Skywam License extension Sewage System Instal- ler's License ~iINUTES OF THE AnJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS orI'ER TAIL COUNTY MINNEsarA fJ1.arch 25, 1986 Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Tuesday, :March 25, 1986, with all members present. Chairman Olson q::iened the meeting at 1:38 p.m •• Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to approve the minutes of the March 11th meeting, as submitted. Sandra DuMez of Construction-Analysis-:-fvTanagerrent, appeared before the board and presented the Budget Update as of March 20, 1986, on the jail facility construction.· Virgil Florhaug of C-.A-M, presented revisions of the Otter Tail County jail construction plans, and Rich r1cCarthy of Klein-McCarthy & Co. , presented the architectural changes-and estimated costs.,1 John Halvorson of the Jail Study Crnrnttee was requested to present the proposed changes to the Jail Study Comni ttee, with recamrendations to be returned to the County Board at their meeting on April 4, 1986. Upon motion made by Bert Hovland, seconded by Andy Lindquist and car- ried with Sydney Nelson and Hub Nordgren voting "no 11 , the:_ ,following resolution was adopted: RESOLVED. by theBoard of County Corrmissioners of otter Tail County Minnesota, that v-JHERFAS, in accordance with a Procedural Agreement between the ~inne- sota Department of Natural Resources and the u. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Com- missioners for aCXJUisition of lands by the u. s. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U.S. Fish and Wildlife Service met with the County Board on March 25, 1986 and informed said Board that a purchase agreement had been secured from Mr. and Mrs. A. Charles Burmeister on IDt 3, Secticim 5-136-44, NOW, THEREFORE, BE IT RESOLVED, The County Board does hereby grant approval of the above purchase acquisition by the U.S. Fish and Wild- life Service. Keith L . .McKay, of the Amateur Radio Relay League, appeared before the Board and presented a_certificate of merit to the otteITT Ta!il.County: Board in recognition of outstanding service to Amateur Radio, for the county's :participation in 11Skywam11 • l\'btion was made by Hub Nordgren, seconded by Bert Hovland and unani- rrously carried, to extend the expiration date on all on-sale liquor,dance, on-sale wine and non-intoxicating malt liquor licenses until June 30th, upon the provision all bonds and insurance coverage is in effect until the expiration date of June 30th, and the County Auditor was instructed to info:rrn all license holders to that effect. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to continue the fraud investigator position on a per- manent basis, carrmencing l"iarch 1, 1986. Motion was ma.de by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, to accept the recx::mr~iendation of the Personnel Committee granting authority to the department head, with approval by Larry Krohn, County Coordinator, and the Chainnan of the Board, for a mid-point starting salary. ]11'.otion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to table action on the request by Dennis Berend for a salary increase for Gerald Frederick, until the Comparable Worth Study has been canpleted to detennine position pay, If sbu<i:lyi11deter- mines the additional canpensation is justified, said increase will be retroactive to April 1, 1986. ·, Lynn Burns of Corporate Risk r-1anagers appeared before the Board and informed said Board April 1st is conb;:'act renewal time for the insur- ance consultant contract with Otter Tail County stating there has been an increase of 5% over the 1985 contract. Motion was made by Hub Nord- gren, seconded by Bert Hovland and unanimously carried, to approve the 1986 contract in the amount of $6,285.00. The County Board, having previously advertised for bids to be received for purchase of a four-wheel drive v.-ragon, proceeded to open bids which were found to be as follows, for use by the Sheriff's Departrrlent: Worner Auto Sales, Fergus Falls, MN $14,278.98 Minnesota l".otor Corrpany, Fergus Falls, MN 14,448.68 After consideration, rrotion was made by Andy Lindquist, seconded by Sydney Nelson and unanimously carried, to accept the bid of Worner Auto Sales, Fergus Falls, MN, in the arrount of $14,278.98, being the lowest bid. · Mr. and Mrs. John Baker of Folden Township appeared before the Board relative to a township road problem. The Bakers were inforrred the County Board has no jurisdiction over the townships in road disputes, and the Bakers were encouraged to seek sane resolve with the Town Board. Motion was rrade by Hub Nordgren, seconded by Andy Lindquist and unani- mously carried, to approve an abatement on property in Sverdrup 'Ibwnship inthe narre of Terry &.John Boldingh, for reduction of assessed valua- tion for the tax years 1984 and 1985, due to error in total acreage valuation. County Ditch #12 Resolution Registration Fee on Tax Exerrpt Vehicles Infonnation Pursuit Workshop Forgiveness of Penalty Marquardt Forgiveness of penalty Kershner County Board -3 -:March 25, 1986 Motion was nade by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to approve an abatement involving County Ditch #12 in Erhards Grove·, Pelican and Lida Townships, in which the properties in Pelican Township were assessed the entire cost of the ditch repairs during the years 1984 and 1985, resulting in refunds of overpayment by the property owners of Peliban Tovmship in the amount of $4,074.31 which is to be refunded, and the proper assessments placed on the properties along County Ditch #12 in Erhards Grove and Lida Townships. Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Comnissioners of otter Tail County Minnesota, that WHE..."REAS, JIIIN Statutes 19 8 4 , SEction 16 8 • 012 has been admended by adding sul:>d. le (under Chapter 291, Laws of MN for 1985) which_ requires a registration fee on tax exempt vehicles, and \<JHEREAS, this legislation is redundant in that it is credited to the highway user tax distribution fund where 29% is reapportioned to counties, and WHEREAS, this legislation is a unilateral decision with no input from the government subdivision which is adversely affects and is another fonn of arbitrary taxation to local governmental units, NOW, THEPEFORE, BE IT RESOLVED, that Otter Tail County is strongly opposed to this requirement and supports repealing of this subdivision during the 1987 legislative session, and BE IT FURTHER RESOLVED, that ropies of this resolution be sent to (',0vernor Rudy Perpich, Otter Tail County's representatives in the Legislature, the Association of Minnesota Counties, Minnesota Asso- ciation of County Officials, the League of Minnesota Cities. Adopted at Fergus Falls, MN this 25th day of H:1rch, 1986. Motion was nade by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to authorize three persons, at a cost of $35.00 each, to. attend the-"Inforrnation Pursuit" workshop to be held in Fergus Falls on May 7th, with payment in advance. Motion v.ias made by Sydney Nelson, seronded by Hub Nordgren and unani- mously carried, to grant forgiveness of penalty on late payment of tax by Jody .Marquardt, Candor Township, where the property tax was split into two tax statements due to mid-year horrestead tax credit, with only one statement having been received, the balance becoming delin- quent and unknown to the taxpayer. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to accept payment in the net amount on a tax delin- quency of :l-brrison Kershner, check in payment of said tax having been hand delivered to the Treasurer's office on October 15, 1985, and mis- laid. Forgiveness of penalty The Warren & Clarice Rud request for forgiveness of penalty on late denied, Rud payment of tax·was again presented to the Board for additional ron- sideration, no further action taken.
