Chainnan Nordgren opened the meeting at 12:50 p~m., with all member present. Larry Granger, Consultant, appeared before the Board for the purpose of negotiating relations between the County and the University of Minnesota Extension service in the hiring of the 4-H extension agent for Fast Otter Tail County. After considerable discussion, motion was made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to follow a procedure of re~evaluation and possibly restructuring of the needs and goals-of the extension service in Otter Tail County. · Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- .rrousl y carried, to appoint J\'!rs. Mike Dombeck to the East Otter Tail County Extension Comnittee, and the county auditor was instructed to write a letter to ~rs. Cerald Ziese expressing appreciation for her many years of service on the Extension Carnn,ittee. r.btion was made by Mel O. Olson, seconded by Bert Hovland and unanimous- ly carried, authorizing the County Attorney to draft the necessary or- dinance setting fort}:l user fees for solid waste rranagernent int.he county. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-' mously carried, to approve an application of Roscoe Knight £or hanestead classification of the ·1984 tax, with r,·ayment approved without penalty for late payment, on property located in Everts Township. Motion was made by :tfl.el o. Olson, seconded by Bert Hovland and unanirrnusly carried, to approve.the application of Bill Hold for sewage disposal system cleaners license, q_::iera;:ing out of rergus Falls , JAN Upon motion ma.de by Andy Lindquist, seconded by Mel 0. Olson and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Corrmissioners of Otter Tail County !-~nnesota, that WHEREAS, on J1arch 6, 1985, the County Board accepted the bid of Mark Sand& Gravel Co., Fergus Falls, J\,1N, in the arrount of $672,599.00 for plant mixed bituminous surface and aggregate shoulders under S.A.P. 56-626-06, and vJHEREAS, said contract has now been oompleted to the satisfaction of the County Board at a total cost of $685,499.24, an increase of $12,900.24 due to overruns on bituminous materials used, NOiv, 'IHEREFOPE, BE IT RESOLVED, the County Auditor is hereby authorized and directed to issue a warrant in the arrount of $17,077.63 to Mark Sand and Gravel Co., Fergus Falls, MN, as final payment for this work. Motion was roade by Mel O. Olson, seconded by Bert Hovland and unani- mously carried, to apply for the installation of guide and information signs for the Henning landfill and transfer station at a total cost of installation to be $364.50 and the Chainnan of the Board was authorized to ccrnplete the necessary application to the State of Minnesota Depart- ment of Transportation. 1'btion was made by Bert Hovland, seconded by Andy Lindquist and unani- mously carried, to aoprove an a0reer::ent with EricJr.son Engineers to_· provide engineering services for construction of the bridae on CS.AH #41 over Star Lake., and the -Olai:r:man of the Board was authorized to execute said agreement on behalf of Otter Tail County. S.A.P .. 56-608-10, etc. Federal Revenue Sharing Hearing Hearing closed Equipment purchase County Peard -2 -December 23, 1985 Motion was made by Mel O. Olson, seconded by Bert Hovland and unani- mously carried, authorizing the County Engineer to forward a letter to Buffalo Bituminous, Inc., Buffalo, MN, regarding a deviation in type of bituminous design mix used in S.A.P. 56-608-10, etc., stating the county has no choice on said contract but to enforce the original contract provisions. At 2 :00 p.m., Chainnan Nordgren closed the meeting for a previousty published and scheduled hearing on the 1986 budget and proposed use of Federal Pevenue Sharing Funds. Engineer Dennis Berend · appeared with a request for funds.for the purchase of equipment .for use by the Highway Department. After considerable discussion, motion was made by Bert Hovland to approve purchase of top priority purchases in the amount of $360,000.00 out of Federal Revenue Sharing Funds. The motion·was seconded by Sydney Nelson but withdrawn prior to vote. Motion was then made by Bert Hovland, to place :the entire Federal Revenue Sharing anticipated funds of approximately $624,423 into the County General Revenue Fund for capital and equipment purchases. The motion was seconded by Sydney Nelson and carried unanimously. Motion was then made by Hub Nordgren, seconded by .Mel 0. Olson, seconded by Andy Lindquist and unanimously carried, to call for the preparation of the necessary contracts for irrplerrentation of 911 Emergency System. Telephone system The Peard made an infornation