December 23, 1986
Pursuant to adjourrment, the Board of County Commissioners of Otter Tail
county met Tuesday, December 23, 1986, with all members present. Chair-
man Olson opened the meeting at 12:55 p.m.
Motion vJa.s made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the December 16th meeting as
mailed.
Motion ,;..ra.s made by Melo. Olson, seconded by Bert Hovland and unanimously
carried, to appoint Noble Hatling, Fergus Falls, MN to the Otter Tail
county Planning Commission for a three year tenn.
·Jim Perras of Construction-Analysis-r,,'J..anagernent appeared before the Board
and presented the budget update as of December 19, 1986.
Motion ¼BS rnade by Bert Hovland, seconded by Hub Nordgren and unanimously
-carried, to retain the balance of the contract with Klein McCarthy and
Associates lIDtil completion of the project, 4% remaining.
Motion vJa.s made by Hub Nordgren, seconded by Andy Lindquist and darried
with Bert Hovland voting "no", to approve the following change order.
for the justice facility:
All Building Corporation, enclose pipes on jail level $1,411.81
Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously
carried, to approve the following justice facility change orders:

County Board -2 -December 23, 1986
Upon motion made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
WHEREAS County Assessor Gene Davenport has tendered his resignation
effective December 31, 1986, and
WHEREAS intereviews have been conducted with the various applicants
for the position of Otter Tail ColIDty Assessor in ·,response to published
notice,
NOW, THEREFORE, BE IT RESOLVED, Deputy Assessor E:rwin Siems be and is
hereby appointed Otter Tail County Assessor, with a six month proba-
tionary period, canmencing January 1, 1987,
BE IT FURTHER RESOLVED, the following reasons be stipulated in this
resolution for the appointment of said Erwin Siems:
1. Conducted himself well during interview.
2. County policy has been to promote from within the organization
when a qualified individual is available.
3. Has the endorsement of the City of Fergus Falls.
4. Has experience in office management in an assessor's ~££ice.
5. Has been accredited by the State of Minnesota
BE IT FURTHER RESOLVED, above appointment is subject to the written
accreditation required.
BE IT FURTHER RESOLVED, starting salary to be negotiated at the
County Board meeting on the 29th of December.
Adopted this 23rd day of December, 1986.

mously carried to approve payment in the arrount of $96,307 to J:l.'li.nnesota
Counties Insurance Trust, representing the annual premium for Otter Tail
6ounty'·s participation in the Worker'·s Carrpensation Plan for the year
1987.

Cormty Solid Waste Officer:

mously carried, to place all delinquent 1986 mobile home taxes into
judgment, and the following report of the Cormty Board of Otter Tail
county Minnesota of uncollected mobile home taxes for the year 1986
is presented:
December 23, 1986.
BE IT KNOON, that the otter Tail Cormty Board did meet in session on
the 23rd day of December, 1986, that at said session the County Treasurer
of said Cormty delivered to said Board the list of rmcollected mobile~:·1_
hane taxes for the year 1986, together with his certification thereon
as required by law; and that at said session the said Board did duly
consider said list of uncollected taxes, and did cancel such taxes as
they are satisfied cannot be collected. That the following is a cor-
rect list of said uncollected mobile;_ihome taxes in said Cormty for said
year of 1986, as so revised by said Board, and that the Clerk of District
Court is ordered to issue citations thereon·, to-1wit:

carried, to approve the contract with the East Otter Tail Telephone Co.,
for implementation of 911 Telephone System and the Chai:rman of the Board
was authorized to execute agreerrent on behalf of Otter Tail County.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously
carried, to ackna.vledge receipt of a petition fran members of the Elbow
Lake Snowmobile Club praying for re-opening of the Otter Tail County
Snowrrobile Trail, and the County Auditor was instructed to file same.
Motion was made by Sydney Nelson to appropriate the sum of $500.00 to
Otto Township for road construction by the township. 'Ihe motion was
seconded by Andy Lindquist but tabled for infonnation from the County
Engineer. After discussion and review with the County Engineer, motion
was made by Sydney Nelson, seconded by Andy Lindquist and unanirrously
carried, to withdraw the 0riiginal notion.
No:rman Danielson appeared before the Board promoting the establishment
of a Fann Resource Center to be located at the Vo-Tech School in Detroit
rakes, rrodeled after the one in Thief River Falls and Elbow Lake, for
the purpose of assisting troubled farmers to either continue in the
fann occupation or ease the transition to other forms of employment or
training. Chairrran Olson appointed Andy Lindquist and Sydney Nelson
to serve on a corrmittee to explore the request fran the Fann Resource
Center.

mously carried, to approve payment in the anount ofi:$12,309.67 for
professional engineering services in connection with S.P. 56-601-23
and 56-641-06, to Erickson Engineering, Saint Louis Park, MN.

Officer until such time as a perrranent officer can be narred.
