March 5, 1987
Pursuant to adjournment, the Board of County Ccmnissioners of Otter
Tail County met Thursday, March 5, 1987, with Ccmnissioners Nelson,
Lindquist, Nordgren and Olson present. Ccmnissioner Hovland absent
to attend a funeral, arriving at approximately 3:30 p.rn.. Vice Chair-
man Lindquist opened the meeting at 12: 35 p.rn ••
Motion was made by Sydney Nelson, seconded by Melo. Olson and unani-
mously carried·, to approve the minutes of the February 26th meeting.
Motion was made by Melo. Olson, seconded by Hub Nordgren and unani-
mously carried, to approve an application for disability classification
on property owned by Donald Hendershot in the City of Parkers Prairie
and Woodside Townships for the years 1984, 1985 and 1986, together with
forgiveness of penalty, costs and interest.
Motion was made by Hub.Nordgren, seconded by Melo. Olson and unani-
rnously carried, to schedule a hearing for 10: 00 a.rn. , Thursday, April
23, 1987, on the viewers' report on re<B.ete:rmiination · of· benefits~~on
County Ditch No. 18 in Aurdal and Dane Prairie Townships.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve payrrent of tax by Richard Stegeman on prope:tty
in Candor Township without penalty and additional costs, where an attempt
was made to pay the 1986 tax, with the check being returned to the tax-
payer.
Upon motion made by Melo. Olson, seconded by Sydney Nelson and unani-
rnously carried, the following bills \\Jere all~d:

Upon notion made by Hub Nordgren, seconded by Melo. Olson and unani-
rnously carried, the following resolution was adopted:
RESOLVED by the Board of County Cormnissioners of Otter Tail County
Minnesota, that
WHEREAS, application has been made by the Verndale Volunteer Fire
Department for grant funds for the purpose of purchasing a hydraulic
vehicle extrication tool (Jaws of Life), said tool to be used for the
emergency rescue of trapped victims, and
WHEREAS endorsement by the local governing bodies involved is required
in obtaining said grant funds,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby endorse
said project by the Verndale Volunteer Fire Departrrent.

The County Board conducted interviews with Duane Thompson and C',ene
C-austad, candidates for Assistant Veterans Service Officer. No action
taken.
Lar:ry Krohn, County Coordinator, discussed with the Board the Ackling
Building in Perham, including the rental space with the Soil & Water
Conservation District; a Road & Bridge Fund claim by Doug Kraemer; and
the errployees lounge area in the cour1tthouse baserrent. No action taken.
Evelace Hanson, County Recorder, reported to the Board the microfilm
reader printer cost to be $5,580-..rather than the $8,100 originally
estimated to be the cost. Motion was made by Hub Nordgren, seconded by
Mel 0. Olson and unanimously carried, authorizing Hanson to proceed
with the purchase.

County Board -2 -March 5, 1987
Peter Van Santen appeared before the Board and discussed with the
Board· the pncbposed·sales tax on fuel, requesting the County Board sup-
port a reccmmendation putting the funds into the trans!_tiortation f\md
on a gallonage charge rather than straight sales tax which would go
into the revenue f\md. The Board instructed the County Attorney to
check into proposed legislation and report back to the board at the
next meeting.
Van Santen also requested the County Board assist the 4-H and the
FFA in theirpro:r)x:Jsed building construction at the West otter Tail
County Fairgrounds.
Larry Krohn, County Coordinator, reported on the workshop he and John
Halvorson recently attended on staffing and hiring :orocedur:res: in con-
nection with the new jail facility. The Board requested that Tom Reid
from the Minnesota Jail Info:rmation Center appear before the Board and
the press relative to the staffing of detention officers.
Jim Perras, C-A-M, appeared before the Board and discussed hiring of
Twin City Testing for soil borings vs having the elevator corrpanies
provide their own testing, recornrending the cost difference would be
better to have the elevator canpany provide their own testing.
The matter of fixtures, furnishings and equipnent purchases for the
new jail facility was discussed, with instructions to the County
Attorney to review the contracts with C-A-M and Klein McCarthy before
proceeding with hiring sorreone to do the necessary specifications, etc.
Representatives from the East otter Tail Soil & Water Conservation
District appreared before the Board relative to the need for a new
copier. Motion was made by Sydney Nelson, seconded by Mel O. Olson
and unanimously carried, to approve the purchase of a new copier
at a proposed cost of $2,500 for the Ackling Building, with rentals
to be paid by the Soil & Water Conservation District.
Upon motion made by Sydney Nelson, seconded by Hub No:rdgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Comnissioners of Otter Tail County
Minnesota, that
The employees of the East otter Tail Soil & Water Conservation District
be allo.ved to be included in the otter Tail County's hospitaliaab:i:on
plan, provided, however, that no less than 75% of said employees
participate in said plan.

