CAI.J.. TO ORDER Pursuant to adjournment, the Board of County Corrmissioners met Thursday,
ALL PRESENT April 16, 1987. Chainnan Hovland opened the meeting at 12:40 p.m., with
all members present.
MINUTES APPROVED Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
rrously carried, to approve the minutes of the April 2nd meeting.
U.S. FISH AND WILDLIFE Don Kleven of the U.S. Fish and Wildlife Service appeared before the
STANLEY RUND Board, and upon motion made by Andy Lindquist, seconded by Mel O. Olson
and unanimously carried, the following resolution was adopted:

nesota, that
WHEREAS, in accordance with a Procedural Agreement between the Minnesota
Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated .May 23, 1962, certification by the County Board of Ccmnissioners
for aCXjUisition of lands by the u. S. Fish and Wildlife Service is re-
quested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service met with
the County Board on April 16, 1987, and infonned said Board that a pur-
chase agreement had been secured fran Mr. and Mrs. Stanley T. Rund on
the following described lands:

Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to advertise for bids to be received until 10:00a.m.,
Thursday, May 14, 1987, for the 1987...,1988:supply of salt.
Engineer Dennis Berend discussed the proposed re-construction of
CSAH #4 and the bridge replacement, and the ccmnents from the Department
of Natural Resources regarding the proposed construction. After con-
sideration, motion was made by Andy Lindquist, seconded by Sydney Nelson
and unanimously carried, to remove the construction of CSAH #4 fran
the Highway Road & Bridge Construction Plan as not being feasible at
this tirre.
Upon motion ma.de by Sydney Nelson, seconded by Mel O. Olson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County Min-
nesota, that
WHEREAS, the County has planned the improvement of CSAH No. 34 fran Jct.
CSAH 35 to Jct. of C.H. No. 125, 2.5 miles west of Perham, and
WHEREAS, the County will be expending State Aid Funds on the improvement
of this road, and
WHEREAS, this improverrent does not provide adquate width for parking on
the South side of the road of the proposed construction as a State Aid
project Irn1St therefore be conditionedupon certain parking restriction, and
WHEREAS, the extend of this restriction that v.0uld be a necessary pre-
requisite tothe approval of this construction as a State Aid project
in the County has been dete:rmined,
NCW', THEREFORE, IT IS HEREBY RESOLVED, thatthe County shall ban the
parking of motor vehicles on the south side of CSAH No. 34, Station
73+00 to Station 7.6+50, at all times.

mously carried, to approve recallin_gc_1the five persons for sumner help
in the Land & Resource Office.
Representatives fran the West Otter Tail County 4-H appeared before the
Board relative to the proposed building construction iat the Fair Grounds
in Fergus Falls, stating the total cost of construction v-.0uld be
$25, 700, requesting funds from the county. Motion· was made by Andy
Lindquist, seconded by Mel O. Olson and unanimously carried, to approve
an appropriation of $5,000 to the West Otter Tail 4-H, wit.ha request
that the 4-H secure a conmit:rrent from the Fair Association before any
additional funding v-.0uld be appropriated; and they were requested to
return to the County Board with a report on their efforts and what the
Fair Association will do.
An application by the Erhard Sportsman's Club for gambling permits at
Dunnville in the ·Country; and:motionlms rrade,1by Hub Nordgren, seconded
by Andy Lindquist and unanimously carried, to request the C'..am..1,ling Con-
trol Board waive the 30 day waiting period.
The application of the Fergus FalliIDHockey Association for gambling
permit at Pier 38 was presented to the Board with no objections being
voiced.
Estimated costs of repairs to the log house at Phelps Mill in the total
amount of $2,500 were presented to the Board for consideration. Motion
was made by Sydney Nelson, seconded by Andy Lindquist and unanimously
carried, to deny major repairs, allowing only minor repairs and main-
tenance to said structure.

for the $220,000 bond issue for the Otter Tail Lakes Area Sewer Dis-
trict at a net effective rate of 6.22%, or $36,732.50.

mously carried, to approve payment in the amount of $8,650.00 to Werner's
Auto Sales, Inc. , Fergus Falls, MN, for a used 1985 Pontiac station
wagon for use of the West otter Tail County Extension Office.
Motion was made by Hub Nordgren, seconded by Mel O. Olson and unani-
mous! y carried, to remove the property owned by the ltrora Cemetery
Association from the assessment rolls for County Ditch #68.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to accept payment without penalty on a late payment of
tax by Patrick Kusick on the Bernadine Walker property in Go:rman Ta-m-
ship, where corrections of errors in, the as§essed iva1.uatian were oot
accanplished until March of 1987.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve payment without penalty until May 15th on
abandoned rail lines owned by Burlington-Northern, taxes having been
run erroneous! y as personal property. ·
Motion was made by Hub Nordgren, seconded by Mel O. Olson and unanimously
carried, to approve payrrent in the arrount of $205.20 to J:V'iark Koehnan for
additional work done at the Ackling Building in Perham.
Jack Barner, representing Arnor Township, appeared before
the Board relative to recorrmendations by the various townships for
representation on the otter Tail lakes Area Sewer District. Motion
was made by Hub Nordgren, seconded by Andy.Lindquist and unanimously
carried, to appoint the following persons to the otter Tail Lakes Area
Sewer District Corrrnission as reconmended by the various townships:
Warren Abbot, reappoint for a 3 year term, recorrmended by Girard Township
Joan Bates, reappoint for 3 year term, recamnended by Everts To.vnship
Nonnan Neset, appointed for 3 year term, reccmnended by Everts Township
James Helsene, appointed for 1 year term to canplete the tenn of Dick
Smith, recarmended by Arror Township Board
Charles Kochman, appointed for 2 years,. ~to ccmplete the tenn of Carl
Wolter, reccmnended by Amor Town Board.
HENNING TRANSFER Motion was made by Hub Nordgren, seconded by Mel O. Olson and unani-

SOLID WASTE MANAGEMENT Mike Hanan, Solid Waste Director, discussed with the Board the proposed
canister locations throughout the county, and alternative methods of
operation of the NE otter Tail County Landfill.
