Jim Perras and Virgil Florhaug of C-A-M, Inc., and Rich McCarthy of Klein McCarthy, appeared before the Board and presented the nonthly up::late on the justice facility construction. Motion was made by Bert Hovland, seconded by Andy Lindquist and unaninously carried, to approve the following change order: Bartley Sales Company, Inc. , Change Order No. 2 , Deduct $2 32. 34 Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve the following four change orders for the justice facility: $1,534.40 Add, 10 yeards corefill 138.00 Add, 3 access panels with cylinder locks 469.00 Deduct, Deleting security panels at elevator 269. 70 .Add, Add radiation, piping, vales & labor heat in soffit area Also.discussed was the '!Win City Testing report on the concrete roof slab in the south alley, used-as a coal storage bunker, and the re- crnmendation that Klein-McCarthy Co. be retained to do an engineering study, at an approximate cost of $3,500. Motion was made by Hub Nord- gren to instruct Klein-McCarthy Co., to design a slab to be poured,. over the existing slab. The motion was seconded by Bert Hovland but withdrawn prior to vote. The fixtures, furnishings and equiprrent budget of $75,000 for the new justice facility was discussed, with recarrmendations being wade by C-A-M to possibly purchase surplus equiµnent at a substantial savings or purchase used equipnent than go out for bids on new equiprrent. oennis Berend, County Engineer, presented a bill in the amount of $15,000 from the Wilkin County Highway De:pa.rtment representing Otter Tail County's portion of the construction costs on a two mile segment of Wilkin County Road #175 lying between Otter Tail and Wilkin County, as approved by the Board on August 21, 1986. Jvbtion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to approve :pa.yment. Dennis Berend, County Engineer, presented the following quotations for installation of water and sewer stubbed into the Vergas garage: Dan Barry Construction Sherman Tank Co. $1,200.00 1,450.00 .M::>tion was rrade by-Sydney Nelson, seconded by Bert Hovland and unani- mously carried, to accept low quotation in the amount of $1,200 from Dan Barry Construction. Also discussed were proposed water and sewer facilities for the Perham, Erhard and Pelican Rapids garages. Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to authorize the County Engineer to advertise for bids to be received for the proposed bridge construction as soon as final approval is received frcm the State of Minnesota. Andy Lindquist, seconded by Bert Hovland and unanimously carried, to·approve the following application for sewage disposal installers license: Geoffrey K. Rund C',eoffrey K. Rnnd Const. Dalton, MN Sharon Bailey of Reike, carrol and Muller, appeared before the Board relative to the Battle Lake landfill, stating the landfill will be ·forrrally closed as of Wednesday, October 29, 1986. Bailey also in- formed the Board the operator at the Northeast Otter Tail Connty Land- fill is currently not certified, bµt no forrral closure date has been set awaiting complete operation of the Perham incinerator. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve proposal in the anount of $3,200 from 'iwin City Testing for routine ground water sampling at Battle Lake Sanitary Landfill for $1,900 and the Northeast Otter Tail Sanitary landfill, for $1,300. Fish and Wildlife Service met with the County Board on October 28, 1986 and infonned said Board that a waterfowl easement had been secured from Mr. and Mrs. Timothy A. Kenyon on l.Dt 1 (also described as ~¾Nt¾), except the south 600 feet of the east 363 feet thereof, in Section 30-135'-37. The petitions calling for repairs on Co1mty Ditches #18 and #56 were again brought before the Board. Commissioner Lindquist stated he would set up meetings for·the people-along said ditches to get input frau all the parties involved before making a decision. Madsen appeared before the Board relative to a tax-forfeited parcel that was assumed by Mr. Madsen to have been repurchased in 1974 with the repurchase never having been cmipleted, and:~ the property again offered in 1986 and purchased by another individual. The county is to be fined and the necessary corrections be made within the next sixty days. Kirohn was instructed to contact O.SHA to see if the deadline for the corrections can be extended. A notice fran the Minnesota Teamsters Union was presented to the Board requesting negotiations for the 1987 County Sheriff's Department. Chainnan Olson appointed Attorney :Mike Kirk, along with Conmissioners Hovland and Lindquist to represent Otter Tail County in the negotiation process. Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to approve payment in the amount of $17,793.75 to the Perham Solid waste Con~ingenC'~ Fund and $21,352.50 to the Fergus Falls solid Waste Contingency Fund. A proposal fran the City of Pelican Rapids and notice of intention to establish Development District Plan, Modification No. 2, for Develop- ment District No.·3 and Tax Increment Financing Plan for Tax Incre- ment Financing District No. 3 were presented to the Board. Motion was· made by Bert Hovland, seconded by Hub Nordgren and unanimously, carried, to offer no opposition to the formation of said Tax Increment District in the City of Pelican Rapids. John Halvorson of the Sheriff'·s Department appeared before the Board relative to additional staffing that will be necessacy in the new justice facility, according to new directives fran the Department of Corrections.
