Chainrian Olson opened the meeting at 9 :30 a.m •• M::>tion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to approve the minutes of the meeting of Februa:ry 7th, 1986. Upon motion made by Hub Nordgren,: seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: PESOLVED by the Board of County Commissioners of Otter Tail County ~..innesota, that WHEREAS, the continued depressed fanri econOillf is placing substantial stress on rural families, fann emterprise and local conmunities, and WHEREAS, there is a need to mobilize available public and private re- sources to address the specific problems of individuals, families and businesses who are adversely affected by the depressed econan.ic con- ditions, and WHEREAS, area public and private organizations are atterrpting to better inform and assist those adversely affected beginning with an infonna- tional workshop on March 3, 1986 called "caring and Sharing -Keeping the Rural.Family and Business Intact" at the Fergus Falls Corrmunity College, NCl'J, THEREFDRE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners declare the week of March 2 thru 8, 1986 as "Caring and Sharing Week, " and BE IT FURI'HER RESOLVED, the County Board supports the March 3 infonna- tional workshop and urges all County residents and businesses to avail themselves of this opportunity to becorre better infonned of the assis- tance which is available to individuals, families, farm and urban bus- inesses. Adopted at Fergus Falls, MN this 13th day of Feb'.nuary, 1986. Motion was made by Sydney Nelson, seconded by Bert Hovland and unani- mously carried, approving an abatement removing the 1985 tax from a mobile home in the name of Francis Silbernagel, located in Dead Lake ToWnship, said mobile hone having been moved out of Dead Lake 'Ibwnship in 1984. Forgiveness of penalty Motion was made by Andy Lindquist, seronded by Sydney Nelson and unani- denial, Travel Host mously carried, to deny the application of .Tohn Klinkhammer dba Travel Host Jvbtel of Fergus Falls, for forgiveness of penalty on late payment of the 1984 and 1985 tax. Forgiveness of penalty Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously Matson carried, to approve forgiveness of :penalty and interest on a late payment of tax t,,.Jhere when the tax payment was submitted for the 1985 tax an excess check was IP.ailed tot.he taxpayer, \vhic.ri should have been retained to cover tax on an additional parcel of property, on property rnvned by Rhoda Matson in Ward I, Fergus Falls. Forgiveness of penalty A request for forgiveness of penalty request by Hen:ry & Jean Alberts on Alberts, tabled property taxes in the City of New York Mills where the property transfer was made in October of 1984 too late for tax statements for 1985. Motion was made by Bert Hovland, seconded by Andy Lindquist to deny,,N •. but was withdrawn before vote. M:Jtion was then made by Hub Nord9I"en, seconded by Sydney Nelson and carried to table until the meeting of the 21st for additional information. Change Order #6 Burlington Northern Crossing, Perham Krohn, Legislation State Aid Bonding · Salary Increase Russ Evjen Road & Bridge Hearing Adjournrrent County Board -2 -February 13, 1986 The Board, havirig previously advertised for bids to be received for four police nodel vehicled to be used by the Sheriff's Department, proceeded to open bids which were found to be as follows: Bob Moore Ford, Fergus Falls, MN $45,78~.60 Fergus Motors, Fergus Falls, MN 44,780.00 Hilgren Ford, Parkers Prairie, MN 48,900.00 After consideration and review by the County Sheriff, rrotion was made by Sydney Nelson, seconded by Andy Lindquist and unanirrously carried, to accept the bid of Fergus Motors, Fergus Falls, MN in the arrount of $44,780.00 being the l0\'1estlBid. Motion vms made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, authorizing Glen Melby, County Sheriff, to obtain quotations, if available at under a cost of $15,000 for a 4 W drive suburban, other wise requested to advertise for bids to be received ~.arch 25, 1986. John Halvorson, Sheriff's Departrrent, advised the Board the jail reserve plans have been put "on hold" by the MN Departrrent of Corrections due to a staffing problem with the new plans. And_/ Lindquist and John Hal- vorson are to meet with a rnenber of the Department of Corrections in Saint Paul. MJtion was,.made by Bert Hovland, seconded by Andy Lindquist and unani- rrously carried, to instruct Larry Krohn, County Coordinator, to research the possibility of using the county highway garage for maintenance of the county vehicles, and also check out the :possibility of purchasing gasoline in conjunction with the City of Fergus Falls. A letter from Kenyon Rudd, Court Administrator, calling for an increase in salary based on budget requested and approved by the County Board, was taken up for discussion. Motion was made by Mel O. Olson, seconded by Hub Nordgren and unanirrously carried, instructing the County Auditor to forward a letter to :Mr. Rudd, with copies to the Comrrissioners, stating the budget figures do not establish individual department head salaries. Motion was made by Bert Hovland, seconded by ;Andy Lindquist and unani- rnousl y carried, to table action on Change Order #6, All Building Cor- poration, on the transfer station construction at Detroit Lakes, until additional info:rrnation is obtained from the legal staff. A bill in the arrount of $42,285.44 from Burlington Northern Pailroad on the Perham Industrial Park crossing "-'a.S presented to the Board and tabled until further information can be gathered. Larry Krohn reported on current legislation. The proposed bonding for road construction was discussed, with a con- sensus in favor of bonding the state aid funds for the next three years. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- rrously carried, to approve the increase as recommended by the Personnel Board for Russ Evjen of the Highway Departrrent for additional duties assumed in connection with the solid waste project, subject to approval by Dennis Berend, County Engineer. At 1:30 p.rn., Chai:rrnan Olson adjourned the rreeting to the Government Services Building for the fuearing on the 1986 Bridge and Highway Con- struction Plan.
