Pursuant to adjourrnrent, the Board of County Commissioners of otter
Tail County Minnesota net Wednesday, April 24, 1985, with all members present. Cllair-
rran Nordgren opened the :rreeting at 1:04 p.m ••
Bud Abbott of the Art of the Lakes Club presented estimated costs for
the necessary electrical and plumbing require:rrents at Phelps r'1ill Park, at a cost of
from $2,228 to $2,578. After consideration, motion was rrade by Bert Hovland to go
ahead with the work at a cost not to exceed $2,350 for the electrical and plumbing
requirements, excluding the cost of portable toilet facilities, which is to be borne
by the Art of the Lakes Club. The motion was seconded by Andy Lindquist and unani-
mously carried.
Motion was made by Bert Hovland, seconded by Mel. Olson and unanimously
carried, to approve the purchase of a paint spray gun and replacement of the pressure
tank at the Phelps Mill house.
Motion was made by Mel O. Olson, seconded by Andy Lindquist and unani-
mously carried, to authorize the caretaker at Phelps Mill to spend up to $150.00 with-
out previous board approval for minor repairs and supplies at the Mill and Park, to
be revie~d after said sum has been expended.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to approve the application of Mrs. Donald Strom for Strom's Resort,
Detroit Lakes, MN, for sewage disposal system cleaners operating license.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mously carried, to approve the following applications for sewage disposal installers

Motion was made by Bert Hovland, seconded by :r.i:!l o. Olson and unani-
mously carried, to ?pprove the application of Harding M:>rken for conditional use
pennit to develop and build oondorninum dwelling units for a total of twenty-:fiv__e .. units
on lots 4, 5, 6, 7 ·& 8 of Forest Hills, Ll.da Township.

mously carried, to approve the plat of Patterson Acres, located in Section 14-136-38.
Motion was made by Andy Lindquist, seconded by Mel 0. Olson and unani-
rnously carried, to authorize Larry Krohn to attend the Economic Developrrent Adminis-
tration seminar to be held in North Mankato.
Malcolm Lee, Solid Waste Administrator;,, appeared before the Board and
discussed the proposed transfer stations for Henning, Parkers Prairie and ottertail
: City.
Motion was made by Sydney Nelson, seconded by ii:!l O. Olson and unani-
rrously carried, to approve the hydrological study for the Northeast Otter Tail County
landfill, at a cost not to exceed $14,900.00, by Soil Exploration Company, Saint Paul,
MN.
Motion was made by ~l O. Olson, seconded by Hub Nordgren and unani-
mously carried, to approve the minutes of the April 9th meeting as mailed.
Dennis Berend, County Engineer, and Vernon Korzendorfer, MNDOT Dis.trict
State Aid
Engineer, appeared before the Board and introduced the new District Engineer, Ron
Hoffman, who is to fill the position when JdhIY Youngqtiist:retires.
M:>tion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mously carried, to authorize the Chairman of the Board and the County Auditor to
execute\ an agreement with the City of Perham for the establishrrent of the road to
serve the proposed refuse burner at Perhm.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
rrously carried, to request the County Engineer to contact the State of Minnesota
Deparbrent of Transportion for the purpose of designating that portion of County
Road #16 as "C,alf _Course Road" at the junction of State Highway #108, north of Henning.
Motion was ma:de by Mel O. Olson, seconded by Sydney Nelson and unani-
rnously carried, to advertise for bids to be received until 10: 30 a.m., Wednesday,
June 12, 1985, for construction of the road to serve the proposed refuse burner in tlile
City of Perham.
The following resolution. was introduced by Andy Ll.ndquist who
rroved for its adoption:
RESOLVED by the Board of CountyComnissioners of Otter Tail County
Minnesota, that
WHEREAS, representatives of the Fast and West Otter Tail County
Soil Conservation Districts have presented to the County Board for its consideration
a proposal for a soil survey for the entire County of Otter Tail, and
WHEREAS, the total cost for such survey has been established to
be $2,184,883 with Otter Tail County's portion of said costs to be 664,641.00, and
WHEREAS consideration and much deliberation has been devoted to
the concept of the soil survey, with reservations by said county board,as to the
costs involved for the taxpayers of Otter Tail County,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board does
hereby approve a soil survey for the County of Otter Tail upon the condition the
cost to Otter.Tail County will not exceed $600,000 for such survey.
The notion was seconded by Mel O. Olson with the following vote
being rerorded:
Voting "yes": Andy Lindquist, Berton Hovland and Mel O. Olson
Voting "no": A. Hubert Nordgren and Sydney G. Nelson
Olairman Nordgren declared the motion carried.

