Chainnan Nordgren opened the meeting at 9:46 a.rn., with all members present. Motion was made by Bert Hovland, seconded by Mel O. Olson and unani- mously carried, to approve the minutes of the rreeting of October 4, 1985, with correction. Tim Brand, Data Processing Manager, appeared before the Board with re- quest for change of classification and salaDJ increases for br:o em- ployees in the DP deparbnent. After consideration, rnotion was made by Sydney Nelson to adopt the recomuendation of the personnel comnittee and approve a job classification change for Kevin Newborg fran a P.ange 4, Step 1, to Range 6, Step 1, for a salary increase from $11,000 to $14,800 •. 'Ihe notion was seconded by Bert Hovland and carried with Andy Lindquist and Mel, O. Olson voting "rio". , Motion was made by Bert Hovland, seconded by.Sydney.Nelson and unanirrously carried, to approve an increase in salary fran $18,348 to $20,000 for Sherri Shale, effective January 1, 1986. Upon rnotion D)ade by Bert Hovland, seconded by Mel O. At 1: 30 p.rn. , rnotion was made by ~~el O. Olson, seconded by Bert Hovlmid and tn1anirnously carried, to adjourn the meeting to the conference room of the law enforcement center to review with the construction manager the bids received for the new jail facility. Klein & Associates, spelling reasons for acceptance of said bid over the low bid. Motion was ma.de by Bert Hovland, seconded by Mel O. Olson and unani- rrously carried, to accept the bid of AIX; Erectors, Inc., an increase of $17,000 over the low bid, upon condition of letter from McCarthy, architect and recomrrendation of the County Sheriff on favorable use of the Folger Adams locking system, over the low bid offered. Resolution Jail Facility Bids Jail Bonds Special rreeting Construction Mana- gers Contract Road approach Fergus Falls Refuse Burner County Board -6 -October 9, 1985 Upon notion made by .Mel O. Olson, seconded by Andy Lindquist and carried, with Hub Nordgren and Sydney Nelson voting "no", the following resolu- tion was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the County Board having previously advertised for bids to be received for the construction of a new jail facility, and WHEREAS, bids were opened as per advertised notice on October 1, 1985 at 1:00 p.m., and WHEREAS, review has been made by the County Board ,of sad.tl bids, afore- mentioned and also on file in the office of the County Auditor, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby award bids for construction of a new jail facility, including canpletion of the third floor for courtrooms and office space for court related activies, at a total projected cost of $4,614,542.00. Dated at Fergus Falls, MN this 9th day of October, 1985. Motion was made by Andy Lindquist, seconded by Mel O. Olson and carried with Sydney Nelson voting "no", to authorize Financial Consultants to proceed with the bond issue in the amount of $4,050,000. Motion was made by :Melo. Olson, seconded by Bert Hovland and unani- rrously carried to schedule a rreeting in the Commissioners Room for 2: 00 p.m., M:Jnday, October 28th, for formal issuance of bonds. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- rrously carried, to approve the contract bet\\reen Otter Tail County and Construction Analysis and Management, Inc., Minneapolis, and the_ Chai:rnan of the Board and County Auditor were authorized to sign said agreement on behalf of_Otter Tail County. At the completion of matters pertaining to the jail facility, the Board returned to the Comnissioners Room for the balance of the session. Motion was made by Sydney Nelson, seconded by Melo. Olson and unani- rrously· carried, to _grant a joint approach to serve Don Lee and ~6-lton Mu:ckala in Newton Township. Various. representatives from the City of Fergus Falls and Mike Kirk, County Attorney, discussed with the Board the refuse burner contract, detailing solutions on points of controversy regarding the contract between the City of Fergus Falls and otter Tail County. After same discussion, motion was made by !-':el o. Olson, seconded by Bert Hovland and carried with Sydney Nelson voting "no", to adopt the following resolution: · WHEREAS the County.Board has previously requested the County Attorney meet with officials from the City of Fergus Falls to discuss points of concern, as outlined in the County Attorney's letter c:if October 3, 1985, as well as other concerns, and WHEREAS, The County Board has heard proposed language that is agreeable to the City of Fergus Falls on certain contract language amendments, and WHEREAS, the County Board is agreeable to the contract as amended, NOW, THEREFORE, BE' IT RESOLVED, that the County Attorney is hereby directed to rreet with the Attorney of the City of Fergus Falls to re- duce the amended contract to final fo:rm for a review by this Board. Economic Develop- ment Service Charges County Board -7 -~tober 9 ,. 19 85 Motion was made by Mel O •. Olson, seconded by Bert Hovland and unani- mously carried, to request an opinion from the County Attorney as to the power the otter .Tail County Board has regarding the otter Tail Lakes Area Sewer District project. Motion was made by 13ert Hovland to re-appoint Faymond Mounts and Dale Wittman to the otter Tail Lakes Area Sewer District Corrmission. Motion withdrawn. - Meeting with the Board was Larry Krohn who discussed the county's over-all economic development·plan and alternatives. The Board also discussed service charges for the collection of solid ·waste, how charges are to be made based on single family dwellings, apartment complexes, cornrrercial, etc.. No>fonnal action taken. With no further business, at 4:57 p.m., ·Chainrian Nordgren adjourned the rreetinq until the afternoon of October 23, 1985. ATI'EST:
