OF THE ADJCURNED MEEI'IlJG OF THE BOARD OF COUNTY COMMISSIONERS OTI'ER TAIL COUNTY MINNESOI'A Pursuant to.adjournment, ·the Board of County Corrmissioners of otter Tail County met Friday, September 26, 1986. Chairman Olson opened the meeting at 12: 39 p.m., with all members present. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve the minutes of the September 15, 1986 meeting. Motion was made by Sydney Nelson to delete the \\7i3.ll covering on the third floor justice facility which was estimated to cost $3,400.00. The motion was seconded by Andy Lindquist but after discussion failed with Bert Hovland, Mel Olson, Hub Nordgren and Andy Lindquist voting "no". Motion \\7i3.S made by Hub Nordgren, seconded VJ Andy Lindquist and unani- mously carried, to approve the following change orders for the justice facility: All Building Corporation, additional expansion joints to be sawed in to allow for brick expansion $ 881. 45 Brandt Electric, convenience outlets and lighting for maintenance 405.41 Brandt Electric, convert existing LEC fire alann system to a supervised system 5,412.99 Provide electrical boxes for potential future 'K:IS system at clerk of courts station in courtroans, Brandt Electric 300.00 Stan Wieber, representing the Business Assistance Center (BP-.C) appeared before the Board with a request for funds for the BAC for the 1987 bud- get in the amount of $14,000.00. Also speaking was Richard Berge, President of the Fergus Falls Chamber of Ccmnerce. No action. Motion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, to approve payment in the arnount of $8,600 to Geneva Manufac- turing Canpany, Alexandria, MN, for 20 cannisters, subject to approval as to delivery by Malcolm lee. Various solid waste haulers throughout the county appeared before the Board relative to the servicing of the cannisters located throughout the county. Chairrran Olson appointed Hub Nordgren and Bert Hovland to meet.with the Solid Waste Officer and the haulers to set up districts ana established.reccmnendations for cannister locations and pick-up. A letter of resignation £ran E. Eugene Davenport, County Assessor, ad- vising the Board of his intentions to retire as of December 31, 1986 was presented to the Board. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unanimously carried, to accept said letter of resig- nation, with regrets. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to proceed with advertising for the position of otter Tail County Assessor to replace Gene Davenport who is retiring. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, authorizing the Chairman of the Board to execuhe a contract with John R. DuBois for the county's radio and telephone conmunication systems consultant services. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to forgive penalty on late payment of the solid waste user charge for schools, churches, and govenirnental subdivisions. AG INSPECTOR BOWERS BOAT & WATER SAFEI'Y VEHICLE PURCHASE EOAT & WATER SAFEI'Y VEHICLE -ADVERTISE LANDFILL OPERATING AGREEMENTS DRAINFIELD, CSAH #20 R/W ABATEMENTS FORGIVENESS OF PENALTY DENIED ATI'ORNEY REGISTRATION FEE -NELSON County Board -2 -September 26, 1986 Mark Bo.vers, West Otter Tail County Agricultural Inspector, appeared before the Board, relative to ag related concerns, such as mosquito control, roadside mowing, \'."eed spraying, timing and use of spraying equipment, etc. • Chainnan Olson appointed Andy Lindquist to work with Bowers to research roadside mowing and spraying in the county. Joe Peloquin, Sheriff's Department, appeared before the Boa.rd and pre- sented the following quotation for the purchase of a four-wheel drive station wagon type vehicle for use in the Boat & Water Safety program: Wo:rners Auto Sales, Fergus Falls, MN $11,750, with trade Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to authorize advertising.for bids for the purchase of a four-wheel drive vehicle, and appoint Andy Lindquist to assist with the Sheriff's Department and Joe Peloquin in drawing up the specifica- tions. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to authorize the County Attorney's office to negotiate an operating agreement with the Pelican Rapids, Battle lake, Henning, Parkers Prairie, ottertai;l and Deer Creek landfills ·for licensing pur- poses operating·as transfer stations and demolition sites. Mark Gontarek appeared before the Board requesting permission to place a drainfield on CSAH #20 right-of-way. M:>tion was made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to grant approval, for said drainfield. Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, the following applications for hornestead classification and/or reduction of assessed valuation were approved: William & Carol Fleitstra Fergus Falls City Homestead classification Pam & Hal Snellman Girard Township Land overvalued Ernest & Dorothy carlblorn otter Tail 'Township No improvements on lot Daniel & Mary Hanson Elmo Township Midyear homestead Motion was made by Bert Hovland,·seconded by Andy Lindquist and unani- mously carried, to deny forgiveness of penalty on late payment of the solid waste user charge for Village v.est Apartments, City of Fergus Falls. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to deny payment of $87.00 for attorney registration fees for Harlan L. Nelson. HIGHWAY SIGNING PROJECT Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani- BENSEN & ASSOCIATES rnously carried, to approve an engineering agrearent with Bensen and Associates· for hazard elimination safety program for signing of town- ship roads, and the Chainnan of the Board was authorized to execute said agreement on behalf of otter Tail County. CSAH #9 BEYER APPROACH Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to allow Don Beyer, Pelican Township, to move an approach to CSAH #9 for better access. CSAH #6 7, CULVERT CLEANOlJr CEILING TILE Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to clean out seven culverts on the leaf River, on CSAH #67,, in Leaf Lake and Deer Creek Townships, and request financial assistance frorn the Department of Natural Resources in this project. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to purchase ceiling tile for a repair at a cost of $74.40, and approval given for payment at the time of purchase to take advantage of reduced price.
