Pursuant to adjournrrent,· the Board of County Corrmissioners of Otter
Tail County met ~lbnday, June 16, 1986. Chaii:rnan Olson opened the
meeting at 9: 30 a.m., with all members present. ·
M::ition was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to approve the minutes of the meeting of June 6, 1986.
Mark Langer of American Information Systems, Qnaha, NE, appeared be-
fore the Board with a derronstration on an optical scan ballot counting
system, system to be on display through the day for the various city
and township officials to view.
Glen J-~elby, County Sheriff, appeared before the Board relative to the
Minnesota Department of Corrections Inspection P.eport of the Jail.
Sheriff ~el.by was instructed to follCM through on sane of the recan-
mended corrections and report back to the Board.
Motion was _made by Melo. Olson, seconded by Andy Lindquist and unani-
mously carried, to accept a payment of $200.00 fran David Arneson to
hold Lots 7 & 8, Block 1, Fast Hills Add'n, offered at the tax for-
feited land sale for a period of ten days.
Motion was 'made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to offer no objection to the Pelican Valley Health
Center's gambling establishment at Dlmvilla, and to request the
Charitable Gambling Control Board waive the 30 day waiting period to
expedite the issuance of the license because of the short tourist
season.
The application of Huntersville Baseball Ass 'n of Menahga, MN, for
permit to establish a gambling installation at the Nite CMl Lounge
was presented to the Board with no objections.
Requests for forgiveness of penalty on late payment of tax by Gary
Ziese and ~'!a.rl( Jensen were presented to the Board and denied, ~n
motion made by Bert Hovland, seconded by Hub Nordgren and carried
unanimously.
Motion was made by Bert Hovland,· seconded by Hub Nordgren and unani-
mously carried, to grant forgiveness of penalty for late payment of
tax by Russell Berg, Lida Township, where an error in description
and valuation in the county offices took place.
The Board, having previously advertised for bids to be received
for grading, aggregate base and bituminous surfacing, under S.A.P.
56-604-04, etc. , proceeded to open bids which were found to be as --

After consideration, motion was made by Bert Hovland, seconded by
Andy Lindquist and unanimously carried, to accept the bid of Mark
sand.& Gravel Co., Fergus Falls, in the amount of $2,029,378.06,
being the lCMest bid.

Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the County of Otter Tail has applied to the Cornnissioner of
Transportation for a grant fran the Minnesota State Trasportation Fund
for the reconstruction of Bridge No. 95359 over the Pelican River, and;
WHEREAS, the application for the grant has been reviewed by the proper
Agencies, and;
WHEREAS, the arrount of the grant has been detennined to be $13,878.00
by reason of.the lowest responsible bid,
NOW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail does
hereby affirm that any cost of the bridge in excess of the grant will
be appropriated from funds available to the County of Otter Tail and
that any grant monies appropriated for the bridge but not required, based
on the final estimate, shall be returned to the Minnesota State Trans-
portation Fund.

Upon motion made by Sydney Nelson, seconded by Andy Lindquist and unani-
nously carried, the following resolution was adopted:

WHEREAS, the County of otter Tail has applied to the Canmissioner of
Transportation for a grant fran the Minnesota State Transportation
Fund for the reconstruction of Bridge No. 91962 over the Otter Tail
River (S.P. 56.,-614:..04), and
WHEREAS, the application for the grant has been reviewed by the proper
agencies, and
WHEREAS, the arrount of the grant has been detennined to be $21,964.60
by reason of the lowest responsible bid,
NW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail does
hereby affirm that any cost of the bridge in excess of the grant will
be appropriated from funds available to the County of Otter Tail,and
th.at any grant mcmies appropriated for the bridge but not required,
based on the final .estimate, shall be returned to the Minnesota State
Transportation Fund.
BE IT ALSO RESOLVED, that all project funds be transferred to the
Agency Account as needed.

:rrbusly carried, to install a new culvert for emergency repair on
County Ditch #21, near CSAH #1, where flooding has caused a wash-out
of the Paul Torgerson driveway.
Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to request the Department of Transportation do a study
for the purpose of limiting the speed on CSAH #41, near Star lake.
At the request of the County Board, Russell Evjen of the Highway De-
partment did a ditch inspection on County Ditch #70 near Lake Sewell
and reported the ditch system is open and working properly, with the
problem of flooding being the excess rains and spring run off
creating the abno:rmally high water level of Lake Sewell.

Douglas Adding, Perham, appeared before the Board relative to the
pro:i;x::,sal of the . purchase of the Adding Building in the City of Perham.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried
with Andy Lincquist and Mel O. Olson voting "no", to offer the sum of
$188,000 representing the building price of $173,000 plus furnishings
and equipment for $15,000.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve the plat of Hoffman lake Acres, located
in Section 23-136-41.

Representatives· of the City of Fergus 'Falls, City of Pelican Rapids
and the City· of Perham appeared before the Board relative to the
proposal by American Information Systems on the optical scan ballot
counting equipment, indicating an interest in said system. Chai:rman
Olson appoi'r'rbed the County Auditor; the County Coordinator and :tepre-
sentati'ves from the Cities of Fergus Falls, Pelican Rapids and Perham
to a corrmittee to study the proposal and report back to the County
Board by July 23, 1986.
Larry Krohn, County Coordinator, discussed with the Board the errors
and allissions coverage. Motion was made by Hub Nordgren, seconded by
Andy Lindquist and unanimously carried, to sul::rnit the arrount of
$7,994.45 to Lloyds of Iondon for extended discovei:y.
M)tion was made by Hub Nordgren, seconded by Bert·Hovland and unani-
mously carried, to approve payment in the arrount of $7,598.00 to
the Association of Minnesota Counties Insurance Trust for the public
officials liability coverage from July 17, 1986 through December 31,
1986.
MOtion was·_made by Hub Nordgren, seconded by Bert Hovland and unani-
rrous1y carried, to approve the attachment of the Otter Tail Lakes
Area Sewer District Board to the county's errors and emissions ; .policy
provided the premium is refunded to the county by the sewer district.
Representatives· of the'City of Fergus Falls appeared before the Board
relative to the contract with Otter Tail County and the refuse burner.
No fonnal action taken.
