Pursuant to adjournrrent, the Board of Cotmty Cornnissioners of Otter
Tail County Minnesota rret Monday, July 1, 1985, \ci.th all rrernbers present.
Nordgren opened the meeting at 1:10 p.m ••

Motion was made by Sydney Nelson, seconded by Melo. Olson and unani-
mously carried, to approve the minutes of the meeting of June 26, 1985.
Keith McKay, representing Skywarn program, appeared before the Board
requested funding for installation of equiprrent at the courthouse, for providing faster
notification of irrpending or actual severe storms, at a cost of $1,435.70. After con-
sideration, motion was made by Melo. Olson, seconded by Bert Hovland and tmanimously
carried, to approve funding, in the arrotmt of $1,435.70 for said project, subject to
a hold harmless clause approval by the Cotmty Attorney, with application being made to
Civil Defense for reimburserrent.
Motion was made by Hub Nordgren, seconded by Mel O. Olson and unanimous-
ly carried, to sell a piece of tax forfeited property, described as part of the NWJ.--,JIB¼,
North of highway and·west of ditch, in Section 23-133-38, for the sum of $1.00, subject
to approval by the State of Minnesota, to the City of Henning.
Motion ·was made by Bert Hovland, seconded by Melo. Olson and unanimously
carried, to advertise for bids to be received tmtil 2:00 p.m., Friday, August 2, 1985,
for the house located on Lots 5, 6 and N½ of 7, Original Plat to the City of Fergus
Falls, 401-403 South ~~11 Street, to be moved from the premises.
Proposals were presented for fiJJling, sodding and seeding areas at
Phelps Mill as follows:

Motion was made by 13ert Hovlan?, seconded by Melo. Olson and tmanimously
carried, to authorize Jeff M::>rton, Phe:J:_ps Park Caretaker, :to take low proposal.
Motion was made by Mel O. Olson, seconded by Bert Hovland and tmanimously
carried, to accept the proposal of Ron's & Don's Electric of Battle lake, MN, in the
amount of $3,006. 76 for wiring project at Phelps J:1.'lill.
County Board July 1, 1985
Motion was made by Bert Hovland, seconded by Mel O. Olson and unanirrously
car:i;ied, to advertise for bids to be received until i: 30 p. m. , Friday, August 2 , 19 8 5,
for the construction of solid waste transfer stations at Pelican Rapids 1and Henning, ' . -
and alternate bids_ for Pelican Rapids, Henning and the City of Fergus Falls.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
:rrously carried, to.uphold the decision of the Otter Tail County Planning Commission_and
deny the application.of Melvin Klein for conditional use pennit on Marion Lake, and
adopt the recornrendations as set forth by Michael Kirk, County Attorney, in a letter to
the County Boa:rd dated June 14, 1985.
Dennis Berend, County Engineer, appeared before the Board and informed
the Boa:rd the Highway Departrrent had received citations from OSHA, four serious and
one non serious violations, at a total penalty cost of $868.00. The Board, together
with Berend, discussed various alternatives of enforcing the OSHA regulations, to
eliminate such penalties, after mich notion was rnade by Sydney Nelson, seconded by Mel
O. Olson and unaninously carried, to pay said penalty in the arrount of $868.00.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
:rrously carried, to approve the application of Joseph E. Korf, Pastor of the Sacred
Heart. Catholic Church of Dent, for a one day on-sale beer license for the annual
bazaar to be held July 21, 1985, at no ~ee.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
rrously carried, to approve the application of Ray A. Chase for permit to allow con-
sumption and display of intoxicating liquor at Ethel Beach Resort, Girard 'Ibwnship.
Motion was made-by Bert Hovland, seconded by .Me.:)_ O. Olson and unani-
mously carried, to approve the application of the u. s. Department of Interior for can-
cellation of special assessrrents on U.S. Fish and Wildlife Service property_located . .in
the N½NE¼ of Section 32-133-44.
Motion was.made by Andy Lindquist, seconded by Melo. Olson and unani-
:rrously carried, to gran:t:-step: increases . as recol.TUl'Eiided' by-tile Personnef· Committe'e•·: for
various employees in the. County Engineer's office, the County Recorder's office and
the County Assessor's office, as of the;1June 25, 1985 meeting.

Upon rrotion made by Hub Nordgren, seconded by Bert Hovland and unani-
rrously carried, the following resolution was adopted:
RESOLUTION
WHEREAS, Minnesota Statutes 1984, Section 160,232 (Mowing Ditches
Outside CitiesI Sec. 2(C) does allow a local road authority to establish a
mowing policy to address the local n-eeds· of their road system,
NOW, THEREFORE, BE IT RES()LVED, that Otter Tail County shall permit
a mowing width of ten feet from the Yoad surface or shoulder if one exists,
which may be mowed at any time and cutting height.
ALSO, BE IT RESOLVED, to control the unauthorized agricultural use
of the right of way-, mowing may be performed at any time and cutting height,
ALSO, BE IT RESOLVED, to permit local farmers to cut hay on the
right of way at any time and cutting height.
ALSO, BE IT RESQLV,ED, to control noxious weed patches,,·mowing may be
performed at any time and cutting height.
ALSO, BE IT RESOLVED, to control potential snow drifting porblems,
mowing may be performed at any time and cutting height.

Motion was made by Bert Hovland, seconded by Andy Lincquist and tn1ani-
rrously carried, to authorize Lar:ry Krohn, County Coordinator, to forward "Subscription
Offer For Solid Waste", together with a letter. to all cotn1ties adjacent to Otter Tail,
stipulating a dollar arrount of the tipping fee for the proposed refuse burners in otter
Tail Cotn1ty, with invitations to attend the special meeting of the County Board scheduled
for Tuesday, July 23, 1985, at 7:00 p.rn· ••
r.btion was made by Bert Hovland, seconded by Sydney Nelson and unanirrously
carried,· to schedule a hearing on the proposed solid waste service areas, pursuant to
Minn. Stat. 400~05, to be held at 10:30 a.rn., Monday, August 12, 1985.
A proposal for a new dispatch system for the law enforcement center was
presented by ~omnissioner Lind::Juist. No action taken.
With no further business, at 3:35 p.rn., Chairman Nordgren adjourned the
