Pursuant to adjoUillffient, the Board of Cotn1ty Cornnissioners of Otter Tail
Cotn1ty met Wednesday, May 28, 1986. Chairman Olson called the meeting
to order at 12:50 p.m., with all members present.
. Minutes of the May 15th meeting were approved upon motion made by Pndy
Lindquist, seconded by Berton Hovland and unanimously carried.
Signed joint pow"ers agreements on the solid waste facility from the
counties of C":irant, 'Ibdd and Hubbard were presented to the Board.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the new.paying agency agreement with the
First Bank of Minneapolis on the Otter Tail Cotn1ty Drainage System
Bonds. ·
A request from Eagle Lake 'Ibwnship for assistance in the installation of
a 48" x 30' culvert in the NE¼ of Section 24 was presented to the Board,
indicating approval had been given by the Deparbnent of Natural Resources.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to assist the township in one:...half the cost of instal-
lation of said culvert.
Larry Krohn, County Coordinator, discussed with the Board the county's
errors and anissions coverage and public officials' liability coverage,
and the changes being made by the carriers. Krohn was instructed to
instruct all departments to notify him if there is anything pending
that may be affected.
Krohn inforrred the Board representatives of the M.P.C.A. are going to
. be attending a tour of the Quadrant Plant in Perham on Jtn1e 10th, at
3:00 p.m., with a meeting scheduled for 4:00 p.m ••
A report on the oost of the AcJding Building in the City of Perham
was.presented to the board showing a pay back of 7.128 years, with the
proposed purchase price of $194,000.00.. Motion was made by Bert Hov-
land that Sydney Nelson.meet with I:bug Ackling to determine if there
can be some canprcrnise as to what the Col.ll1ty offered and 'What Ackling's
request is • The motion was seoonded by Andy Lindquist and carried tn1ani-
mously.
In response to the Col.ll1ty Board's request to have solid waste user fee
~ternents nailed by July 1st, Larry Krohn infonned the Board the Da.ta
Processing Department has stated July 1st to be an unreal;ist.ic. date,, , ·
~pos~ng August 1st.

mously carried, to approve the plat of Round Lake Retreat, located in
Section 22-135-39, subject to approval of a variance b"y the Otter Tail
County Board of Adjustment on the construction of the road with a 20'
driving surface rather than the required 24' surface.

mously carried, to approve the preliminary plat of South View, to be
located in Section 1-135-40 and Section 6-135-39.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously
carried to grant an extension o.1E Jl80 days for sul:mission of a final plat
on Putrnan's Estates, in Section 20-137-42.
M:>tion was made by Andy Ll.ndquist, seconded by Bert Hovland and unani-
mously carried, to correct the minutes of the Novanber 22, 1985 meeting
pertaining to R/W Easement on CSAH 9, to CSAH #20, Dunn Township.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to hire two part-time county employees to man the
Henning transfer station.
At 1:50 p.m., Chairman Olson declared a _recess until 1:57 p.m •.
The Board, having previously advertised for bids to be received for
a depleted gravel pit in Section 9-131-39, proceeded to open bids
which were found to be as follows:
Mike Hayman, Saint Cloud, MN $40.00
After consideration, motion was made by Andy Lindquist, seconded by
HUb :Nordgren and unanimously carried, to accept the bid of Mike Hayman,
saint Cloud, MN in the amount of $40.00, being the only bid.
A request for forgiveness of penalty on a late payment of tax by Ed
Wallace in Pine Lake 'Ibwnship, where applicant claim3 a statement was
never received by him for the tax year 1985 and attempts were made to
obtain same. After consideration, motion was made by Sydney Nelson
to approve the refund of penalty paid. The motion was seconded by
Hub :Nordgren but failed with Andy Ll.ndquist, Bert Hovland and Mel
Olson voting "no".

