Chairman Olson opened the meeting at 9: 30 a.m. ~ The County Board __ Mtterviewed the follCMing candidates for Solid Waste Officer for otter Tail County: Steve Ahlschlager Mike Hanan .Motion was made by Bert Hovland, seconded by Andy Lindquist and cariried, withlHub Nordgren abstaining, to approve the minutes of the December 23rd meeting. Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Ccmnissioners of otter Tail County Minnesota, that The following shall be established as the policy for Otter Tail County for reimbursement of out-of-pocket expenses for all county employees: ~.i.leage, 20¢ per mile out of county meal allowance shall not exceed $15. 00 per day, and must be accanpanied by proof of payment Adopted at Fergus Falls, MN this 29th day of December, 1986. BE IT fURTHER RESOLVED, fringe benefits as granted to all other county employees shall be applicable to County Board members, including hospitalization, tenn life insurance, PERA, Deferred Coorpensation where applicable. REIMBURSEMENT NACo & AM: AM: CONVENTION COUNTY AUDITOR SHERIFF SICK LEAVE & VACATION SHERIFF'S SEVERANCE PAY FUND PRE-PAID BILL BULK-MAIL PERMIT OAK VALLEY SPECIAL AID County Board -2 -December 29, 1986 Upon motion made by Andy Lindquist, seconded by Bert Hovland and carried with Sydney Nelson voting "no", the following resolution was adopted: RESOLVED by the Board of County Canmissioners, that When appointed to serve as members of the National Association of Counties Board of Directors, Association of Minnesota Counties Board of Directors, Minnesota Good Roads, and/or State and Federal Ccrnrnittees, expenses incurred in the performance of said duties, shall be paid out of county funds. · Adopted at Fergus Falls, MN this 29th day of December, 1986. Motion was made by Bert Hovland, seconded by ;Andy Lindquist and unani- mously carried, to approve expenses incurred by Sylvia Bergerud, County Auditor, as President of the County Auditor's Association, at the AM: convention in January. MOtion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to correct the docrnnentation of earned vacation and sick leave for Glen Melby as established on December 9, 1983, to 8½ vacation days, 120 sick leave days based on the last year's monthly salary as undersheriff of $1,526.04. Upon motion nade by Hub Nordgren, seconded by Bert Hovland and unani- rnously carried, the following resolution was adopted: RESOLVED by the Board of County Corrmissioners of otter Tail County Minnesota, that \\IHEREAS, under the tenns of the Sheriff's Union Contract for the year 1987, it becomes necessary to establish a fund for the purpose of·providing severence pay for the retiring and/or te:rminating mem- bers of the sheriff's union, and WHEREAS, MN. Stat. 264. 721 requires a minimum fund be established to assure that there will be sufficient funds available to make such severence :payments as required under the severance pay program, -NOW, THEREFORE, BE IT RESOLVED, the sum of $8,000 be deposited into such fund, and BE IT FURTHER RESOLVED, the sum of $8,000 be deposited each and every year until such fund reaches a.·$40,000 level, and BE IT FURTHER RESOLVED, said fund be replenished.at anytime such fund drops below the $8,00Olevel so there is always a rnini.rnurn of $8,000 in the fund. Motion was made,, by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve the prepayment of the following bill to take advantage of discount: Ray's Oil Co., Dalton, MN $251.93 J).btion was made by Andy Lindquist, seconded by Hub Nordgren and unani- rnously carried, to approve payment in the amount of $50.00 to the U.S. Postmaster for bulk-mail for use by the West otter Tail County Extension Service. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- rnously carried, to approve payment in the arrount of $621.90 to Oak Valley Township, representing one-half the cost of installation of a major drainage structure. RFSOWTION EXTENSION SERVICE BUDGEI' RESOWTION DEPARTMENTAL BUDGETS .County Board -3 -December 29, 1986 Upon motion made by Andy Lindquist, seconded by Hub Nordgren and unanimously carried,·-the follaving resolution was adopted: RESOLVED by the Board of County Ccrnmissioners of Otter Tail County Minnesota, that The} sum of $134,899 be set apart fran the General Revenue Fund and appropriated subject tothe order of the Deputy Vice President of the Institute of Agriculture of the University of Minnesota for the support of county extension work in agriculture and hane econanics in Otter Tail County for the year beginning January 1, 1987, in ac- cordance with Chapter 202, Laws 1953 and acts supplementary thereto. IDtion was made by Pert Hovland, seconded by Sydney Nelson and unani- mously carried, to grant a step increase for Ila Samuelson, from Range 3, Step 2, to Range 4,· Step 4, for a monthly increase of $140.00. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- rrously carried, to grant a step increase for Kevin NeM:>o:rg, from Range 6, Step 1 to Range 6, Step 5, with a rronthly increase in salary of $289.00 per month.
