
instruct the County Attorney to draw up the necessary contracts.
Hanan indicated the need for a telephone at the NE Otter Tail Sanitary
Landfill, stating the cost for access line will be $741.60 in advance,
credited at $20.00 per rronth servicej charge. Motion was made by
Andy Lindquist, seconded by Hub Nordgren and unanimously carried, to
proceed with the installation and approve payment of $741.60 to the
telephone canpany for said installation.

Hanan also reported the acceptabilit} of the operation of the NE
Otter Tail County Landfill by the M.1?.C.A.; a tw<LJ' part ash management
plan, Jiocks at the NE Landfill and the hours to be open, and the
proposed costs or payments for servicing canisters and the tipping
<tosts, cubic yard vs per canister. No formal action taken.
Hal Leland of the West Otter Tail County Agricultural Associationappeared
and discussed the assistance of the Fair Association in the construction
of the 4-H Show building, stating the Fair Association is not in a
position to provide any additional assistance. Leland also extended
an invitation to the County Board tol attend a meeting at the (',evernment
Services Building at 8:00 p.m., April 28th with the 4-H to discuss said
building project, and a rreeting. of the Fair Board to be reld May 7th
at 8: 00 p.m. , at the Fair Grounds.

County Engineer Berend discussed with the Board the proposed Otter Tail-
Wadena County Line road construction', stating the total cost of con-
struction is estimated to be $300,000, with Otter Tail County's share
at $108,111. After considerable discussion, notion was made by Hub
Nordgren, seconded by Melo. Olson ahd carried with Sydney Nelson
voting "no", to participate in said project at a sumnot to exceed
$75,000 with Wadena County assuming the costs of right-of-way acqui-1 sition, Otter Tail County's cost spread over a~ year period.

County Board -3 -April 23, 1987
• County Attorney Kirk reported on the attorneys' new office space
in the justice facility, stating additional storage is necessary,
plus a secure secretarial area in which the phone, typewriter1and
confidential documents could be locked away in the desk system when
no one is in the reception area, said area being a fire escape cor-
ridor that cannot be locked. Kirk was instructed to obtain figures
to present to the Board to accanplish the security needed.
With no further business, at 3:45 p.m., Chainnan Hovland declared the
meeting adjourned until the afternoon of May 7, 1987.
