.May 8, 1986
Pursuant to adjournment; the Board of County Corrmissioners of Otter Tail
County Minnesota met Thursday afternoon, May 8, 1986 with all members
present~ Chainran Olson opened the meeting at 12:45 p.m.
Motion.was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously" carried, . to approve the minutes of the April 29th meeting. . . . ' -
Motion was made by Andy Lindquist, seoonded by Hub Nordgren and oarriied,
w.iith Berb Hovland abstaining, to allow Bert Hovland to attend the NACo
Convention in las Vegas, paying ·expenses, as Chairrrian of the Insurance
camri.ttee of the Af.C.
Motion was made by Andy Lind:;Iuist, seconded by Hub Nordgren and unani-
mously carried, to pay 50% of the materials and 50% _of the cost of in-
stallation, for a total cost of approximately $733.63 for culvert
placement in Ol'.Well 'Ibwnship. ·
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to participate in the cost of a Rush Lake Township
bridge project, subject to a written request specifying details and
requesting the county's participation at 50% of t.otal cost.
The Board discussed a safety factor with the baseball diarrond's loca-
tion and the proximity to the county road1 in·eorL:Lss .Td>wnshiip,, with no
action taken.
The Board, having previously advertised for bids to be received for
roa.dside mowing, proceeded to open bids 'Which were found to be as fol-
lows:

mously carried,· directing Larry Krohn, County Coordinator, to draft a
latter to the Public Utilities Ccmnission urging Northwestern Bell
Telephone Company replace or repair the switch system, as it is in the
best interests of the county to proceed with the proposed changes.
The date of May 29, 1986, at 7: 00 p .m. , was set for a meeting to be
held in the Government Services Building, Fergus Falls, for the purpose
of discussion on environmental and land use regulations, to 'Which the
Department of Natural Resources, the County Health Departrrent, the
County Board of Adjust:rrent, the otter Tail County Planning Corrmission,
the County Attorney's staff, the Departrrent of Land & Resource .Manage-
ment and the local area legislators have been invited to attend.
At 2: 05 p.m. , the meeting was closed until 2: 35 p.m. , to discuss
legal matters pending against otter Tail County, with the County
Attorney Mike Kirk.
Virgil Florhaug and Jarres L. Perras of C-A-M and Rich McCarthy of
Klein-McCarthy & Co., appeared before the Board-to discuss Phase I
Jail Expansion. A report was presented, as directed by the Board
at its May 1st meeting on ways to reduce the jail expansion budget
increase of $370,000 to $250,000. Motion was made by Bert Hovland,
seconded by Andy Lindquist and unaninously carried, to proceed with
the Phase I Jail Expansion plans with the understanding that C-A-M
and Klein-McCarthy, Architects, continue to look for additional ways
to decrease the budget increase down to $250,000, and also that Rich
McCarthy, architect, come back to the Board with an analysis of of
his fees and 'Where he can make cuts or absorb some cost in fairness
to all parties involved.

rrously carried, to approve the following change orders on the jail
construction:

County Board -3 -May 8, 1986
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani-
oously carried, the following resolution was adopted:
RESOLVED by theBoard of County Commissioners of Otter Tail County
Minnesota, that ·
WHEREAS, on April 9, 1985, the County Board accepted the bid of
Buffalo Bituminous, Inc. , Box 337, Buffalo, MN, in the. 1anount of
$1, 713.412.24 for bituminous overlay on CSAH #8, etc., and
WHEREAS, the above contract has now been completed to the satisfaction
of the Co1IDty Board at a total cost of $1,904,574.59, an increase 0f
$191,162.35 due to added 'WOrk under Change Orders and $10,200 in
liquidated damages,
NOW, 'IHEREFORE, BE IT RESOLVED, the Co1IDty Auditor is hereby authorized
and directed to issue a warrant in the anount of $97,549.66 payable
to Buffalo Bituminous, Inc., as final payment for this 'WOrk.

tax by William T. Wesson, Cedar Park Club, Dane Prairie 'Ibwnship in

mously carried, to adopted the following resolution:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the County of otter Tail has more than 60 licensed Amateur
Radio operators who have demonstrated their value in public assistance
by providing emergency radio corrmunications; and
WHEREAS, these Amateur Radio operators donate these services free of
charge to the County, in the interest of the citizens of the County
as well as the world; and
WHEREAS, these Amateur Radio operators are on alert for any emergency,
local or 'WOrld-wide, and practice their comnunication skills during
the American Radio Relay League, Inc., Field Day exercise; and
WHEREAS, this year's Amateur Radio Field Day will take place on June
28-29, 1986, at the Westridge Mall in Fergus Falls, MN, and is open
for the Public to see Amateur Radio in operation;
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Ccmnissioners
hereby declare the week of J1IDe 23-29 of 1986, as AMATEUR RADIO WEEK,
in recognition of this important emergency preparedness exercise,
and.call upon all citizens to pay appropriate tribute to the Amateur
Radio operators of our County.
Adopted at Fergus Falls, MN this 8th day of May, 1986.
Kenneth Bell, Edna 'lbwnship, appeared before the Board regarding
getting horrestead classification back. Gene Davenport, County Assessor,
was instructed to check the situation and a decision made on May 15th.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve the application of Charles Hayes for permit
to sell non-intoxicating malt li<qUOr at Bay View Shores, Scambler
TOwnship.

Motion was made by Bert Hovland, seoonded by Andy Lindquist and oain:.ried,
m,thJHub-Nordgren, Noting "~10'.', to :set July 1, 1986 as the goal for
getting the solid waste user fee billing done.
Joe Peloquin of the County Sheriff's Depart:rrent presented a report on
the oormty's radio a:Juiprrent and the possible use of sane space on
the KJJK Radio Station Tower. Further discussion was tabled llltil
the May 15th meeting at wh1ch time Pelcquin is to rer:ort back on the
fee that v..0uld be charged for an engineering study, and if possible
to get someone to report at the board meeting that the improvement
v..0uld be feasible and that they would v..0rk satisfactorily. No official
action taken.
A request for increase in fees and charges by the First Bank of
Minneapolis for handling the Otter Tail-Wilkin Drainage System Bonds
was presented to the Board. Attorney Mike Kirk was instructed to
review the request and _report,back to the Board at the May 15th meeting.
With no further business, at 3:35 p.m., notion was made by Bert Hovland,
seoonded by Sydney Nelson and rmanirrously carried, to adjourn the
meeting until 9:30 a.m.; Thursday, May 15, 1986 •