request of the Sheriff's Deparbnent for figures on the renovation of the present telephone system, a lease- purchase, lease of a new system with cost of ten years service. Ha.l f Section Maps Dave Anderson, County Surveyor, -appeared before the Peard relative to preparation of half-section maps to be used by the various county offices. Extension Foregiveness of Penalty Battle Lake Landfill Budget Approval County Board -3 -December 23, 1985 Ienzil Cooper, East otter Tail County Extension Director, appeared be- fore the Board with proposals for the·purchase of a new typewriter for use in the extension office at Perham. Motion was made by Andy Lind- quist, seconded by Sydney Nelson and unanirrously carried, authorizing Cooper to purchase the requested typwriter. Steve Andrews, County Treasurer, together with Rob't Moore, Fergus Falls, appeared before the Board with a request by i1oore of a 21 day extension of the amnesty period allowing payment of tax without penalty. After consideration, rrotion was made by ~ndy Lindquist, seconded by Melo. Olson and unanirrously carried, to deny said request. Daryl Johnson, Mayor of the City of Battle Lake, appeared before the Board relative to the Battle Lake landfill and the landfill's roll in the county'·s solid waste management, including ash disposal costs, envirornrental liability costs, financial assuredness, etc. . Olson, seconded by Andy Lindquist and unani- mously carried, to approve payment in the arrount of $10.980.80 to Faegre & Benson, legal services as bond counsel in connection with the Jail Revenue Bonds. Motion was made by Bert Hovland, seconded by Jl.ndy Lindquist and unani- mously carried, to appropriate an additional $7,500 to the Otter Tail County Hurrane Society Building Fund for a portion of the renovation costs of a building at the State Hospital location. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to appoint Calvin Johansen and Bert Olson to the · Otter Tail County Planning Commission. Motion was made by Melo. Olson, seconded by Bert Hovland and unani- mously oarried, to place all delinquent 1985 mobile horre taxes into judgrrent, and the following report of the County Board of Otter Tail County Minnesota, of uncollected mobile horre taxes for the year 1985 is presented: December 23, 1985 BE IT KNOWN, that the Otter Tail County Board did rreet in session on the 23rd day of December, 1985, that at said session the County Treasurer of said County delivered to said Board the list of uncollected personal property mobile horre taxes for the year 1985, tog-ether with his certi- fication thereon as required by law; and that at said session the said Board did duly consider said list of uncollected taxes, and did cancel such taxes as they are satisfied cannot be collected. Olson, seconded by Andy Lindquist and unani- mously carried, the following resolution was adopted: REOOLVED by the Board of County Cornnissioners of otter Tail Cot.mty Minnesota, that WHEREAS, Foland Winterfeldt has served otter Tail County for twenty- eight years; and WHEREAS, RolandWinterfledt has demonstrated both concern and compas- sion for the residents of otter Tail County; and WHEREAS, Poland Winterfledt has sham leadership and dedication in the quality and quantity of his community invol vernent; and WHEREAS, Roland Winterfeldt has imparted a human element into work involving an ever-increasing arrount of Federal and State control; NGv, THEREFORE, BE IT RESOLVED, that the otter Tail County Board of Conrnissioners honors r,1.r. Upon notion made by Hub Nordgren, ·seconded by Sydney Nelson and unani- rrously carried, the following ,resolution was adopted: RESOLVED by the Board of County Comnissioners of otter Tail County Minnesota, that WHEREAS, . significant changes are being made in the area of solid waste managerrent in the State of JV!innesota that will require assistance for local units of goverrrrrent; and WHEREAS, the Minnesota Pollution Control Agency's primazy role is regulator and should not be weak.enE;!d;and WHEREAS, the roles of planning/technical assistance and regulation are often conflicting in nature; and WHEREAS, third party involvement is frequently necessary to resolve mutual conflicts; and WHEREAS, the Waste Management Board currently administers grants to local units of govemrrents under the Solid Waste Capital Assistance Program; NO:-v THEREFORE, BE IT RESOLVED, that the otter Tail County Board of Com::nissioners supports legislation to transfer solid waste planning, technical assistance and certificate of need process from the Minneso- ta Pollution Control Agency to the Waste Managerrent Board.
