Chairnian Hovland called the meeting to order at 12:30 p.m. Motion was made by Mel·o. Olson, seconded by Andy Lindquist and unani- mously carried, to approve the minutes of the March 12th meeting as mailed. Upon motion made by Sydney Nelson, seconded by Andy Lindquist and unani- mously carried, the following_applications for hanestead classification and/or reduction of assessed valuation·were approved: Edwin Toews Otto Township Hanestead classification Ronald A. Olson and unanimously carried, to approve a split of the 1986 tax, now delinquent, and appor- tion to the respective parties on property in oak Valley Township owned by Russel & Marcia Anderson and James & Karen Sladek. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve payment without penalty on late payment of tax by Roger Beals, Henning, where payment was made in 1986 and a refund issued, resulting in delinquency. Motion was made by Melo. Olson, seconded by Andy Lindquist and unani- mously carried to deny forgiveness of penalty on late payment of tax by Scott Mandolfo in Girard Township, where the statement was mailed to the last known address and forwarded, having been received too late to pay without penalty. GAMBLING PERMIT An application by the Tri County Ccmnunity Center, Wadena, for gambling 'IRI CCXJNTY CCM-1. CEN'IER permit at the Nite Owl Lounge, Junct.ilc;m State Highway #10 and CSAH #75, was presented to the Board with no objections being raised. MARCH 26TH MEETING CANCELED Motion was made by Mel O. Olson, seconded by Andy Lindquist and unani- mously to cancel the meeting scheduled for 'Ihursday, March 26th, due to Al'C Legislative Sessions in Saint Paul. ORWEI.J...TCmNSHIP RESOUJTION TANDEM AXIB DUMP TRUCK BIDS REJECTED TANDEM AXIB DUMP TRUCK NEW BID SPECIFICATIONS MEDIUM DUTY SIGN TRUCK W.O.T. S & W CONS. DISTRICT, PICK-UP ASCS & W & W. CONS. OFFICES County Board -2 -March 19, 1987 A resolution sul:mitted by the Orwell Town Board calling for reduction of farm land valuations in Orwell Township was presented to the Board. Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani- mously carried, to accept said resolution and the County Auditor was instructed to file same. The matter of bids received and accepted for ,~the purchase of four tandem axle dump trucks was brought up for discussion. Motion was made by Sydney Nelson, seconded by Mel O. Olson and unanimously carried, to rescind the motion of March 12th accepting the bid of Alexandria Diesel, Alexandria, MN, in the amount of $219,920 for four tandem axle dump trucks. After listening to the various interested parties, motion was made by Melo. Olson to reject all bids for the tandem axle dump trucks. The motion was seconded by Sydney Nelson and carried with Camnissioners Olson, Nelson and Nordgren voting "yes", Lindquist and Hovland voting "no" • .tJbtion was made by Andy Lindquist, seconded by Mel O. Olson and unani- mously carried, to instruct the County Attorney Mike Kirk, Larry Krohn, County Coordinator and Forest Huse from the Highway Department, to draft new specifications for·tandem axle dump trucks to be submitted to the board for consideration on April 2, 1987. The matter of acceJ_btance of the bids for the medium duty sign truck was brought up for final action. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unanimously carried, to accept the bid of Hall Ge Truck Sales, Fargo, ND, in the amount of $19,821.00 base bid, with option #2 -$3,913.00 and option #3 + $1,.]45.00 for a net bid of $17,253.00, being the lowest bid. Clif Keller, Director of West Otter Tail County Soil & Water Conser- vation District, appeared before the Board stating they need one additional person in the district office due to work load, a tree planter and a pickup truck, preferable a two wheel drive. Motion was made by Melo. Olson, seconded by Andy Lindquist and unanirrously carried, to appropriate $5,000 for the West Otter Tail County Soil & Water Conservation District out of the County Revenue Fund, for the purchase of a used pickup. John Schmidt of the West Otter Tail County Soil & Water Conservation District infonned the Board the space re:ruirerrents for the District Office in Fergus Falls due to the C.R.P. and R.I.M. programs necessitate moving into larger quarters, stating the ASCS and the S & W Cons~ .. Dist. offices are exploring moving into quarters large enough to house both U.S.D.A. offices, inquiring if the county would be interested in moving the Extension Off ice as well. No interest on the part of the County Board • . Olson, seconded by Hub Nordgren and unanimously carried, to instruct the County Attorney to draft a letter to all the townships relative to the re:ruirements that must.be met for the county to pay beaver control. Upon motion made by Andy Lindquist, seconded by Melo. Olson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Camnissioners of Otter Tail County Minnesota, that Michael Kirk, County Attorney, Lar:cy Krohn, County Coordinator and Diane Thorsen, Director·of Public Health, be and are hereby appointed a can- mittee to canplete the Otter Tail County Ccrnparable Worth Study. SOORTSMEN ORWELL GRAVEL PIT BILLS ALI..C»JED County Board -3 -March 19, 1987 Motion was made by Hub Nordgren, seconded by :Andy Lindquist and unani- mously carried, to approve the request of the courts, for purchase of furnishings for the court reporters offices and the judges chambers in the new justice facility, at an estiroated cost of $1,950 for each of the two court reporter offices and $6,000 for the judges chambers. The matter of salary increase for Sharon Shale and Richard Lundin in Data Processing was brought up for final resolve. Motion was made by Hub Nordgren, seconded by Andy Lindquist and camiied witzh fl.~1 O. Olson voting "no", to grant additional armual, ,salary 9f $2,000 ,each,, i±etl;o- active, .to ·Januacy; ·1; 1987. Larry Krohn, County Coordinator, reported the rental agreement with Soil & Water Conservation District at the Perham office has been finalized, and additional renodeling is necessary. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, to proceed with the necessary renodeling at the Adding Building and obtain quotations for same. Motion was made by Hub Nordgren, seconded by Melo. Olson and unani- mously carried, to approve the cooperative p1.lll!'.'chasing agreement with the State of Minnesota, and the Chainnan of the Board was authorized to execute said agreement on behalf of Otter· ·.mail County. An application by the Pelican River Sportsman's Club, Pelican Rapids was presented to the Board for gambling pennit at Dunnvilla in the Country, with no objections by the Board. The lease to the pistol and rifle club of a deoleted gravel pit in Orwell Township was brought up for discussioru~i.th µt>ssilible sale of said gravel pit. No action taken.
