Chainnan Nordgren opened the rreeting at 12:45 p.rn •• Motion was made by l'lel O. Olson, seconded by Bert Hovland and unani-· rrously carried, to waive the 30 day waiting period for granting of a charitable gambling license for the American C-0ld Gyimastics at Pier 38. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- rrously carried, to authorize the Cmmty Engineer to contact the State Deparbnent of Transportation for designation of CSAH #35 at T.H. 59 as "Ten Mile lake Road." r.tbtion was rnade by Andy Lincquist, seoonded by Bert Hovland and unani- rrously carried, authorizing Bud Abbott of the Art of the lakes Club to proceed with the recornrendations for projects to be corrpleted for the surnrrer art festival. M:>tion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, requesting a letter be sent to Dennis L. Falenschek, Detention Program Manager of the State Department of Corrections, requesting a variance for the use of the proposed elevator in the new law enforcement center and jail to be used by the handicapped. Motion was rnade by Melo. Olson, seconded by Sydney Nelson and unanimously carried, to approve .the minutes of the May 22nd rreeting. Motion was made by Mel O. Olson, seconded by Andy Lindquist and unanirrously carried, t? schedule a hearing for 10 :o.o a.rn., Wednesday, July 10, 1985, for the pu.rpo~e; of considering arrendrrents to the oounty's lodging and food & beverage handling ordinances. Motion was made by Bert Hovland, seoonded by Mel O. Olson and unanimously carried, to approve the installation of a pay-phone at Phelps .Mill Park •.. Olson and unanirrously carried, to schedule a special rreeting for Monday, June 17th, at 9:00 a~i:n~; for the pur~ pose of interviewing applicants for the position bf data processing manager. I The matter of the soil survey for Otter Tail Collmty was again brought up for consideration, and the fcHlowing resolution was introduced by Andy Lind::Jllist who rroved for its adoption: RESOLVED, by the Board of C9µnty Commi,ssi9ners of Otter Tail County Minnesota, that WHEREAS, representatives of the East and West Otter Tail County Soil Conservation Districts have presented to the County Roa.rd for its consideration, a proposal for a soil survey for the entire County of Otter Tail, and WHEREAS, the total cost for such survey has been established to be $2,184,883, with Otter Tail County's portion of said costs to have been established at $664,641.00, and WHEREAS, negotiations have taken place to reduce the county's portion of the rost, with certain offers being made both by Otter Tail County and the Soil & Water Conservation Service, and WHEREAS·, a final offer of the Soil & Water Conservation Service has been established at $615;000.00, for said survey, NOW, THEREFORE, BE IT RESOLVED, Otter Tail County does hereby approve the Soil Survey at a total cost to the county of $615,000.00, with the first pay- rrent due in April of 1987, final payment in April of 1993. Dahl, Fergus Falls, for part-time errployees in the F.ast and West otter Tail County Extension offices, upon receipt of the tercpora:ry position authoriza- tion fonns. A petition calling: ~or a clean out or.repair to County Ditch #63 to rrake said ditch fa.mctional and help eliminate the flooding and darrages resulting because of the conditions of said ditch, was presented to the Board. fbtion was made by Bert Hovland, seconded by Andy Lindquist and unanimously carried, to accept the petition and authorize the County Engineer to review said ditch and report his findings to the Board. A preliminary plat of Hilltop View Estates was reviewed by the Board because of a request by Alfred Bothun regarding assurance of a road ·easenent to his property that might be affected by the plat. Motion was made by Syd~. Nelson; 1 seconded by Bert Hovland and unanimously carried, to t_able action on the plat until the June 12th rreeting, for review by the County Attorney for a recommendation~ Motion was made by Bert Hovland, seconded by Sydney Nelson and unan:i.nously carried~ to uphold the decision of the planning commission and deny the application of Harding E. Morken to grade and ladscape drive entrance area approximately 100' on each side of storage building, on Lot 8 , Forest Hills, Lida Township. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- rrously carried, to approve the following applications for :sewage disposal installers licenses: LeRoy E. Feldt Irvin Woodwo:r::th, Jr. Jon Martin Feldt Plumbing & Heating Woodworth Backhoe Service Martin Engineering Co. Frazee, MN Parkers Prairie, MN Pelican Rapids, MN Jim Nitchals, Fergus Falls City Administrator, appeared before the Board urging the County Board to ~ontinue with the original solid waste management plan calling for two refuse burners in otter Tail County, locations at Perham and Fergus Falls, re- questing assurance that this will indeed take place. Several interested persons from the City of Perham, the City of Fergus Falls, rrembers of the Solid Waste Managerrent Committee and representatives of the State Hospital appeared and were heard. The City of Fergus Falls representatives were requested to return to the County Board meeting scheduled for June 26th, at which discussion will continue. Glen Melby appeared before the Board and presented an appraisal by Del Norris of Enstad Mann Realtors on Lots 5, 6 and N½ of 7, Original Plat to the City of Fergus Falls, estimating a current market value of said property at $39,850.00 with a value upward if the county were considering purchase for its own use. M:>tion was made by Mel O. Olson to buy said building for the sum of $44,000 for parking purposes, free of all encumbrances. Olson, seconded by Bert.Hovland and unanirrously carried to approve payment in the amount of $85. 00 for professional services on the appraisal of the property located at the co~<:r of Mill 'street and Junius, Lots 5, 6 and N½ of Lot 7, Originai Plat to the City of 'Fergus Falls; Enstad , Mann Real tors. Motion was made by Bert Hovland, seconded by Melo. Olson and unanirrously carried, to approve payment in the arrount of $3,923.00 to Carr Enterprises, for boat, rrotor and trailer, for use by the sheriff's departrrEnt. County Board June 7, 1985 . Motion was made by .Mel o. Olson, seconded by Andy Lindquist and unani- rrously tarried, to do a clean out of that portion of County Ditch #5 located in Inman 'lbwnship. Motion was made by Bert Hovland, seconded.by Andy Lindquist and unani- rrously carried, to proceed with the necessary clean out of County Ditch #63, where necessary, within the statutory limitations • .Motion was made by Bert Hovland, seconded by .Mel O. Olson and unani- rrously carried, to request a speed zone on CSAH #4 and #31, Crystal Lida near Dale's Bait and at the outlet of Crystal Lake. Upon motion made by Sydney Nelson, seconded by Andy Lindquist and unani- mously carried, the following applications for pennit to sell non-intoxicating malt liquor were approved: Cyril A.
