OF THE
BOARD OF COUNTY COMMISSIONERS
OITER TAIL COUNTY MINNESOI'A
Pursuant to adjournment, the Board of County Conmissioners. of Otter
Tail County rret Friday, November 1, 1985. Chainnan Nordgren opened
the meeting at 12 :55 p.m., with all :rrembers present.
Gene Davenport, County Assessor, appeared before the Board relative
to a tax-forfeited property in the City of New lbrk r,ttills, and also
a request for increase in salary of one of the employees in the
assessor's office. No action taken.
Upon notion made by Andy Lindquist, seconded by Bert Hovland and
carried, with Sydney Nelson voting "no", the following resolution was
adopted:
RESOLVED by the Board of County Commissioners of Otter Tail Col.Il'lty
Minnesota, that
livHEREAS, in accordance with a procedural agreement between the Minne-
sota Departrrent of Natural Resources and the U.S. Fish and Wildlife
Service, dated May 23, 1962, certification by the County Board of
Commissioners for acquisition of ],ands by the U. s. Fish and Wildlife
Service is requested, and• .
WHEREAS, representatives of the U.S. Fish and Wildlife Service met
with the Col.Il'lty Board on November 1, 1985 and infonned said Board
that a purchase agreerrEnt had been secured fran Mr. and Mrs. Har0ld
Busko ori · Par~l 5 ,-except the W 20 acres, Parcel 6, except the W
20 acres, Parcels 7 and 8, all on a recorded plat "Otter Tail County
W.A. #20", Plat Book P. Page 31, InSection 6-131-43,
NO-l I THEREFORE, BE IT RESOLVED, the County Board does hereby approve
the aforementioned acquisition by the U. s. Fish and Wildlife Service.
Adopted at Fergus Falls, MN this 1st day of November, 1985.

Minnesota, that
WHEREAS, in accordance with a Procedural Agreerrent between the ~inne-
sota Department of Natural Resources and the u. s. Fish and Wildlife
Service, dated May 23, 1962, certification by the Colll1ty Board of
Commissioners for acquisition of lands by the U.S. Fish and Wildlife
Service is requested, and
WHEREAS, representatives of the u. S. Fish and Wildlife Service met
with the County Board on Novenber 1, 1985 and informed said board that
a waterfowl easement had been secured from Mr. Ronald A. Leitch, et al,
on the NE¼ of Section 7-132-42,
NO-l, THEREFORE I BE IT RESOLVED, the Colll1ty Board does hereby approve
the aforementioned acquisition by the U.S. Fish and Wildlife Service.

Leo Herrmerlin, project supervisor for Construction Analysis and Manage-
ment, appeared before the Board and informed said Board there are
structural problems on the south side of the highway depart:rrent annex
requiring I beams, pipe jacks or screw jacks for reinforcement. Mr.
Henmterlin and Lan:y Krohn, Col.Il1ty Coordinator, were instructed to ob-
tain quotations for the necessary repairs.

County Board -2 -November 1, 1985
M.Jtion was made by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, to approve the application of Arnold Gunderson,
Ada, MN, for sewage disposal installers license.
MJtion was made by Andy Lindquist, seconded by Bert Hovland and unani-
rrously carried, authorizing ReicRe-Carrol-Muller, INc., to instruct
TWin City Testing of the water samples at the northeast otter Tail
County solid waste landfill at a cost of $2,850 and the Battle Lake
Area landfill at a cost of $5,100.00.
Motion was rnade by Bert Hovland, seconded by Mel O •. Olson and unani-
rrously carried, to request that the position of public defender be
offered on bids on a carrpetitive basis.
The natter of the contract between the City of Fergus Falls and Otter
Tail County on the construction and maintenance of a refuse burner in
the_ City of Fergus Falls was brought up for final· action. After con-
siderable discussion on various points in the contract, motion was
rnade by Bert Hovland, seconded by r.1e1 O. Olson and unanimously carried,
to accept the contract -with the provision all points of uncertaiNty·
are clarified between the City Attorney and the County Attorney.
M.Jtion was made by .Mel 0. Olson, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the rreeting of October 28th
as submitted.
.Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to authorize the installation of five culverts on
County Ditches. #5, #36 and#68, and contact the Deparbnent of Natural
Resources, for making the necessary repa:irs·to said dii:ches, subject
to approval by the County Attorney.
M.Jtion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to authorize advertising for bids to be received until
2:00 p.m., Tuesday, December 3, 1985, for replacement of bridges in
Deer Creek and Blowers Townships.
Tim Brand, DP Manager, and Wayne Stein, Accountant, appeared before the
Board and presented a proposal from Infocel on updating and conversion
of the county's financial system, at a total cost of $4,000, including
$1,500 for the conversion, $1,500 for training and $1,000 for a re-
write of the check writing system. After consideration, motion was
rnade by Bert Hovland, seconded by Hub Nordgren and carried with M=l
O. Olson voting "no", to accept said proposal. ·
With no further business, at 3:45 p.m., Chai:rnan Nordgren declared
·the meeting adjourned until 9:30 c:t.m., Tuesday, November 12, 1985.