Upon notion made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of otter Tail County
.Minnesota, that
WHERFAS, otter Tail County has studied the feasibility of a system
of transfer stations to haul county wastes; and
WHEREAS, Otter Tail County has secured qualified advisors who have
reported tothis body that the transfer stations are conceptually and technologically
feasible; and
WHEREAS, Rieke Carroll Muller Associates, Inc. CRCM) has prepared an
implerrentation program relating to proposed transfer stations; and
WHEREAS, otter Tail County has detennined that the transfer stations
will require a commibnent of $904,300.00; and
WHEREAS, Otter Tail County has prepared a financial rnanagerrent analy-
sis of the transfer stations and has dete:rmined that obligations and/or assessments
will be necessary to finance the transfer stations; and
WHERFAS, otter Tail County has the authority to exercise the i;x:,.ver
necessary to successfully implement the transfer stations.
NOW, THEREFORE, BE IT RESOLVED, that otter Tail County is corrmitted
to implementing the transfer station project project providing necessary local
financing, and accepting and exercising the governmental powers nec-essa:ry to the·
transfer stations.
BE IT FURI'HER RESOLVED, that otter Tail County pledges to use all funds
made available exclusively for the capital cost of the proposed transfer stations
and to pay any additional amount by which the cost of the proposed transfer stations
exceeds the estimate by appropriation to the oonstruction fund of additional funds
or proceeds of additional bonds'· : of otter Tail County.
BE IT FURrHER RESOLVED, that any subsequent withdrawl of allocated
or additional funds of otter Tail County will inpair the obligation of contract
between the State of Minnesota, Otter Tail County, and the bondholders.
BE IT FURI'HER RESOLVED, that Otter Tail County pledges payment to the
debt service account of all revenues of the proposed transfer stations to the extent
that they exceed costs.
BE IT FURTHER RESOLVED, that otter Tail County pledges to levy a tax
sufficient to make timely payments under the loan agreement, if a deficiency occurs
in the arrount of user charges, taxes, special assessrrents, or other rroneys pledged
for payment under the loan agreerrent.
BE IT FURTHER RESOLVED, that otter Tail County pledges to repay the
loan to the State Treasurer in annual installrrents including both principal and
interest in an amount sufficient to pay the principal amount within the period re-
quired by the Waste Management Board.
BE IT FURTHER RESOLVED, that otter Tail County pledges to provide
noney for the repayment fran user charges, taxes, special assessments or any other
funds available to it.

RESOLVED by the Board _of County Corrmissioners of otter Tail County

· WHEREAS legislation is being considered for 1the purpose of establish-•. ·, .
ing a variable, self regulating fuel-. tax which would annually adjust itself to
keep pace with energy consumption and with higher costs associated with the trans-
portation business,· rrore comrronly known as "indexing", and
WHEREAS it is the feeling that "indexingll would provide stability
-in the funding of highway construction and maintenance,
NCW, THEREFDRE, BE IT RESOLVED, the County Board of otter Tail
County does hereby support the concept of rrotor fuel indexing and does hereby
urge the representatives of otter Tail County vote in favor of such legislation.

Dennis Berend, County Engineer, presented a request from Ralph Hanson,
Dane Prairie Township for an additional approach to the C01..mty Road, which was tabled
for additional information.
Motion was made by Sydney Nelson, seconded by Mel O. Olson and unani-
mously carried, to approve a culvert replacerrent on County Ditch #54 in Section 8 of
Corliss Township.
Charles Gruenwald of M & E Cable TV appeared refore the Board with a
request to replace the radio tower located at the otter Tail Nursing Home with a
larger structure that could serve both the county's needs and the needs of the cable
TV finn, maintained by the cable fiDll, in the same location. No objections voiced.
Representatives of the Marion Lake Association appeared before the
Board relative to an after-the-fact permit approved in the fall of 1984 'Which is
now alleged to be resulting in excessive run-off into Mctrion Lake, causing pollution.
Tabled for additional information.

County Board April 24, 1985
Carmissioner Olson voiced a concern with objections to the reserved
parking spaces in the county parking lots, and moved to call people involved in
parking lot reservations appear at the County Board meeting on .May 8th at 9:30 a.m •.
The rrotion was seconded by Andy Lindquist and unanirrously carried.
The Board also discussed parking problems, which will be comprnmded
when the construction of the jail facility comnences. A suggestion was made to
check into the possibility of purchasing the property on the southeast corner of
Junius and Mill Street for parking purposes. No action taken.
The proposed refuse burners in the City of Fergus Falls and the
City of Perham were discussed with Mayor Terry Karkela of the City of Perham and
forrrer Mayor Don Swenson, Perham, speaking.
The matter of the crnmty' s self-insurance under \\Drker' s compensation'
and property and liability insurance v.iere discussed llfX)n the request of the firm of
Gallagher-Bassett, who has made the recorrmendation to appoint an insurance coordina-
tor for claim purposes and establishing a safety program to reduce possible hazardous
conditions. It was the concensus of the board this could be handled by the County
Coordinator, Larry Krohn.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
rrously carried, to accept areso!h1ti01as presented by Van Ellig, representing the Fer-
gus Falls State Hospital Task Force, relative to the Chemical Dependency Consolidation
Funding Bill, and the County Auditor was authorized to place sarre on file.
