MINUTES OF THE ADJOUP-NED MEETING OF THE IDA..'RD OF (X)UNTY COMMISSIONERS arrER TAIL COUNTY MINNESOTA March 11, 1986 Pursuant to adjournment, the Board of County Corrmissioners of Otter Tail County met Tuesday, ~'larch 11, 1986, with all members present. Chai:rman Olson opened the meeting at 9: 30 a.m.. t-Dtion was made cy Bert Hovland, seconded by Andy Lindquist and unanimously carried, to approve the minutes of the March 4th meeting. Representatives of various on-sale liquor establisrurents, with Dave Cushrnann and Dennis Dahl as spokesmen, appeared before the Board with a request that the County Board reduce the annual liquor license fee and declare a moratorium on issuance of liquor licenses to new esta- blishrrents in the County. No formal action taken with the matter tabled until March 25th. Dennis Berend, County Engineer, appeared before the Board with the re- quest to accept the alternate bid for an additional $4,670 to include an automatic transmission on the bituminous distributor truck recently approved for purchase. M'.:)tion was made by Bert Hovland, seconded by Andy Lincquist and unanirrously carried, to buy the standard trans- mission truck on the low bid of Womer bid. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to grant approval, retroactive to January 1, 1986, on the Russ Evjen sala:ry increase. Engineer Berend rep::,rted to the County Board the additional: cost, >to raise the bridge over Star Lake the additional one and a half feet, to be approximately $15,000. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve township aid in the amolil1t of $500.00 to Corliss Township for additional costs of construction of a township road through a swamp/area. t-Dtion was made by Bert Hovland, seconded by Hub Nordgren and unani- mously carried, to approve paym2nt of tuition fee at $100.00 per person for three Otter Tail Colil1ty employees'attendance at Super- visory Training Course conducted by the Fergus Falls Conmunity College at the Otter Tail Power Corrpany carmunity rooms. Motion was made by Bert Hovland, seconded by Andy Lindquist and lil1ani- nolisly carried, to approve the application of Lawrence Purdon for non-intoxicating malt liquor license, for Lakeway Colf Course, 'Ibrden- skjold Trn,mship. Motion was made by Hub Nordgren, seconded by Andy Lindquist and lil'la!li- mously carried, to approve payment in the amount of $112.31 for re- upholstering a chair in the judges chamber. Upon notion made by Hub Nordgren, seoonded by Bert Hovland and unani- mously carried, the folloong resolution was adopted: l"lliEREAS legislation has been introduced calling for massive shift of resources away from greater Minnesota back to the metropolitan area, and WHEREAS such legislation 'WOuld have a devastating effect on Otter Tail County and Otter Tail County taxpayers, NOW, THEREFORE, BE IT RESOLVED, The Otter Tail County Board does hereby urge re-consideration of the local government aids program and re- instate aids to out-state COlil1ties, thus not benefiting the metrop::,li- tan colil1ties at the expense of the out-state counties. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to approve the application of John Koep, Jr., for county on-sale wine license, and non-intoxicating malt liquor license for The Peak Supper Club, Leaf M:Juntain 'Ibwnship. Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the continuation of the program for peacetime registration for the Selective Service System contributes to national readiness by reducing the time required for a full defense mobilization; and WHEREAS, over one million United States citizens have sacrificed their lives to protect the rights and freedorrs of all Arrericarsand registration for Selective Service is an integral part of current preparedness to preserve these rights and freedoms in the future; and WHEREAS, more than 96 percent of potential registrants have registered with the Selective Service System since the resurrption of registration and by so registering have enhanced United States national defense pre- paredness; and WHEREAS, the Selective Service System has beentasked with assisting in the process of improving our readiness by calling upon eighteen year old male citizens to comply with the law by simply registering their name, address, date of birth and social security number at the Post Office within thirty days of their eighteenth birthday; NO-v, THEREFORE, BE IT RESOLVED that the Otter Tail County Board does hereby support continuation of registration with Selective Service and does hereby declare April, 1986, as REGISTRATION AWARENESS MONTH Adopted at Fergus Falls, MN this 11th day of March, 1986. Upon notion made by Sydney Nelson, seconded by Hub Nordgren and unani- mousiy carried, the following resolution was adopted: RESOLVED by the Board of County Canmissioners of Otter Tail County 111'..innesota , that WHEREAS application has been ma.de by the County Auditor of Otter Tail County for the cancellation of the certificate of forfeiture on the following described property: Pt. NW¼, Beg. 433' N & 33' E of SW cor. N 1510.95', SE on highway 739.73' S 157.4', W 280.29', S 1104.58' W to beg., ex. W 333' of N 300' of S 1469.2' of NW¼, Section 8-135-37, said property having been erroneously included in the forfeiture of October 21st, 1983, NGv, THEREFORE, BE IT RESOLVED, The County Board doe$ hereby approve said application and recorrmends that the same be granted. Resolution Tax Forfeited Land Sale Conditional Use Pennits Solid ivaste Carrier Bids landfill closing Reduction of Market Value Drainage Problems CSAH #1 & #2 I County Board -3 -March 11, 1986 Upon motion made by Hub Nordgren, seconded by Andy Lindquist and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that Pursuant to Minn. Stat. 282. it is hereby resolved the sale of Otter Tail County tax forfeited land shall be set for 9:30 a.m., Thursday, June 12, 1986 in the corrmunity services room of the Government Services Building, Fergus Falls, MN, tracts to be sold under the following con- ditions: Fa.ch and every tract sold shall be on a cash basis. In addition to the purchase price of the land, the County 11.uditor shall charge and collect in full, an amount equal to three percent (3%) of the total sale price of the land, amount so collected by the Auditor to be deposited in the State Treasury and credited tothe Tax Forfeited Land Account, 1969 Minn. Stat. 284.28, Subdiv. 6. Title to the land to be offered for sale is not guaranteed, either by Otter Tail County or the State of Minnesota. 'When payment of the purchase price has been made, the purchaser will receive from the State of Minnesota a quit claim deed to the property for which the Auditor is required by law to collect and remit to the State a fee of $10.00, plus an additional fee of $10.00 for recording said deed. All mineral rights are reserved by the State of :Minnesota, and sale is subject to existing easements. The County Board reserves the right to reject any or all bids and withdraw any parcel listed before or during the sale. Trucking, in the arrount of $.785 for hauling and $11.95 hour :maintenance & repair, subject to execution of a contract between Otter Tail County, Becker County and S.T.S. Trucking. The cost of closing the various solid waste landfills located through- out. the county was discussed. No action taken. M:::>tion was made by Sydney Nelson, seconded by Bert Hovland and unani- mously carried, to approve a settlerrent of 5% reduction of mc1rket value on the Coionial Village Inn in the City of Fergus Falls. The County Board discussed drainage and errosion problems at the intersection of CSAH #1 and CS.AH #2 in Buse 'lbwnship. No fonnal action taken. Members of the crew of the State Auditor's Office assigned to audit the 1:x:x:>ks of otter Tail County, together with representatives of the Data Processing Department, ·Treasurer's Office, Assessor's Office and the County Auditor''s Office, appeared before the Board relative to a recommendation by the State Auditor's office that the computer analyst from the State Auditor's office review the county's software for the purpose of expediting the_ issuance of tax statements and settlements. No fonnal action taken.
