Pursuant to adjournment, the Board of County Corrmissioners met Friday
February 21, 1986, Bert Ibvland absent to attend an insurance trust
meeting. Chainnan Olson opened the meeting at 12:47 p.m ••
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to approve the minutes of the meeting of February 13th,
as sul:mitted.
1 Virgil Florhaug, C-A-M, appeared before the Board and reported on the
jaillconstruction progress to date, suhnitting the budget update as of
February 20. John Halvorson of the Sheriff's Deparbrent discussed
r:otential jail residency and staffing.
Ken Becker, Fast Otter Tail County Agricultural Inspector, appeared be-
fore the Board and presented his annual report for 1985. !-btion was
made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried,
to approve said'report and the-Chairrran of the Board ·was authorized to
sign Off behalf of Otter.Tail County.

mously carried, to approve payment in the amount of $1,213.07 to Klein

mously carried, the following resolution was adopted:
P-ESOLVED By the Board of County Commissioners of Otter Tail County, that
WHEREAS, on September 6, 1985, the County Board accepted the bid of
Crescent Equiprrent Co., Inc., Crescent, GA, in the amount of $40,000
for delivery of a refuse trailer for use in solid waste disposal, and
WHEREAS delivery has been made to the satisfaction,of the County Board,
N0:"7 THEREFORE BE IT RESOLVED, the County Auditor is hereby instructed
to issue a warrant in the amount of $40,000 to Crescent Equipment, Inc.,
Crescent, GA, in full payment thereof.

mously carried, to deny the request of Henry & Jean Alberts for forgiveness
of penalty on a late payment of tax in the City of New York Mills.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mous1y carried, to grant forgiveness of penalty on late payment of tax
for Dennis M. & Patricia A. Rettke, Parkers Prairie Township, where a
refund was nade on an ove:rpayment of tax, with a tax still owing, later
to receive a delinquent tax staterrent.

mously carried, to grant forgiveness of penalty on late payment of tax
by Michael & Nancy Berry, where a payrrent was posted on the wrong tax
parcel, refund made due to overpayment, when the tax was indeed not
paid and a delinquent staterrent forwarded after the error was discovered.

mously carried, to deny forgiveness of penalty on a late payment of tax
on Warren & Clarice Rud in Dane Prairie Township.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness of penalty on a late payment of tax
by the Vergas State Bank on behalf of Alfred Kading, Vergas, MN
Solid Waste Ordinance At 2:00 p.m., Chainran Olson 6.epenedd the hearing on the amendrrent to
Hearing the Solid Waste Ordinance. After listening to the various interested
parties, Chainnan Olson declared the hearing closed at 2:23 p.m ••
Service Charges
Garbage Burner
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, to adopt" the following statement for service charges
for the garbage burner:
The anount of charge per unit was set by having a budgeted amount of
money that must be collected from a given number of home and business
units. We first counted the number of heme units (residential & fann.)
Second, we counted the amount of cabin units and started by estimating
that a seasonal cabin WJuld generate al:out 40% the year garbage as a
heme unit. After more study and infonnation from sorre professional haul-
ers, the seasonal cabin percentage to a home unit was changed to 60% of
a home.
~ :first estimate of comparison of a trobile residential home unit was
80% of a horre unit. Information gathered from professional garbage hau-
lers also changed our first estimate to having the same unit value used
on a residential nobile horre as a regular horre unit.
On business charges, we knew we had to make our classes as they might
compare to a single heme unit. After many informational rreetings, we
set a small business to be 120% of a single hane unit, a rredium business
at 160%, large business at 240%, and extra-large business at 500%.
We became concerned for our resort areas. We knew that sorre cabins are
not rented sorre of the weeks during a three nonth season. To cope with
that we set each rental cabin at 20% of a horre unit and every improved
rental site (one with water, sewer and electrical hook-ups) at 10% of
a home unit.
fl.'lotels will be charged by the rental rooms rented at a 10% of a horre
unit base.
To be reviewed after one year's experience for possible revisions.

