Stat., the otter Tail County Board of Commissioners met Tuesday, January 6, 1987, with Sydney Nelson, Berton Hovland, Andy Lindquist, A. Hubert Nordgren and Mel O. Olson present. County Audi tor Sy,lvia Bergerud opened the meeting at 9: 30, after which Judge Gray performed the swearing in ceremony for newly elected canmissioners Hovland and Nordgren. Auditor Bergerud called for motions for Chairman for the year 1987. Motion was made by Hub Nordgren, seconded by Andy Lindquist and carried, with Bert Hovland abstaining~ tb select Bert Hovland' as Chairman. ,: . , :. ,. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried with·Andy Lindquist abstaining, to select Andy Lindquist as Vice Chair- man. Past president Melo. Olson presented a plaque to outgoing County Sheriff Glen Melby, expressing thanks and appreciation for thirty-one years of dedicated service to otter Tail County. Motion was made by Mel Olson, seconded by Sydney Nelson and unanimously carried, to approve the minutes of the December 29, 1986 meeting. Motion was made by Hub Nordgren, seconded by Mel 0. Stat. 282.05 for the apportionment of proceeds fran the sale of tax-forfeited lands, and WHEREAS, the County,Auditor shall apportion the tax sale proceeds to the taxing districts pursuant to Minn-. Stat. 282.08, and WHEREAS, Minn. Stat. 282.08 (4) (b) provides that the County Board may set aside 20% of the proceeds remaining after the value of public improve- ments, special asessments and bond issues levied on the property have been paid, for acquisition and maintenance of county parts and recrea- tional areas, and WHEREAS, Otter Tail County has parks and recreational areas which would benefit by such an apportionment, NGv~ THEREFORE, BE IT RESOLVED, that the County Auditor retain 20% of the proceeds from the sale of tax forfeited lands for aa:ruisition and maintenance of parks and recreational areas fran the proceeds available after making the necessary statutory disbursements, said proceeds to be disbursed according to law. Upon motion made by Andy Lindquist, seconded by Sydney Nelson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Ccmnissioners of Otter Tail County l\11.f.nnesota, that The smn of thirty cents (30 ¢) be paid out of the Revenue Fund of the County for every pocket gopher killed in said county during the year 1987 in cases where the townships in which pocket gophers were so killed shall provide for the payment of an additional bounty of forty (40¢) cents for each pocket gopher so killed. RESOLVED further that said payment of such bounty shall be made by the County Auditor upon certificates executed by the Chairrran of the Town Board of said township setting forth that the pocket gophers were duly presented to the Chainnan of such Board and that the town- ship had issued and delivered to each c:l:aimant a town order for seventy cents (70¢) for each pocket gopher so killed. Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Cormnissioners of Otter Tail County Minnesota, that WHEREAS, changing road conditions created by temprature changes, rain snow, traffic, etc., can result in the deterioration and serious damage to roads and highways in otter Tail Colll'lty unless weight restrictions are imposed up:m the vehicles:_ penui tted to operate thereon. NOW, THEREFORE, BE IT RESOLVED, that no persons shall operate any vehicle or canbination of vehicles upon any restricted county road or highway in the County of Otter Tail and State of Minnesota, generally described as follows: otter Tail County State Aid Highways and Otter Tail county Roads, where gross weight on any single axle, as defined in ~innesota Statutes 1945, Sec. 169.87, Sub-division 1, exceeds five tons (10,000 pounds) and the County-Highway Engineer of said County is hereby directed and authorized to determine the need and to erect and maintain appropriate signs plainly indicating the prohibitions and restrictions at each end of thatportion of any highway affected thereby, and these restrictions shall be effective and this prohibition effective upon the erection and maintenance of the appropriate signs. Adopted this 6th day of January, 1987. AGENCY AGREEMENT Motion was made by Hub Nordgren, seconded by Mel O. Olson and unani- mously carried, to approve the agreement with the.State of Minnesota Department of Trarisportation requesting the Ccmnissioner of Transpor- tation act as agent in accepting federal aid on the county's behalf, for road and bridge construction during the year 1987, and the Chairman of the Board and County Auditor were instructed to execute said agree- ment on behalf of Otter Tail County. The County Board conducted the final interview for Solid Waste Officer with Scott Golberg. Art Carow, President of the East Otter Tail County Fair Association, together, with other members of the Board, appeared before the County :soard requesting funds to assist in the construction of a children's barn, and bathroan facilities at the East otter Tail County Fairgrounds in Perham. The representation was referred to the budget corrmittee for recanmendation to the Board at their rreeting of the 5th of February. Ervin Siems, newly appointed county assessor, appeared before the Board relative to the proposed salary for the year 1987., M:)tion was made by Mel O. Olson to grant a 90% of $28,000 assessor salary for a proba- tionary period of six months. The :rrotion was seconded by Sydney Nelson but withdrawn prior to vote. M::>tion was then made by Hub Nordgren, seconded by Andy Lindquist and unanirrously carried, to establish the 1987 salary for the county assessor at $28,000. IDtion was made by Andy Lindquist, seconded by M::!l O. Olson and carried with Sydney Nelson and Hub Nordgren voting "no", to instruct Larry Krohn, County Coordinator, to send a rnerro to all department heads re- questing County Board approval prior to hiring replacements of personnel at tirre of retirement or termination of employment. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- :rrously carried, instructing Couhty Assessor Ervin Siems to notify the school districts when the Board of F,qualization meetings are to be held in their respective areas.
