Chairnian Olson opened the meeting at 12:45 p.m. with all members present. Douglas Ackling of Perham appeared before the Board with a proposal on the cost of the remaining furnishings in the building recently pur- chased by the county fran Ackling, stating he ¼Ould accept the amount of $600.00 for five chairs and the counter, $600.00 for a pair of benches and $100. 00 for a standup desk. Motion was made by Bert Hov- land, seconded by Sydney Nelson and unanimously carried, to accept the offer as sul:rnitted and purchase the five chairs, counter, the benches and standup desk at a total cost of $1,300.00. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to approve the minutes of the meeting of November 13, 1986, as mailed. UpOn motion made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, the folla.ving resolution was adopted: RESOLVED by the Board of County Camnissioners of otter Tail County Minnesota, that The sum of $27,000 is hereby authorized to be placed on all the properties on County Ditch #68, on a pro-rated basis as originally assessed to said property owners, over a five year period, at 6% per annum on the unpaid balance. Adopted at Fergus Falls, MN this 25th day of November, 1986. MOtion was made by Bert Hovland, seconded by Melo. Olson and unani- mously carried, to return the bonds and certified checks to the unsuc- cessful bidders. The notion was seconded by Sydney Nelson but failed with Bert Hovland, Andy Lindquist and Mel O. Olson voting "no" •.. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve pre-payment of .the following bills to take advantage of discounts available: Dalton Mobil Oil, Dalton, MN Penrose Oil Co., Parkers Prairie, MN $271.20 250.80 Discount -$22.60 Discount -22.00 Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to approve the following change orders in connection with the jail facility construction: Holm Bros. Plumbing & Heating No. 4 Lagerquist Corp. No. 3 All Building Corp. No. 9 Brandt Electric, Inc. No. 7 Add Deduct Add Add $269.70 469.00 657.91 240.07 IV!Otion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to approve payment in the amount of $396.25 to the City of Fergus Falls· for applying calcium chloride on County Road #124 in Dane Prairie Township. An application for.gambling license at the Pebble Lake Golf Club was presented to the Board with no objections being voiced. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve payment in the amount of $41.00 to Klein- .McCarthy & Co. , for additional professional services in connection with the jail expansion project. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve the plat of Adams Add'n, located in G.L. 2 and 3, Section 26-135-40. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve the preparation of cross section maps, by Reike-Carroll-Mueller at a. cost not to exceed $2,800 at the northeast Otter Tail County landfill. Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to approve-the application of John Beardmore, dba Bi~ Dipper Enterprise, Inc., for solid waste collection and transpor- tation license. J.tm Perras of C-A-M and Rich McCarthy and C-eo:tge Klein of Klein McCarthy appeared before the board presenting the budget update on the justice facility construction. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to deny the change order for an additional cost of $1,043.58 for bond cost for All Building Corp::>ration, in connection with the jail facility construction. Jlbtion "1.vas made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve a change order for exhaust air and srroke detection, for an additional $272.62, for All Building Corporation in connection with the justice facility. Jim Perras called attention to problems with the courthouse elevator and costs for modifying the elevator exit on third floor. After the presentation, notion was made by Bert Hovland, seconded by Andy Lind- quist and unanimously carried, to authorize Klein M:::Carthy to prepare, 1 specifications and make recorrmendations to·the County Board for a new elevator. AERIAL SURVEYS FINAL on S.A.P. 56-601-45 and 56-601- 46 FINAL SAP 56-599-33 FF & E BUDGET JAIL FACILITY ACKLING BUILDING REMODELING 9-1-1 AlJTClv'I.ATIC NUMBER IDENTIFICATION County Board -3 -Novenber 25, 1986 Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- rrously carried, to authorize the preparation of aeriial surveys of , nine sites throughout otter Tail County, at a cost of $2,250.00, by Markhurd Corporation, Minneapolis, MN, for the highway department. UpOn notion made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, the following resolution w--a.s adopted: RESOLVED by the Board of County Catmissioners of otter Tail County Minnesota, that WHEREAS, on December 3, 1985, the County Board accepted the bid of Landwehr Heavy lt>ving, Inc., Box 1086, Saint Cloud, MN, in the anount of $38,688.40 for installing concrete pipe-arch culverts on Deer Creek Township Road #425, and WHEREAS, the above contract has now been completed to the satisfaction of the County Board at a total cost of $38,732.40, an increase of $44.00 due to additional sodding, N<JrJ', THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $3,968.67 payable to Landwehr Heavy MOving, Inc. , in final payment thereof. Upon notion made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, the following resolution \ii.BS adopted: RESOLVED by the Board of County Catmissioners of otter Tail County Minnesota, that WHEREAS, on June 6, 1986, the County Board accepted the bid of Landwehr Heavy Moving, Inc., in the amount of $75,777.50 for installing concrete pipe-arch culverts on Erhards Grove T0\\711.Ship Road #879 over the Pelican River, and WHEREAS, the above contract has nav been completed to the satisfaction of the County Board at a total cost of $73,657.50, a decrease of $2,120.00 due to less sodding than the contract anount, NCM, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $7,642.00 payable to Landwehr Heavylt>ving, Inc., in final payment thereof. Jim Perras of C-A-M discussed with the Board the fixtures, furnishings and equipment budget for the new-jail facility and color schemes for the courtroan facilities. Perras suggested in order to save on sane of the costs, there is a possibility of purchasing either used or surplus equipment as a substantial savings. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, autho- rizing Larry Krohn, John Halvorson and Joe Pelcquin to purchase either used or surplus equi:pnent for the jail facility, with payment at time of purchase. Larry Krohn discussed with the Board, the rerrodeling project in the Ack.ling building in Perham. Upon notion made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners, that WHEREAS, otter Tail County currently has an approved 9-1-1 Telephone E:!lergency Plan utilizing hold and re-ring, and WHEREAS, further developrents have made it possible to utilize ANI (Auto- matic Number Identification} which will eliminate the need for over half of the trunk circuits, and WHEREAS, the new-dispatch center requirements will address future pro- cedures utilizing the calling number info:rmation, Na-J, THEREFORE, BE IT RESOLVED, the County Board does hereby approve modification of the 9-1-1 Emergency Telephone Plan to include Automatic Number Identification as the means of identifying the calling party.
