Vergil Florhaug, !:'resident, and Sandra L. Du Mez, Executive Vice Presi-
dent, of Construction-Analysis and Managerrent Incorporated, Minneapolis, MN, appeared
before the Board with a presentation on construction managerrent proposal for the pro-
posed jail facility. No action taken.
Motion was made by Melo. Olson, seconded by_Sydney G. Nelson and unani-
rnously carried, to extend the speed zone on CSAH #80 in Perham for refUS= burner road
connection, with a request to the MnDOI' for review and approval.
Motion was made by Sydney Nelson, seconded by .Mel O. Olson and illlani-
rnously carried, to assurre responsibility of costs to raise the side track as required
by the Burlington Northern in Perham on the railroad crossing to serve the refuse burner •
.Motion was made by Mel 0. Olson, seconded by Andy Lindquist and unani-
rnously carried_, to approve an agreerrent between the City of Fergus Falls and Otter Tail
Coilllty for reconstruction of Cascade Street from Vernon Avenµe to Washington Avenue in
the City of Fergus Falls, and the Chairnan of the Board and Coilllty Auditor were author-
ized to sign said agreement on behalf of otter Tail Coilllty, cmmty' s expense· to be
grading, base and bituminous ~rk for the full width of the street, exclusive of curb
and gutter.
County Engineer Berend explained new legislation relating to roadside
:mo.ving, IB1der Chapter Nq~ 127, and its effect-a~ otter Tail Co~ty, reco:mrrending adop-
tion of a resolution by Otter TailCoilllty. ·t:--J~ action taken.
Motion w~ :r_re.de by Sydney Nelson, seconded by A. Hub Nordgren and unani-
mously carried, to grant special aid in the arroilllt of $500.00 to Paddock Tavnship for
various road construction project~ in the to~ship, and assist in the replacement of
a major drainage structure, detennination to be made after costs are established.

Malcolm Lee, solid waste officer for Otter Tail County, discussed with
the board contracts for_garbage haulers for garbage flow, and design documents for the
transfer stations.
Motion was made by Andy Lindquist, seconded by Mel O. Olson and unani-
rrously carried, to authorize Malcolm Lee to hire the necessary individuals to obtain
info:r:mation for the task of assessing for·garbage fees.
Motion was made, · by Sydney Nelson, seconded by Mel O. Olson and unani-
mously carried, to approve a reclassification of Tim Greip, to :Grade 6, Step 4, with
a rronthly increase in sala:ry of $1,09.00, and an increase in sala:ry for Bill Kalar of
$121. 00 per month.
Pam SWenson of the OtterTail Collllty Humane Society appeared before the
Board with a request for additional funding for the county's humane society, presenting
the 1985 operating budget of expenses totaling $31,700.00 with receipts of $10,500.00
SWenson was requested to retun1 with docurrentation of necessary funds for operation.

Upon notion made by Bert Ho'Zland, seconded_by ~dy-Lindquist and unani-
rrously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
Otter Tail County enter into a grant agreement with the State of
Minnesota for the project entitled 1985 Southeast Otter Tail County Housing Program
to be conducted during the period from June 3, 1985 through March 31, 1987.
Hub Nordgren, Chainnan of the Board of Comnissioners, is hereby
authorized to execute certifications as required and execute such agreements as are
necessary to implerrent the project on behalf of Otter Tail County.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota that
Otter Tail County enters into a contract with the Fergus Falls Housing
and Redevelopment Authority (HR) for the administration of 1985 Southeast Otter Tail
County Housing Program. Hub Nordgren, O:lainnan of the County Board is hereby author-
ized to execute certifications as required and execute.such contract as is necessary
to implerrent the program on behalf of Otter Tail County.

Upon motion made by Bert Hovland, seconded by Mel O. Olson and unani-
mously carried, the ;:following resolution was adopted:
RESOLVED by the Board of County Comnissioners of Otter Tail County
Minnesota, that
WHEREAS, the Minnesota Housing Finance Agency, Sta_te of Minnesota,
has been authorized to undertake a program to provide loans to property owners for
the purpose of housing rehabilitation; and
WHEREAS, the Fergus Falls Housing and Redevelopment Authority has de-
veloped an application as an Administering Entity for the Minnesota Housing Finance~
Agency Rehabilitation :toan.Program; and·
WHEREAS, the Fergus Falls Housing and Redevelopment Authority has
demonstrated the ability to perform the required activities of the Minnesota Housing
Finance Agency Rehabilitation I.Dan Program;
NCW, THEREFORE, be it resolved, that the Fergus Falls Housing and
Redeveloprrent Authority is hereby authorized to make application to the Minnesota
Housing Finance Agency for a grant of funds pursuant to the Rehabilitation I.Dan Pro-
gram;
BE IT FURTHER RESOLVED, that the Fergus Falls Housing and Redeveloprrent
Authority is hereby authorized as an entity to be charged with the administration of
funds made available through.the Minnesota Finance Agency Rehabilitation I.Dan Pro-
gram, in the County of Otter Tail.

County Board June 26, 1985
Stan Wieber, Fergus Falls Chamber of Co:mrrerce, and Torub O'Brien,
Business Assistance Center, appeared before the Board explaining the s~rvices ren-.
dered by the Business Assistance Center, specifically as it relates to small busirtesses
and resorts, the purpose being alleviate failures and stabilize businesses and resorts.
A request will be presented to the Board at a later date for assistance in funding for
counties, cities, etc., to pick up after grant funds expire, to be self supporting in
approximately three years. No action taken.
Motion was made by Mel 0. Olson, seconded by Sydney Nelson and unani-
nously carried, to approve the minutes of the June 12th and 17th meetings.
Tim Brand, Data Processing Deparbrent, appeared before the.Board and
presented an action plan to correct data flow and data. processing problems in the "tax"
system, as requested by the Board at the June 17th meeting. Brand is to return in one
nonth for a progress report.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
nously carried, to authorize data processing department to hire a data ent:r::y individual.
Lar:ry Krohn, County Coordinator, presented the Control Data Comparable
V\brth Proposal, for a joint-county job analysis and evaluation study, corrpletion in
• eleven to twelve nonths, at a cost per jurisdiction of from $18,000 to $23,000 plus
$35.00 per enployee.
Jim Nitchals, Fergus Falls City Administrator, together with other re-
presentatives from the City of Fergus Falls, appeared before the Board relative to
the proposed refuse burner at the Fergus Falls State Hospital. David Nycklerroe, City
Attorney, Lee Franklin,· City Councilman, appeared and spoke. M:>tion was made by Sydney
Nelson to delay garbage burner installation in the City of Fergus Falls for one year
from current date. 'Ihe notion was seconded by Andy Lincquist but subsequently witdrawn
by Nelson and Lindquist. Motion was made by Bert Hovland to set up a special rreeting
for 7:00 plm., Tuesday, July 23rd, 1985, in the Covernment Services Building, City ?f
Fergus Falls, for the purpose of meeting with the adjacent counties for contract nego-
tiations for garbage hauling. Chainnan Nordgren appointed Bert Hovlancl and Andy .Li:r:id-
quist to a conmittee to rreet with City and State representatives.

mously carried, to appoint Tim Brand as Data Processing Manager, at an annual salary
of $27,000, with a probationary period of six nonths, commencing July 1, 1985.
