Pursuant to ad-jounrrnent,.the Board of County Commissioners of Otter
Tail County met Thursday, March 12, 1987. Chairman Hovland opened the
meeting with Canmissioners Nelson, Hovland, Olson and Lindo:uist present,
Nordgren absent.
Motion was made by Sydney Nelson, seconded·by Andy Lindquist and unani-
mously carried, to approve the minutes of the March 5th meeting.
VEI'ERANS AFFAIRS OFFICER Cene Gaustad and Duane Thanpson anneared before the Board relative to
their applications for the p:Jsition of Assistant Veterans Affairs Officer
and the qualifications required for the position.

Upon rnoti6rn made by. ~l O. Olson, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Camnissioners of Otter Tail County
Minnesota, that
WHEREAS, the systemof private and public deputy registrars has success-
fully co-existea,: Jfor over a half of a century; and
WHEREAS, under present law the Otter Tail County Auditor has the first
option of establishing a public deputy when vacancies occur; and
WHEREAS, under the present law otter Tail County has the ability to use
its a,.m judgment in determining if a deputy registrar should be public
or private; and
WHEREAS, Otter Tail County rejects the conce1,t that the State Legisla-
ture can best make local decisions by mandating that counties must make
public deputy registrars appointments; and
WHE~EAS, in many instances a public appointment would not be cost
effective to the county or its ta}q)ayers:: and
WHEREAS, the Legislature is debating legislation which would mandate
public deputy registrar appointments in the future;
NCW, THEREFORE, BE IT RESOLVED, that the otter Tail County Board of
Canmissioners opposes any legislation which would remove the county
option of detennining whether future deputy registrars should be public
or private appointments.
The Board, having previously advertised for bids to be received for
snowplowing dump trucks, snow plows and wings , pickups, sign truck,
pull type bituminous distributor, loader tractor and used motor grader
with plow, wing and scarifier, proceeded to-,open bids which were found
to be as follows:

mously carried, to table action on awarding the bids for the used motor
grader and the sign truck.

CSAH #4, BRIDGE REPLACE-The matter of the petition calling for the repair and reconstruction
MENT -LIDA ~SHIP of a bridge on CSAH #4 in Lida Township was brought be.fore the Board.
Dennis Berend, County Engineer, indicated the estimated cost of said
construction would be $225,476.00, including the bridge, fill and
road. Berend was instructed to consult with the Departrrent of Natural
Resources for the necessary dredging prior to the road construction and
bridge replacement.
REGIONAL LIBRARY FUNDS Dave Barton of the Viking Regional Library appeared before the Board
requesting the County appropriate $4,756.92 for the library, representing
the amount of the 1986 taxes levied remaining delinquent. Motion was
made by Sydney Nelson, seconded by M_el O. Olson and unanimously carried,
to authorize the·county auditor to pay the sum of $4,756.92 out of the
county revenue fund.
O~T. COUNTRY TOURIEM Don Gladson, President of the Otter Tail(,Coun:try Tourism, appeared be-
fore the Board, stating legislation has been introduced under House
Files, #183, #335 and #138 and Senate File 1320 repealing the state
requirement that schools in the State of Minnesota do not open until
after Labor Day. requesting the County Board go on record opposing
such legislation. After consideration, notion was made by Andy Lind-
quist, seconded by Melo. Olson and unanirrously carried, to adopt the
following resolution:

WHEREAS present Minnesota State Law prohibits the schools in the State
of Minnesota from opening for the fall session prior to Labor Day, and
~JHEREAS, said law has 'lrJOrked well for the tourism industry in the Stare
of Minnesota, and
WHEREAS tourism is considered one of the highest industries in the State
of Minnesota, and Otter Tail County, and
WHEREAS, legislation has been introduced repealing said law,
NGv, THEREFORE, BE IT RESOLVED, the Otter Tail' Co.unty Board does hereby
go on record opposing House Files #183, #335 and #138 and Senate File
# 32 0, which. would be a detriment to the tourist industry in the State
of Minnesota, and
BE IT FURTHER RESOLVED, copies of this resolution be mailed to the
Association of i1innesota Counties, all legislators representing otter
Tail County and to the Chairrren of the legislative, ,corimittees on
education.

David Dunham, representing the 4-H Council, appeared before the Board
requesting the County contributeā¢:fun'.ds towards the construction of a
$30,000 building for livestock show facility and sheep barn, stating
the West otter Tail County Fair Association.is providing the site
preparation and water connection. No fi.otrila.1 aoti-on taken.
Lariy ,Krohn, County Coordinator, presented a job description for a
building maintenance supervisor, which was approved upon motion rnade
by Mel O. Olson, seconded by Andy Lindquist and unanirrously carried,
and Krohn was instructed to advertise for said position.
Krohn also annouced a meeting of the Econarnri1c DevelOT?ffient Corrmission
~ch 23, 1987, with a film on the Quadrant facility and the City of
Fergus Falls.

County Attorney Mike Kirk presented a ret:)()rt to the Board on the
results of the Welfare Fraud Investigator, shOW"ing restitution of
$111,672. 72 fran $164,848.00 charged on A'l<'DC, Medical Assistance,
Food Stamps and C--eneral Assistance; $12,759.89 of collections on
civil, administrative or referred, cases handled, and a savings of
grants closed of $177,096.00, on a averaged basis. Motion was made

Upon notion made by Mel O. Olson, seconded by Sydney Nelson and unani-
rrously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of otter Tail County
Minnesota, that "
WHEREAS, the continuation of the program for peacetime registration
for the Selective Service System contributes to National readiness by
reducing.as much as two rronths the time required for a full defense
rrobilization; and
WHEREAS, over one million United States citizens have sacrificed their
lives to protect the rights and freedoms of all Anericans and registra-
tion for Selective Service is an integral part of current preparedness
to preserve these rights and freedcms in the future; and
WHEREAS, over 97 percent of potential registrants have registerd with
the Selective Service System since the resurrption of registration and
by so registering, have enhanced United States National defense pre-
paredness; and
WHEREAS, the Selective Service System has been tasked with assisting
in the process of improving our readiness posture by calling upon
eighteen year old male citizens to identify themselves by sirrply re-
gistering their name, address, date of birth and social security num-
ber with the System by spending five minutes at the Post Office withLn
thirty days of their eighteenth birthday; and
WHEREAS, rrany educational and job training benefits are denied by law
to those who fail to register with the Selective Service System; and
WHEREAS, there is a criminal penalty for failure to register;
NCW, THEREFORE, BE IT RESOLVED that the otter Tail County Board does
hereby support continuation of registration with Selective Service and
does hereby declare April 1987 as

At 2:30 p.m., Chainnan Hovland closed the meeting until 2:45 for the
purpose of discussion litigation proceedings with the County Attorney.
A claim in the amount of $103.53 fran Doug Kraemer was presented to
the board alleging negligence on the part of a county errployee while
ddiving a tendem dump truck hit a wire with box raised causing an
outage at the claimants sucker pond. AFter examination, it was
detennined the overhead wires did not meet minimum height requirements
and upon motion made by Andy Lindquist, seconded by Sydney Nelson and
unanimously carried, the claim was denied.
At 3;30 p.m., with no further business, Chairman Hovland declared the
rreeting adjourned until the afternoon of March 19, 1987.