Motion was made by Bert Hovland, seconded by Andy Lina::iuist and unani-
mously carried, to approve a work-study agreement with the Fergus Falls
canmunity College and the Chainran of the Board and the County Auditor
were authorized to execute said agreement on behalf of otter Tail County.
Upon motion made by Andy Lindquist, seconded by Hub :Nordgren and unani-
mously carried, the folla.ving resolution was adopted:
RESOLVED by the Board of County Canmissioners of otter Tail County
Minnesota, that
WHEREAS, on ~larch 25, 1986, the Comity Board accepted the bid of
Worner Auto Sales, Fergus Falls, MN, in the anount of $14,278.98 for
one four-'\l\heel drive, 4-door station wagon, and
WHEREAS, the above vehicle has na.v been delivered to the satisfaction
of the County Board and the County Sheriff,
NCW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the amount of $14,278.98 to Werner's
Auto Sales, Inc. , Fergus Falls, 1-1N, in full payment thereof.
Adopted at Fergus Falls, MN this 28th day of May, 1986.
An application for gambling.license by the Perham Jaycees, Inc., at
the cactus Garden, ·Perham Township, was presented to the Board with
no objections voiced.
Steve Andrews, County.Treasurer, and Larry DJm, of DJrn Investments,
Fergus Falls, l'l!N, appeared before the Board and discussed with the
Board the County's bonding programs and possible refinancing of the
jail facility l:onds. Dorn recormended postponing the refinancing
to see what happens with thenoney market ,~ituation.
Andrews and Dom also discussed investing of the highway bonds with
Alliance capital, backed by U.S. securities, currently paying 10.8%
ccmpounding at 11.3% annually. Charge to the county for the invest-
ment service, etc., by Dom w::mld be 1% per $1,000,000 invested in
groups of $1,000,000 or more.
Steve Andrews discussed the matter of staterrents for the solid waste
disposal charges and penalty charges for late payment. Motion was
:rrade by Bert Hovland, seconded by Andy Lina::iuist and unanimously
carried, to set a penalty. of 5% if not paid by September 15th, with
an additional 5% if not paid by October 10th.
Virgil Florhaug of Construction-Analysis-Management appeared before
the Board and presented the budget update as of May 22, 1986.
A drainage request was presented to the County Boa.rel with a rnotion
made by Hub Nordgren, seconded by Bert Hovland and unanimously carried,
to provide a culvert to be placed on the t<bwnship line between Section
35 of Oak Valley 'Ibwnship and Section 2 of Woodside Township, on the
Alvin Finn property.

At 3: 30 p.m., Olairman Olson declared the meeting closed to the public
for the purpose of discussing union negotiations with the Sheriff's
Department Teamsters Union.
The meeting was opened to the puplic at 3:50 p.m .•
Motion was made by Bert Hovland, secondedby Andy Lindquist and unani-
rnously carried, to voice no objections tothe installation of a gambling
devise at '.Ihe Lanterns,.Rush Lake Township, being placed by the Lions
Club of Dent, and the County Auditor was instructed to write to the
Olaritable Garnbling·control Board requesting the 30 day waiting period
for objections be waived.
Motion was made by Bert Hovland to approve the.follaving requests by
the Sheriff 1·s Department Teamsters Union:
1. C~sation: $50.00 per rnonth ($16.00 health insurance coverage,
Effective 1-1~86 34.00 wages)
2. Martin Luther King's Birthday as paid holiday.
3. Sick leave over 120 days shall be banked.
4. Step increase provision from dispatch to patrol. Effective 1-1-86.
5. Shift differential of $1.00 per shfft for employees working a
majority of hours between 6 p.m. and 6 a.m., effective 1-1-86.

·Ken Rudd, Court Adrninstrator, appeared before the Board relative to
his request for a salary increase, retroactive to January 1, 1986.
After consideration, motion was made by Andy Lindquist, seconded by
Sydney Nelson and unanimously carried, to establish Rudd's 1986
salary _at $34,383.00, retroactive to January 1, 1986
A recanmendation sul:mitted by Larry Krohn, County Coordinator, calling
for two separate service areas, with processing and service :fees
reflected in each independent service area, splitting the joint powers
board, pursuant to M.S. 400.05, allowing the two projects to rnove
ahead independently. Krohn stated in his recommendation" careful con-
sideration needs to be given to the projected solid waste quantities,
the mechanics of the joint powers lx:>ard and the capacity of the solid
waste incinerator (s) :• No fomal action taken.
Paul Perala, representative from the Pitney Bowes Corrpany, appeared
before the Board with a pro:posal for installation of a ne1.v :postage
machine for the courthouse, with various alternatives, to include
electronic automatic scale:and interfaced:r::ostage allocator for
the varwus offices using said rnachine. Additional pro:r::osals from
other carpanies are requested before a decision is made.
Motion was made by Bert Hovland, seconded by Hub 1'brdgren and carried
with Andy Lind:Juist abstaining, to reconmend ·that Andy Lindquist be
appointed as a rnenber of the Solid Waste Advisory Council to the
Solid Waste Management Board.