Motion ·was made by Hub Nordgren, seconded by Sydney Nelson and unani-
rrously carried, to table action on the arnendrrents to the Solid Waste
Ordinance until l\"l..arch 4th.
:Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
rrously carried, to accept a petition from the otter Tail Lakes Property
Owners Association calling for upgrading of County Road #1 west of
State Highway #78, and the county auditor was instructed to file same.
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
rrously carried, to retain the firm of Public Financial Systems, Inc.,
as bond consultant for the sale of state aid bonds for the county
road construction plan.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
rrously carried, to authorize the maximum available under state aid
construction bonds, of $7,736,000, for the sale of bonds.
MJtion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
rrously carried, to authorize all funds received through interest earned
on the State Aid Highway Bonds, be deposited in the Road & Bridge Fund
account for road & bridge construction.
County Engineer,iDennis Berend presented various alternate plans for the
construction of a bridge over Star Lake oh CSAH #41 for consideration
by the Board. Motion was rnade by Hub Nordgren to accept Alternate #1
a 3-span timber panel bridge 58 ft. long at an estirrated cost of
$88,000. The rrotion was seconded by Andy Lindquist but withdrawn
prior to a vote. MJtion. was then made by Andy Lindquist, seconded by
Sydney Nelson and unanirrously carried, instructing the County Engineer
to write to the Star Lake Property Owners Association and the Star Lake
Town Board for input ancy,•information as to clearance r~sted in said
bridge and the' use of tavmship road for detour purposes ·cturing con-
struction.·
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, authorizing Engineer Berend to hire the Erickson
Engineering finn for the design on the widening of the bridge on C.~#1
at Pleasure Park.
Engineer Berend presented a request from the Otter Tail County Historical
Society for the erection of four directional signs for the museum.
.Motion was made by Sydney Nelson, seconded by Andy Lindquist and carried
with Mel O. Olson voting "no", to furnish and install the requested
signs at a total estimated cost of $100.00.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
rrously carried, to approve payment inthe arrount of $42,285.44 to Bur-
lington-Northern for crossing signals at the Perham Industrial Park
to serve the refuse burner.

rrously carried, to authorize advertising for bids to be received until
2 ''00 p.m., Tuesday, April 29, 1986, for replacement of a deficient
bridge, under S.P. 56-614-04.

rrously carried, approve the purchase and pre-payment of two specification
boOks at a total cost of $38.00 from the A.A.S.H.T.O., on georretric
design of highways and streets and guide for selecting, locating and
designing traffic rarriers.

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unani-
rrously carried, the followinig. resolution was adopted:
RESOLVED by the Board of County Commissioners of otter Tail County
Minnesota, that,
WHEREAS, otter Tail County, to ccxrply with the State of Minnesota
Action Plan, did hold a public meeting on February 13, 1986, to con-
sider a long range bridge and highway construction plan, and
WHEREAS, the adoption of a future bridge and highway construction plan
in accordance with the Minnesota Action Plan is required,
NOW, THEREFORE, BE IT RESOLVED, _that the "1986 otter Tail County Bridge
and Highway Construction Plan" dated February 13, 1986, as prepared by
the County Highway Engineer, is the 1986 long range Bridge and Highway
Construction Plan for otter Tail County.
BE IT FURTHER RESOLVED, that the proposed construction date on any
project can be changed to accamcxiate the available funding and con-
struction requirements.
Adopted this 21st day of February, 1986.

nously carried, to approve the abatement requesting cancelation of the
1985 tax on a rrobile home that had been rerroved in 1984 and placed on
as real estate for the tax of 1985, resulting in a double assessment,
forrrerly in the name of Kirk Sjolie, Fergus Falls Township.
Upon motion made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Cormnissioners of otter Tail County
.Minnesota, that
WHEREAS, legislation has been introduced relating to civil actions,
setting conditions of local government and state liability in certain
actions; providing exclusions from liability; setting procedural and
:;-egulatory requirements; limiting indemnification; defining other con-
ditions of liability, and
WHEREAS the Otter Tail County Board has reviewed said legislation,
NOW, THEREFORE, BE IT RESOLVED, the Board of County Cormnissioners of
otter Tail County does hereby support said legislation and urges said
bill'·? passa,ge, and
BE IT FURI'HER RESOLVED copies of this resolution be mailed to all
the legislators representing Otter Tail County, the Association of
Minnesota Counties, and the C'-0vernor_of the great State of Minnesota.
