BOARD OF COUNTY COMMISSIONERS

Pursuant to adjoll.IllllEI1t, the Board of County Commissioners met
wednesday, March 20, 1985, with all members present. Chairnan Nordgren declared
the meeting open at 12 :· 30 p. m ••
Motion was made by Mel Olson, seconded by Andy Lindquist and unani-
mously carried, to approve the minutes of the March 15th meeting.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve cancelation of a mobile hane tax in the name of Kenneth
Karch, Dunn Township, which was sold and removed in Noveml:er of 1983.
Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to write a letter to the State of .Minnesota Charitable Gambling
Control Board voicing objections to issuance of licenses for the Agape Foster Home,
INc., West Fargo, ND, because the county does not avail themselves of the use of said
horre,
Lar:cy Krohn discussed with the County Board the proposed road to be
constructed in the city of Perham to serve the new refuse burner, with a clarifica-
tion the city of Perham is to contribute the sum of $30,000 tc:Mards said construction,
or an equivalent of the cost of a nonnal 5 ton road, providing all maintenance for
said road and the cost of curb and gutter should such a project to planned.
Motion was ma.de by Andy Lindquist, seconded by Sydney Nelson and lL-riani-
mously carried, to approve the follo.ving applications for permit to sell non-intoxica-
ting malt liquor:

Motion was made by Sydney Nelson, seconded by Mel O. Olson and unani-
mously carried, to approve the application of Donald B. Meyer, for license to sell
intoxicating liquor at Colonial Lanes & Irnmge, Perham Township.
Upon motion made by Andy Lindquist, seconded by Bert Hovland and··
carried with Sydney,Nelson voting "no", the following resolution was adopted:
RESOLVED by the Board of County Comnissioners of otterTail County
Minnesota, that
WHEREAS, in accordance with.a Procedural Agreerrent between the
Minnesota Departrrent of Natural Resources and the U.S. Fish and Wildlife Service
dated May 23, 1962, certification by the County Board of Canmissioners for aoqui-
sition of lands by th!= u. s. Fish and Wildlife Service is requested, and
·WHEREAS, representatives of the U.S. Fish and Wildlife Service
met with the County Board on March 20, 1985 and informed said Board that a water-
fowl easement had.been secured from Mr. and Mrs. Donovan N. Olson on the N½S½SW¼
of Section 25-1:H-41,
NOW, THEREFORE, BE IT PESOLVED, the County Board does hereby
approve the aforeinentionedeaserrent acquisition by the U. s. Fish and Wildlife
Service.

•Upon motion made by Mel o. Olson, seconded-by Andy Lindquist and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Cornnissioners of otter Tail County
Minnesota, that
WHEREAS costs to the counties for the recording of documents has
increased and
WHEREAS costs should not be bo:m by the taxpayers of otter Tail
County for said increases ,bub. iby the users, and
WHEREAS, legislation has been introduced under House File #646 and
Senate File #762, to increase recording fees fran $5.00 to $10.00,
NOW, THEREFORE, BE IT RESOLVED, the County Board of otter Tail
County does hereby go on record in support of the passage of H.F. #646 and S.F.
#762, and
BE IT FURTHER RESOLVED, copies of this resolution be forwarded to
each of the legislators representing Otter Tail County.

Upon rrotion made by Bert Hovland, seconded by Sydney Nelson and
unanimously carried, the following resolution wa~ adopted:
RESOLVED by the Board of County Corrmissioners of Otter Tail County
.IY'i:innesota, that
WHEREAS on April 24, 1984, the County Board accepted the bid of
Little Falls Machine, Inc. , Little Falls, MN for snCM removal equipment including
three one way plows and wings in the amount of $26,550.00, and
WHEREAS the above equipment has now been delivered to the satis-
faction of the County Board at a total cost of $26,100, a decrease of $450.00 due
to county forces transporting trucks for mounting,
NOW, THEREFORE, BE IT RESOLVED, the County Audi tor is hereby
authorized and directed to issue a warrant in the amount of $26,100.00 payable
to Little Falls Machine, Inc. , Little Falls, MN, ih full payment of said contract.

County Board < March 20, 1985
Evelace Hanson, County Recorder, appeared before the Board and dis-
--cussed proposed legislation calling for an increase in recording fees from $5.00 to
$10.00, and also the filing of conditional use permits and variance application
actions. After consideration, motion was made by Andy Lindquist, seconded by Bert:
Hovland and tn1animously carried, to authorize the Land & Resource Management Office
to collect the recording fee from all applicants at the time of application for
conditional use permits and/or variances for the proper recording of saiq: documents.
Various fanners _ from tav,,nships in the southwest corner of the cotn1ty_
appeared before the Board objecting to road restrictions placed on County Roads #112
and #114, stating said road were originally rated at 7 ton roads and have been dropped
to 5 ton roads, rraking their fanning operations extrerrely difficult, for the hauling
of fertilizers, seeds, etc.. .Motion was nade by Mel o. Olson, seconded by Andy Lind-
quist and unanimously carried, instructing the Counb.1 Engineer to in another couple
weeks or during the period of from April 10th through 15th, take another look or rtn1
the road rater to detennine if the restrictions at that time can be changed to allrnv
trucks for fanning operations.
Richard McCarthy, architect with the firm of Geo. Klein & Associates,
appeared before the Board relative to the final design and ¼Orking drawings for con-
struction of the new jail facility in the City of Fergus Falls.
Walter L. Dornfeld, -Public Financial Systems., consultants on the
financing of the jail project,appeared before the Board regarding proposed financing
of said project, and the following action taken:
Upon motion made by Mel O. Olson, seconded by Bert Hovland and
carried with Sydney Nelson and Andy Lindquist voting "no", the following resolution
was adopted:
RESOLVED by the Board of County Comnissioners of otter Tail County
Minnesota, that
WHEREAS, on March 8, 1985, t,he County Board detennined it to be
in the best interests of otter Tail County to proceed with plans for the construction
of a new jail facility to meet Minnesota Department of Corrections requirements, and
WHEREAS various funding options were discussed with lease/revenue
financing rrethod being detennined to be the best rrethod for otter Tail County,
NOW, THEREFORE, BE IT RESOLVED, Public Financial Systems, Inc.,
Minneapolis, .MN is hereby author.tzed and directed to proceed with lease/revenue
bonds preparation with a maximum amount of $3,720,000,
BE IT FURI'HER RESOLVED, the balance of the necessary funding for
said project be paid through sources on hand.

carried with Andy Lind::J:uist and Sydney Nelson voting""no", the follaving resolution
was adopted:
RESOLVED by the Board·of County Commiss~oners of Otter Tail County
Minnesota, that
WHEREAS the County Board on March 8th, determined it to be in the ·
best interest of Otter Tail County to proceed with plans. for the construction
of a new jail facility to meet Minnesota.Department of Corrections requirements,
NOW, THEREFORE BE IT RESOLVED, the finn of C',eo. Klein & Associates,
Minneapolis, MN is:c: hereby authorized and directed to prepare working drawings and
final design for construction of the proposed jail facility, including shelling in
and completion of the top floor for use of the Clerk of Courts and court related
facilities, in the preparation of specifications and bid docurrents.
