Pursuant to adjournment, the Board of County Ccrnmissioners of otter
Tail County :Minnesota met Thursday, Ausust 21, 1986. Chairm.:m Olson
called the meeting to order at 1:02 p.m., with all rnanbers present.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve the minutes of the August 11th rneeting·as
mailed. · -
Virgil Florhaug and Jim P~rras of Construction-Analysis-Management
appeared before the board and presented the Budget Update on the
Otter Tail County Justice Facility as of August 19, 1986.
Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to approve a deletion of vinyl wall covering in the
third floor county attorney's offices of the new justice facility for
a deduction of $3,500.00.

mously carried, to approve the folla.ving change orders in connection
with the Justice Facility:

David Barton from the Viking Library System appeared before the Board
with the budget request for 1987 at $121,245, a 4% over the 1986 bud-
get appropriation. No action.

collection and transportation license:

mously carried, to approve the following·Waste Assurance Agreement, and
the Board Chairman and County Auditor were authorized to execute said

Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, authorizing Malcolm Lee, the Solid Waste Officer, to
obtain quotations for the purchase of twenty four yard cannisters
for placement at various locations throughout the county for garbage
·disposal.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to authorize Malcolm Lee, Solid Waste Officer, to
obtain quotations on the servicing and collection of solid waste dis-
posed of in the county's cannisters.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve the hydrogeolical sanpling by '!win City
Testing, through Reike, carol, Muller, engineering finn as follows:

mousiy carried, to call a meeting of the Solid Waste Committee for
Thursday, August 28th.
Malcolm Lee, Solid Waste Officer, presented the following quotations
on a string grass trimmer:

Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to authorize Lee to accept the lowest quotation meeting
specifications.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to excempt the solid waste collection fee fran town
halls.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Coomissioners of Otter Tail County
Minnesota, that
WHEREAS, the County of Wilkin by the Wilkin County Board of COITI!l1issioners
and otter Tail County by the Otter Tail County Board of Coomissioners
desire to grade portions of Wilkin County Road No. 175 that begins at
T.H. 108 and proceeds northerly two miles to the Wilkin County Road
No. 188, and
WHEREAS, the parties hereto deem it expedient that they enter into an
Agreement concerning the engineering, administration and cost of the
grading project,
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the County of Wilkin and
the County of otter Tail hereby agree as follows:
1. The preliminary and construction engineering shall be per-
formed by the Wilkin County Highway Deparbrent, and that
all cost of said engineering be shared equally on a 50-50
basis between Wilkin County and Otter Tail County.
2. 1 The overall Adrninstrator shall be the Wilkin County Engineer.
3. The actual construction shall be done on an hourly basis by
a Contractor that is selected and approved by the Wilkin
county Engineer.
4. All costs of the actual construction shall be shared equally
on a 50-50 basis between Wilkin County and otter Tail County.
Wilkin County shall bill otter Tail County for its costs on
the project. The amount spent by each County shall be approx-
imately $15,000 during the 1986 season.

r-:1:otion was made by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, to authorize the County Engineer to proceed with
the installation of a new culvert on County Ditch #44 in Section 34,
Rush lake Township, and assess the costs for same against the property
owners on said ditch on the basis of the original ditch assessment.
Drawings were presented to the County Board on the proposed re-alignment
of CSAH #9 and #21 in Scambler and Dunn Townships, to facilitate the
creation of Port Pelican. No official action taken.
RuSs Evjen, Assistant County Engineer, appeared before the Board and
presented drawings of the County Garage in Aurdal Township with
a proposed design to accanplish the installation of a maintenance area
for county vehicles, together with additional drawings of a storage
facility for the vehicles that will require housing if the maintenance
area is utilized. Motion was made by P.ndy Lindquist, seconded by
Bert Hovland and unanimously carried,.to appoint Andy Lindquist, Larry
KrOhn and Mel O. Olson to a committee to research said project.
I:Might Hall, Past President of the Minnesota Association of Bee Keepers
appeared before the Board relative to the proposed mosquito control
pilot project, urging caution on behalf of the bee keepers.
:Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to instruct Karry Krohn to purchase a good used pickup
for use at Phelps Mill.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to approve the annual financial statement for otter
Tail County.as suhnitted by the County Auditor, for the year ending
December 31, 1985.
Mike Kirk, County Attorney, discussed \'-.rith the County Board the rental
of space in the county's new building in Perham by the East otter Tail
County Soil & Water Conservation District presently being occupied
by than.
Attorney Kirk presented a warrant in the am::>unt of $22,776.00 from
Becker County for the contingent fund in connection with the refuse
burner in Perham.
Motion was made by Bert Hovland, seconded by Andy Lind:Juist and unani-
rnously carried, to approve the joint po.vers agreement for solid waste
~meration between Ott~ Tail County and Becker County and the
Chainnan of the Board and County Auditor were authorized to execute
said agreanent on behalf of otter Tail County.

devices for East otter Tail Ducks Unlimited Olapter, at the VFW Club
in Perham, and for the Fergus Falls Daybreakers Lions Club at Mable

waiting period.

mously carried, and to. appoint Tan Stringer to complete the unexpired
teitn. The County Auditor was instructed to write a letter of appre-
ciation to Calvin Johanson for his years of diligent service on the
Planning Ccmnission.