Northeast otter Tail County Landfill, on a Minnesota Trunk Highway,
at a cost of $594.00, payable out of the solid waste fund, to be re-
imbursed by all counties involved in the solid waste plan.
CSAH #4 LIDA TOWNSHIP County Engineer Dennis Berend discussed with the Board the petition
presented to the County Board for,:bepair of CSAH #4 in Lida-Township,
and Berend was instructed to prepair a preliminary estimate of costs
to be sutmitted to the Board of consideration.
ROAD RESTRICTIONS Engineer Berend inforrred the board road restrictions would be placed
in effect beginning Monday, March 9, 1987.

RESOLVED by the Board of County Ccmnissioners of Otter Tail County
Minnesota, that ·
WHEREAS, otter Tail Cotmty is making a whole hearted atterrpt to canply
with current state legislation and rules relating to solid waste manage-
ment; and
WHEREAS, Minnesota statute Chapter 400 mandates that to protect, the
state's.water, air, and land resources and to pranote public.safety,
heal th and welfare, it is · in the public's interest that counties
conduct solli waste management programs; and
WHEREAS, Minnesota Pollution Control Agency Rules will/do require
counties to address and implement recycling measures· as an integral
part of overall solid waste management; and
WHEREAS, otter Tail Cotmty is making a concerted effort to address its·
area's overall solid waste management problems via joint powers agree-
rrents with eight surrounding cotmties and the City of Fergus Falls; and
WHEREAS, otter Tail Cotmty has made considerable financial and policy
ccmni tltlent: to solid waste managerrent in the fonn of Resource Recovery
projects and a network of solid waste management to service such pro-
jects; and
WHEREAS, recyclable materials such a aluminum, glass, plastic and bi-
rretal containers are of no value to the State of Minnesota or its resi-
dents when intrcduced into a waste stream; and
WHEREAS, the Association of Minnesota Cotmties and Governor Rudy Per-
pich have indicated·their support for state wide mandatory container
deposit legislation;
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board
supports legislation mandating state wide container deposits.

The matter of appointrrent of the Assistant Veterans Service Officer
was brought up;'for action, with Bradley Bice, Veterans Affairs Officer,
and Arnold Nietf ield, speaking. M'.:>tion was mac;le by Sydney Nelson,
seconded by Mel O. Olson and carried with Hub Nordgren_voting "no",
to advertise for the position of Assistant Veterans Service Officer.
Ken Rose, West otter Tail Cotmty Extension Director, appeared before
the Board relative.to the purchase of a new or used station wagon for
use by the West otter Tail County Extension office. Since the purchase
was included in the budget for 1987, Rose was instructed to proceed on
that basis.
Proposals for the denolition of a building declared by the De~ar1::Jrent
of Public Health to be a public nuisance on a piece of tax forfeited
land in the City of. ottertail, were presented to the Board for con-
sideration. M:>tion was made by Hub Nordgren, seconded by Mel o. Olson
andunanirrously carried, to instruct the Public Health Director to
contact the persons who presented the proposals,· informing said bidders 1
of the decision of the .Minnesota Polution Control Agency regarding the
disposal of the debris, and request the bidders obtain their own land
site for disposal not using the NE Sanitary Landfill, and proceed with
the denolitibn.
