Pursuant to adjournment, the Board of Coilllty Comnissioners of Otter Tail Coilllty Minnesota met Friday, August 2, 1985. Chairrran Nordgren called the meeting to order with all rrernbers present., at 1: 10 p .rn •• Milton Paulson and B. K. Soby of the otter Tail Coilllty Historical Society appeared before the Board and introduced Scott Stevens, the new director of the Society. Paulson discussed·with the.Board the Society's proposed budget for the year 1986 and the Society's request for county funds in the artount of $46,200. The Society was asked to reduce the arrount of re- quested funds and return to the Board either August 21st or September 11th. The Lida Town Board appeared before the County Board requesting a clean out of the culvert on County Ditch #12,: .:.Jvbtion \\ras made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to have the County Engineer, Dennis Berend, rreet with the Town Board to see what can be done on said ditch to alleviate the flooding problem on the township road in Section 30. Olson and unanimously USE PERMIT carried, to uph0ld the-decision of the Otter Tail County Planning Comnission and deny the application of NornB11 ~tender for a conditional use permit SOLID WASTE COLLECT'.ION COSTS FEED rms TRANSFER TRAILERS to grade and fill lot, in Dora 'Ibwnship, and request stabilization of the area to prevent erosion. · Malcolm Lee, Solid Waste Manager, . discussed ~ th the Board the various classifications for charging out solid waste costs, to be: homestead, non-homestead, seasonaY & recreational, commercial, condominiums, and gove:rnrnent and non-profit organizations. Detennination of the sub-groups of the cornrrercial, ie, ·small, medium and large , to be made by C-..ene Daven- port, Coilllty Assessor. Motion was made by Jl'El o. Olson, seconded by Sydney Nelson and lmanirrously carried, to refer comnercial costs to the Solid Waste Committee for their recommendations. Malcolm Lee infonred tlie Board Beatrice Foods has bought out Swift and Co. and are planning construction of feed lots in Otter Tail County which will require Environmental Assessment Worksheets (EAW). No fotrnal action taken. Motion was made by Mel O. Olson, ·seconded by :Andy Lindquist and unanimously carried, to have the transfer trailer specifications reviewed by the High- way Department, Andy Lindquist, Attorney Mike Kirk, Malcolm Lee and Lar:ry · Krohn, and advertise for bids as soon as specifications are established. County Board TREASURER PIDPERI'Y TAX RELIEF EXTENSION RESOLUTICN BEAVER CONTROL August 2, 1985 Motion was made by Mel o. Olson, seconded by Andy Lindquist and tmanirrously carried, authorizing the Cotmty Treasurer, Steve Andrews, to purchase a copy machine, subject to additional quotations aOJui_red and on the con- dition there are ftmds in the budget for such expenditures. Because of the fact many tax statements in Otter Tail County have still not been mailed to taxpayers, motion was made by Sydney Nelson, seconded by Bert Hovland and unanimously carried, to request an extension from the State of Minnesota Departrrent of Revenue for property tax relief·;. until September 30th, for those persons not having received statements :±rr:itl:me for the August 31st deadline. Upon motion made by Hub Nordgren, seconded by Mel O. Olson and unanirrously carried, the following resolution was adopted: RESOLVED by the Board of County Corrmissioners of Otter Tail County, Minnesota, that WHEREAS, beaver darns are causing significant problems to public roadways and private lands in certain parts of Otter Tail County: and WHEREAS, the Department of Natural Resources will allow for the taking of beavers where causing damage by pennit: and WHEREAS, the county needs to provide a financial incentive to encourage trappers to assist in the rerroval of problem causing beavers: and WHEREAS, the county would like to establish a program providing funds for trappers to rerrove problem beavers: and WHEREAS, the county believes that such a program can best be administered by the local game warden and township boards, NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Com- missioners hereby creates a program for the eradication of beavers causing damages to public roadways or private lands to be.administered as fella.vs: 1. The township board and local Department of Natural Resources game war- dens will detennine whether'beavers pose a problem in a given area. · 2. 'Ihe local game warden will issue the necessazy pennit and enter a con- tract with a trapper or trappers to rerrove a specified number of beavers from a problem area, with the permission of the property owner. 3. Otter Tail Cotn1ty agrees to pay to the trapper or trappers so retained the sum of $15.00 for each beaver so tal<.en upon proof by the trapper or trappers of the trapping of said beaver to the satisfaction of the local game warden. 4. This program will terminate at any time the County Board so desires, and all involved game wardens will be notified as soon as possible of tennination of this program. Adopted at Fergus Falls, MN this 2nd day of August, 1985. Motion was made by Bert Hovland·, seconded by Andy Lindquist and tmani- rrously carried, to schedule additio~l cotmty board meetings as follows: August 9th August 27th September 30th 1:00 p.m. 2:00 p.m. 1:00 p.m. Motion was made by Hub Nordgren, seconded by Sydney Nelson and tmanirrously carried, to reappoint Janice Palan to the Otter Tail County Housing & Redevelopment Authority for a five year term cornrrencing August 1, 1985. Motion was made by Andy Lindquist, seconded by Mel O. Olson and tmanirrously carried to involve the County Engineer and staff in the establishment of the transfer stations and trailers for solid waste collection PEJLRA;regulations were discussed by the County Board and Olainnan Nordgren appointed Mel Olson, Andy Lind:Juist, Larry Krohn and Mike Kirk as a com- mittee to identify problems in light of PELRA regulations and make recomrrendations to the CCotmtY Board. Upon notion made by Bert Hovland, seconded by Andy Lindquist and tmani- rrously carried, the following applications for horrestead classification and/or reduction of assessed valuations, or orrmitted properties were approved: Richard L.
